CHAMBERSBURG, Pa. — A Chambersburg woman was charged this week with prostituting two teenage runaways she kept in her home in August, and more charges against other people could be forthcoming, according to the Chambersburg Police Department.

Cindy Lee Hubbard, 31, of 61 S. Franklin St., was charged with two counts each of sexual exploitation of children, a second-degree felony; promoting prostitution, a third-degree felony; and corruption of minors, a first-degree misdemeanor. She was arraigned Tuesday before Magisterial District Judge Gary Carter and jailed on $100,000 bond.

The girls, ages 15 and 17, had run away from the Mountain Valley Center, an agency that takes in juveniles placed by the courts or Children and Youth Services, Detective Sgt. Dianne Kelso said. The girls ran away from the center July 25, according to the affidavit of probable cause.

From Aug. 1 to 4, the girls stayed at Hubbard's home, where men paid Hubbard $30 to $40 to have oral sex with the girls and $50 to $60 for sexual intercourse, police said. The 15-year-old told police she had sex with 15 to 17 men during the three-day period.

Hubbard gave the girls a place to stay, clothing, alcohol, cigarettes, drugs and condoms, and while she did not hold them against their will, she told them not to leave the house during the day because police might see them, the affidavit stated.

On Aug. 4, police were told that the 17-year-old was at an address in the 200 block of Lincoln Way West and that a 16-year-old boy had come to the house to take the girl back to Hubbard's house. When the girl said she did not want to go, the boy became agitated and said, "you're taking our ... money, she has to go with us," according to police.

The girls told police that they began staying with Hubbard, an adult male and the boy on July 31. The next day, Hubbard told the girls they needed to earn some money and encouraged them to engage in sexual acts for money. Hubbard, the man and the boy then solicited men, with Hubbard taking in $200 to $300 a day, police said.

The girl's could have worked at a fast food place instead of hooking.
Hubbard was very manipulative to have convinced girls of a legal working age to make "bigger" money, faster.
People of any age need to get it through their heads that there is no such thing as easy money.

BTW: They both need to be tested for sexual diseases.

This cunt looks like a real winner. Love the pic. Well, if the girl did NOT want to go back they should have let her go. At that point they could not possibly say that she consented when they were trying to force her to go back. At that point they also crossed the line over into kidnapping. And may the bitch fry for that.
