WINTON HILLS – Cincinnati police charged a man and woman Wednesday with abusing and torturing her young sons by binding their wrists and ankles on multiple occasions and denying one of the children medical treatment.

Kena Ross, 29 and Christopher Gray, 30, both of Winton Hills, face three counts each of child endangerment. Ross is the mother of the boys, 4 and 5, records show.

The pair also is accused of failing to get medical care for the 4-year-old in one of the episodes at a residence in the 100 block of Topridge Place. The two were arrested and booked into the Hamilton County jail about 6 p.m. Wednesday.

In court Thursday, a judge set bond at $150,000 for Gray and $151,000 for Ross, who faces an additional charge of marijuana possession after police found a small amount of the drug in her left pocket, records show.

A motive was not disclosed in court records. Ross’s lawyer said Ross had previously called county officials to help her with her children.

A total of four of Ross’s children were in the home: the 5-year-old, twin 4-year-olds and a newborn, said Brian Gregg, a Hamilton County Department of Job and Family Services spokesman. He did not know when the baby was born.

All four children, including the 4- and 5 year-olds who allegedly were bound, are staying with a grandmother, he said.

The children were placed with the grandmother Aug. 9 after Cincinnati Children’s Hospital Medical Center alerted the agency that one of the two bound children showed up at the hospital with burns on his hands, Gregg said.

So I think that's great that the kids are with the grandma but I've always wondered how they're able to keep those kids from the abuser in that situation. Mom simply needs to stop by g-ma's house to see (abuse) her kids. How can that truly be "protective"?

Kena Ross worried about running out of food.

So, the 29-year-old pregnant Winton Hills mother of six told police she did what she often did to make the food last – she bound her children’s wrists and ankles with plastic handcuffs to keep them from “hoarding food.”

“These kids, mind you, are (ages) 4 and 5,” Assistant Hamilton County Prosecutor Calambas said Thursday. “They are thin.”

That was part of the evidence that could send Ross and her boyfriend, Christopher Gray, 31, to prison for 10 years each.

Officials became aware of the restraints when the 4-year-old showed up at the hospital with 2-week-old burns and skin peeling from a hand covered in scabs
Ross and Gray told authorities the child burned his hand by sticking it in an operating washing machine.

The couple didn’t seek help for the child’s burned hand. Instead, they treated it with ointment. They took him to the hospital two weeks later when his hand began smelling foul and peeling.

At the hospital, the doctor noticed the burn ended at the boy’s wrist. It was noticeable because the boy’s wrist had cuff marks on it. So did his other hand and ankles.

That’s when the boy said his mom cuffed them to stop them from getting food.
Police investigated and went to their Winton Hills home, finding plastic flex cuffs in a garbage can.

Ross told police that because she was on welfare she was concerned about the children eating all of the food before the end of the month.

First, she put a lock on the refrigerator. When that didn’t keep the children out, she said, she resorted to the cuff with at least two of them, often while she slept.

Gregg wouldn’t provide specifics, but said in 2003 and 2004 she was investigated for “neglect-type issues” involving family finances.

Ross, who had no criminal record in Hamilton County, was convicted Thursday of three counts of child endangering. She’ll be sentenced Nov. 14 by Hamilton County Common Pleas Court Judge Fred Nelson, who can send her to prison for 10 years.
Gray’s only crime in Hamilton County was a 1998 theft conviction. He avoided prison by successfully completing five years of probation.

Gray will be before Nelson on Monday to face three counts of child endangering.

My thoughts precisely. Plus...is Grandma abusive as well? How often are the children checked on by childrens services?
Of course, so-called mom worthless POS can't see them while she's in jail (where she belongs) but what about after she gets out?
BULLSHIT on her excuses! In addition to foodstamps there are plenty of emergency food pantries out there...she just WANTED to bind the kids up...sick fuck!

She has a butt load of kids to feed...try keeping your legs shut!!

On welfare trying to keep the kids feed so she keeps boys from eating...well, *F*, they are growing boys. My 4 almost 5 yrs. old goes thru spurt and someday's I can't seem to feed him quick enough, then he will suddenly not want to eat much for days.

I bet she buys all kinds of junk food shit. In my family of 7 children I know my mother had a hard time keeping us all feed. She planted a garden for fresh veggies and we ate a shit load of beans rice and tortillas....all very affordable.

Lady get a clue. there are ways to feed your children without binding them...stupid bitch!

Ok there were a TON of solutions for her "food" problems. WIC for her and the baby, at least. Food stamps for all of them, and you can even get free food from certain places. The food stamp people should tell you if you ask them. I've lived off of that stuff for my girls for a good 3 months. We were all fed, and we were all happy.

There are so many options nowadays for people in low income households, that this is absolutely ZERO excuse for her to lock up her kids and use "food stealing" as an excuse. What the fuck is wrong with feeding your kids when they are hungry, kids don't start eating you out of house and home until they are like teenagers. Hers were youngins and far from obese.

Anyways, I'm happy the bitch got nailed as guilty though. I bet she will have it rough in prison not getting food when she wants it.

Usually, when a person is on welfare, they are receiving food stamps as well as cash benefits, right?
