HAMPTON - A couple from Hampton have been charged with child neglect after their three toddlers were found running in and out of traffic on a Hampton street, dirty and half-naked.

Thomas Melvin Topolnicki, 25, of Seaboard Avenue, and his wife, Jennifer Leigh Topolnicki, 29, were arrested Sept. 10 and each charged with three counts of child neglect.

They have been released from jail, Hampton police spokeswoman Cpl. Allison Good said.

Good said police received a call at 8:35 a.m. about three small children running around "partially clothed" in Buckroe.

"They were not with any adults," Good said. "Officers arrived on the scene and located the juveniles, who were running back and forth across the street, in and out of traffic."

She said none of the children were injured.

Police identified them as siblings: a 3-year-old boy and 2-year-old twins, a boy and a girl.

"None of the children were wearing diapers or shoes. They were very dirty," Good said.

"The children could not communicate with the officers about who they were or where they lived. Officers began knocking on the doors of residences on the street to try and locate their parents."

Good said police officers were able to find a neighbor who pointed out where the children belonged. But when they called at the house, nobody was there.

Officers contacted Child Protective Services, which took custody of all three children, Good said.

"They were taken based on the condition of the home and the condition of the children," she said.

Good said the Topolnickis arrived at their home about 9:30 a.m., an hour after police received the initial call.

The parents said they left the house about 7 a.m. while the children were sleeping, Good said.

Bet CPS gives the kids back tomorrow. I, OTOH would strip them and make them play "chicken" in the road for at least a week before I'd allow them to even visit the children.

When is the justice system going to figure out it needs me to rewrite our laws and punishments? Oh, and DD would be the jury.

WTF? unbelievable...these children are fortunate to be getting away from these losers. It's amazing to me that an oncoming car did not hit one of them!

If CPS gives these kids back then they will be equally at fault when one or more of them gets raped, tortured and/or killed. Aside from the chance of getting killed in traffic, these children are prime targets for perverts. Hell, leaving them out running around like that just screams "take one please, I HATE my fucking kids!"
There is NO justice if these children are returned to these two totally useless waste of oxygen.
I can't even believe that they let the fucking idiots out of jail already. That's like telling someone who doesn't really give a shit, "You really shouldn't have done that" and just giving them a tap on the wrist.
Ewwwwww, I am just SO mad! Sorry, going on and on again....

They left the home while the children were sleeping? I don't understand...

The children couldn't communicate with officers about who they were? Christ, I don't understand that, either. My 3 year old talks like most 5 year olds, and could tell you pretty much anything you want to hear about. Even at 2, all of my kids could "communicate" and tell their names, and lots of other stuff, too...

These parents SUCK. They're not even providing basic care. I hope they don't get these kids back. And what the hell is wrong with that woman? She looks bad...

Jennifer Topolnicki declined to speak with WAVY.com. But her husband Tom said, "It was a mistake, it wasn't something I meant to do. They woke up while we were out and they got out. They managed to remove their own clothes and tromp through the dirt."

Tom Topolnicki insists, even though he and his wife face criminal charges, they're not bad parents. "I was an idiot and I hope to recover my kids...What we did was wrong and we have learned from our mistake. We are paying for it even now," he said.

I've got a couple of problems here.

First and foremost, Dad, the problem isn't really that the kids managed to get out and tromp through the mud, but rather that 2- and 3-year-old kids were left unattended. You went out while they were sleeping? Hello? In what world is that ok? Did you ever think for a moment how scared they'd be to wake up and find themselves alone? Not even thinking about what trouble they could get into, but just plain how scared they might be??

And second, how come someone called police about kids running in and out of traffic, but when the officers arrived at the scene they still found kids running in and out of traffic and had to round them up? In what world is THIS ok? I mean, if you were a citizen passing by who thought, "Oh my stars, Gertrude, surely those children are in danger running in and out of traffic! We'd better call 911." Then wouldn't it occur to you to also ROUND UP AND RESTRAIN those kiddos until the po-po actually arrived?

Hell's bells, people, this really isn't rocket science:

Traffic + children still in diapers - responsible adult = tragedy waiting to happen. Didn't you get the memo??
