Dozens of Hawaii residents who escaped the collapse of their makeshift apartment building Sunday night said the landlord subjected them to medical experiments on top of unsafe living conditions.

Residents of the partially-collapsed apartment building said after landlord Daniel Cunningham accumulated thousands in building fines, the building was facing foreclosure. They told TV station KITV that his building was in terrible disrepair and was dangerously overcrowded.

"It's not right. The way it exists, it's not safe. It should be down. There are way too many people," neighbor Jay Young said.

The building tumbled into a nearby stream Sunday, but it was what former residents said afterward that raised terrifying questions.

Residents said they were human guinea pigs for Cunningham's medical experiments.

Former tenant Richard Sumiye had to be helped to shelter. He told KITV that Cunningham blinded him after he used a needle to inject a solution around his eyes.

"So I got blind because of Daniel Cunningham -- because of what he did to me," Sumiye said.

Former tenant Jesse Taylor said he and others accepted the injections because they feared eviction.

"We were in pain. We were desperate and he took advantage of that," Taylor said.

Cunningham lost his chiropractor's license in 1996 for injecting patients. He recently claimed to have invented a stem cell treatment to extend life indefinitely.

Fifty-three people were living in a Kalihi home that collapsed. That may be hard to believe, but residents say at one time, more than 100 people lived there. Residents say living conditions had been unsafe for years.

And despite numerous complaints to the city and violations, no one shut it down.

Some call it "The Slums." A single-story house on Gulick Ave. with four stories more built down a hillside. Most of it constructed out of pipes and plywood, but without permits.

Collapse site had troubled history
A notice of violation for the illegal dwelling was sent to property owners on March 12, 2005. After no action was taken to correct the violations, the city sent a notice on Oct. 19, 2006, levying fines. What the hell is going on there? This was NOT an apartment building - it was scaffolding on the side of a hill that people were living in. The guy charging rent even ran for mayor at one point. Neighbors complained for years. The city was well aware it was there. Incompetent idiots.

The story has gotten even stranger. Some tenants claimed they were getting injections because they feared eviction. Richard Sumiye said he went blind after Cunningham injected a solution around his eyes with a needle.

Cunningham, who lost his chiropractor's license and wears socks on his hands, said he is helping extend lives with stem cell therapy.

"It sounds like you don't want to answer my question about what treatment you are giving to these people," KITV reporter Mahealani Richardson told Cunningham.

"I don't think it's intelligent for me to do that because it's a bad law," he said.

He said that aliens created the law.

"I think you work for them. The media works for them and they own the money and they are eating people down below," Cunningham said.

The landlord said he is trying to help the homeless and that he will clean up the mess.

I live right near here, on the base. When we PCSed they told us not to go into that neighborhood because it was basically slums and all run down houses, with very high crime rate. Seriously, one day I should take pictures of all the houses that are rundown like this one. There is a LOT. Our first day here they actually told us to make sure we ran all the red lights so we didn't get stopped at them. That's apparently how bad it is.

Even though the place collapsed (I should take some recent pictures of it for ya all, I'll see if I can tomorrow otw to the beach) they are rebuilding it already and the property alone is worth at least 400,000$. There are a lot of buildings like this near Ward Ave (main street going thru towns to get to hwy). They call it the slums for a reason.

If you check map quest, I'm in Wahiawa and Kahili is like right there. The stream they are talking about is the stream that has been infested with pig carcasses that the state has taken forever to clean up. So not only did the building fall over, and all this other stuff this crazy guy was doing, but it fell over into a highly poluted stream.
