Convicted sex offender William Filancia, 44, is being investigated for animal cruelty.
Clay County animal control workers on Monday removed two abandoned dogs, feces-covered caged squirrels and a 55-gallon tank of fish from 6202 W. Shores Road in Fleming Island, which is Filancia's residence, according to court documents and neighbors, Pam McWilliams and her daughter, Kandis Fay of 6196 W. Shores Road, who share a driveway with Filancia.
Fay, 22, said she watched officials haul off three truckloads of animals, cages and stuff from the house.
"It was horrible. There were bugs coming out of the house. They were hosing everything down. It smelled really bad," said Fay.
Fay and McWilliams said for two years they have made numerous calls to animal control, the Clay County Sheriff's Office and Florida Fish and Wildlife Conservation Commission to report that Filancia had dozens of squirrels and raccoons caged up in his yard, in the garage and in his living room. McWilliams said she also saw leather straps and handcuffs among the cages.
The neighbors said they were told it was not illegal to keep squirrels.
"It's strange. He's been doing it forever. He didn't feed them. I tried to feed them through the fence," Fay said.
"I called [landlord] Dan Burton and said 'you better do something. Your house is full of animals,' " McWilliams said.
Burton could not be reached for comment.
Filancia, a former pizza shop owner, has been in jail since February on at least 14 charges of sex crimes and extortion for intimidating men into performing sexual favors, sometimes while bound in chains and in front of video cameras. He was arrested in March when a male victim told authorities he was forced to pose nude and perform oral sex and was sometimes bound in chains by Filancia, who threatened to post photos on the Internet if his demands weren't met.
The victim allowed police to videotape a meeting with Filancia that ended in the arrest. Filancia's criminal history also includes convictions in three cases of forcible sexual abuse and coercion involving young male victims in New York in the late 1980s.
In 2006, Filancia was charged with felony tax evasion while operating the Brick Oven Italian Restaurant in Orange Park and New York Brick Oven Pizzeria in Middleburg.
Filancia is scheduled for a pretrial hearing on Aug. 25 for violating probation.
According to a police report, Filancia's landlord, Burton, told police animals were abandoned at the West Shores rental property he leases to two men, one of whom is in jail. The power had been shut off July 30. Deputies found urine and feces running out from under the garage door where two dogs and a squirrel were found. One Doberman could not stand very long and her hips and ribs were protruding. A second dog, an Akita, was in better shape. There was a caged squirrel covered in feces with a small amount of water. In the back yard, officers found and buried a caged dead raccoon. The animals were impounded and will be adopted after the investigation, according to animal control director Connie Goon.
