A man accused of trying to abduct two young girls in the Roseburg and Winchester areas last week posted bail Wednesday.
Kenneth Thomas Wolfe, a 59-year-old registered sex offender, was arrested July 28 after a 7-year-old girl reported he had driven up to her as she rode her bicycle on Plateau Drive and grabbed the back of her shirt to pull her into the vehicle, according to the Douglas County Sheriff’s Office.
The day after that incident, a woman who saw media coverage about Wolfe’s arrest called authorities to report that the man may have attempted to abduct her daughter July 27.
According to a probable cause affidavit police filed in court, the woman told an investigator that her 10-year-old daughter was walking to Winchester Elementary School when a male started to exit a vehicle parked on the roadway as she approached.
Terrified, the girl turned around and ran home. The girl later told the investigator that the vehicle was “dark green” with a sticker on the back. She said it was a “cross between a car and a pickup, but it wasn’t either.” She said it was like her father’s vehicle, a Mazda sport-utility vehicle.
The vehicle Wolfe was driving when he allegedly tried to snatch the 7-year-old was identified by police as a dark green Ford Explorer with a police badge-shaped sticker on the back, according to the court document.
The 10-year-old, who told police she had not heard of Wolfe’s arrest, was shown a photo of Wolfe’s vehicle. She said it was the same as the one she had seen.
A grand jury has indicted Wolfe on one count of second-degree kidnapping for the incident involving the 7-year-old. The Douglas County District Attorney’s Office has additionally filed a charge of attempted second-degree kidnapping involving the other girl, according to court records.
Court records indicate Wolfe, who was convicted of a misdemeanor sexual abuse charge in 1992, will be represented by Roseburg attorney David Terry. Neither Terry nor Wolfe could immediately be reached for comment.
Wolfe’s security was set for $50,000 for the kidnapping charge and $25,000 for the attempted kidnapping accusation. On Wednesday, he paid the required 10 percent, a total of $7,500, and was released.
Family members of the two alleged victims are appalled.
Martin Lobo, the father of the 7-year-old, believes the man’s bail should have been set much higher.
“I think you should stay there until you’re tried,” he said, “… until you’re proved innocent or guilty.”
The District Attorney’s Office has filed a motion to request that Wolfe’s bail be set higher. A hearing is scheduled to take place Aug. 14.
Lobo said he is concerned about his daughter’s safety as well as the safety of others.
The mother of the 10-year-old girl expressed the same concerns. Both parents were also upset that they were not notified about the man’s release.
