DUBOIS COUNTY, Ind. - Child abuse is suspected in the death of a southern Indiana boy.

The Daviess County Sheriff's Department reports 2-year-old Jalen Blake died last month after being hit in the head.

Deputies believe the boy had been the victim of abuse by his mother and her boyfriend.

The boy's mother, Vadney Michelle Blake is currently being held in the Daviess County Jail on neglect and drug charges.

Her boyfriend, Jeffery Truelove committed suicide earlier this month following a high speed chase.

Jalen Blake, 2, died June 28 at Riley Children's Hospital in Indianapolis. On July 10, the Marion County coroner's office ruled his death a homicide caused by "subdural hemorrhage due to blunt impact of the head," said coroner's office supervisor Marchele Hall.

The toddler's mother, 22-year-old Vadney Blake, was in the Daviess County Jail late Thursday on $500,000 bond, charged with neglect, conspiracy to manufacture methamphetamine and tampering with or obstructing justice. She was arrested July 16.

That investigation was triggered in part by the child testing positive for methamphetamine and amphetamines.

According to a court affidavit, Vadney Blake and Jalen Blake's paternal grandparents — who the toddler lived with — took him to Jasper Memorial Hospital on May 29 after the grandfather found Jalen Blake's face was scratched and bruised, and his nose plugged up. Vadney Blake claimed the facial injuries happened when he ran into her knee two days earlier.

An emergency room doctor ran a CT scan on the toddler that came back negative, and diagnosed him as having a sinus infection. Because tests could not determine if Jalen Blake's injuries definitely resulted from abuse, he was sent home.

Child Protective Services was notified of the incident. Caseworker John Potts accompanied Vadney Blake, her mother and Jalen Blake to a doctor's appointment the next day.

According to the affidavit, a nurse practitioner found Jalen Blake's injuries suspicious and took a urine sample from him to test for drugs.

On June 2, Vadney Blake failed a lie detector test about her son's injuries, according to the affidavit.

When Potts confronted Vadney Blake with the drug test results, she initially denied knowing how Jalen Blake was exposed to drugs, according to the affidavit. She later admitted to smoking meth in the child's presence, and said she'd abused him.

She also said she suspected her boyfriend, Jeff Truelove, 40, of abusing Jalen Blake, too. She initially lied to investigators, according to the affidavit, to keep her relationship with Truelove, who she began seeing in May, secret.

Vadney Blake told police she and Truelove smoked meth while she was caring for her son on two occasions, including once in a car in late May, and that she'd left Jalen Blake with Truelove while she bought ingredients for making meth.

Truelove committed suicide on July 14 after fleeing when police arrived to check on his probation status.

Motorcyclist Suicide Connected to Toddler Death

The man who committed suicide last week and a Daviess County woman arrested this month have both been connected to the recent death of a two-year old boy. 22-year-old Vadney Michell Blake was arrested last month for neglect of a dependent and conspiracy to manufacture methamphetamine. Court documents say Blake is the mother of a two-year-old boy taken to a Jasper hospital for scratches and bruising to the face. The two-year old also tested positive in a drug test. He died on June 28th. Apparently, Blake was dating 40-year-old Jeff Truelove of Jasper who committed suicide last week. Police say Truelove fled his home when police arrived to check the status of his probation. Both Black and Truelove tested positive to drug tests at the time they were in the vehicle with the 2 year old child.

Let's find out why Jalen died, then fix the flaws

Our position: State must take more precautions to protect children.

All of the alarm bells should have been sounding.

A mother, whom police say admitted to using methamphetamine, showed up at a hospital with her young son to report suspicious injuries. A drug test revealed the presence of meth in the child's system.

Yet, a Department of Child Services caseworker, despite the positive drug test, decided to leave the boy with his mother.

Less than three weeks later, the child, 2-year-old Jalen Blake of Daviess County, was beaten to death. The mother, 22-year-old Vadney Blake, identified a fellow meth user as the possible source of her child's injuries. That person later committed suicide.

Now DCS is conducting an internal investigation. The caseworker, John Potts, has resigned. And child advocates are calling for changes in how DCS operates, including appointment of an independent ombudsman.

Sadly, this case sounds all too much like numerous other cases in recent years in which state caseworkers have made critical errors in judgment, and children have subsequently died. A string of such tragedies prompted Gov. Mitch Daniels and the General Assembly three years ago to create a separate state agency devoted to child protection. To reduce overwhelming caseloads, the state hired an additional 800 investigators to track down reports of abuse and neglect. Training of caseworkers also was enhanced.

Despite the state's investment, and a significant reduction in caseloads, the heartbreaking reports continue of children dying after the state was alerted to possible abuse and neglect.

Part of the problem, admittedly, lies in the complex nature of these cases. Caseworkers are confronted with decisions that can go badly on either end. A parent may have made a one-time error in judgment or been falsely accused of abuse. A child, however, also may be one beating away from serious injury or death. And sending children into the foster care system isn't without serious risk of emotional or physical harm.

When things go wrong, as they did in Jalen Blake's case, it's imperative that the state be transparent in its review. Why was Jalen left with his mother after the positive drug test? Were internal standards violated? What lessons will be learned and changes made to better protect other children? DCS needs to fully and publicly answer such questions.

Also, the legislature needs to establish an independent ombudsman to ensure DCS' accountability. An ombudsman with the authority to dig into case files and share pertinent information with the public could guard against the tendency within agencies to self-protect, rather than self-disclose, damaging details.

The state, to its credit, has made a serious effort to improve its child protection system in recent years. Significant progress has been made. But continued adjustments, including a thorough public review when tragedy strikes, are needed to ensure that children like Jalen Blake are provided with every possible protection.

The Department of Child Services was concerned enough about 2-year-old Jalen Blake that it ordered a drug test for the Daviess County toddler.
But when that test came back positive for methamphetamine, the agency responsible for protecting children in Indiana did not remove the child from his home.


Less than three weeks later, on June 27, 2008, police say, Vadney Blake took a Home Interiors decorative candle and beat Jalen on the head. Then she beat him a second time. She dropped the candle, which hit him on the head again, she told police.
Jalen died the next day.
The agency lays the blame on a caseworker who, according to DCS spokeswoman Ann Houseworth, made a "very incredible error in judgment" and has since resigned.
But documents recently obtained by The Indianapolis Star, as well as interviews, reveal that a supervisor also was aware of the failed drug test at least a week before the death. In addition, a DCS local director was aware of a failed voice stress test taken by Blake weeks before Jalen's fatal beating. The test indicated she had not been honest when questioned about previous injuries to her son.
Children's advocates say it is yet another in a series of troubling incidents involving DCS: Jalen's death is at least the 11th death of a child involved in an active or recently closed DCS case since November 2007. They also contend it is a glaring example of why the state must create an independent ombudsman to probe the agency's role in such cases and hold it accountable for its actions.
"Who investigates this agency?" asked Dawn Robertson of Honk for Kids, which assists families involved with DCS.
The answer, at least in Jalen's case: no one.
Detective Gary Allison of the Daviess County Sheriff's Department acknowledged in August that the investigation into Jalen's death did not include a review of the role of DCS staff. He did not return calls for this story.
Daviess County Prosecutor Byron Overton said he doesn't think there's a need to probe DCS, either, since the agency did its own internal investigation.
Opportunities missed
The Star's review of Jalen's case files, as well as court records, sheds some light on the events -- and missed opportunities -- in the weeks leading up to the boy's death.
On May 29, 2008, Jalen's paternal grandparents insisted the boy be taken to the hospital after they saw a black eye, bruised ear and scratches on his face. Health-care workers were suspicious and alerted DCS.
The agency assigned John Potts, a local family case manager, to investigate. Potts, who declined to comment for this story, was one of 800 new caseworkers hired as part of the child welfare reforms launched in 2005 by Gov. Mitch Daniels.
The day after the emergency room visit, records show, Potts met with Vadney Blake and accompanied her to an appointment with Jalen's family doctor. Because of the suspicious nature of his injuries, a urine sample was taken from Jalen for testing.
A DCS contact log says the caseworker met with his supervisor, Leslie Heshelman, and local director Melinda Berry that same day and "was informed to contact the family and initiate a safety plan." Houseworth, the DCS spokeswoman, confirmed that Heshelman and Berry also were made aware that a drug test had been ordered.
On June 2, the files show, Berry was informed of the troubling results of a different test: Blake had failed a voice stress analysis.
The urine test result came back June 6 and was faxed to the DCS office in Daviess County: Methamphetamine and amphetamine were found in Jalen's system. Houseworth said office clerks would have seen the fax and delivered it to Potts. She said the office of the doctor who performed the test also contacted Potts directly.
When a child tests positive for methamphetamine, Houseworth said, the policy is to remove that child from his or her caretaker.
"That would be an almost instant removal," she said. "There would have to be some incredibly extenuating circumstances" to leave a child with the caretaker.
Neither Heshelman, the supervisor, nor Berry, the local director, would comment for this story.
The DCS investigation into Jalen's death states that Potts "did not share results of the drug screen with management," but that now seems to be in dispute.
Multiple meetings, no action
What is certain is that three days after he learned of the test results, Potts met with Blake to discuss them with her. She was upset and denied knowing how Jalen could have traces of meth in his system -- though police say Blake later told them that she and her then-boyfriend, Jeff Truelove, had spent the previous night in her parked car, smoking meth from a piece of tin foil while Jalen was in the back seat.
Potts and Blake also discussed an Informal Adjustment, a contract that requires a parent to meet certain requirements or face having the child removed by DCS. But when there is a failed drug test, the situation is typically elevated beyond an Informal Adjustment. That didn't happen.
Blake did not sign the agreement, saying she wanted to talk to her attorney. An undated and unsigned copy of the Informal Adjustment remains in Jalen's file.
The toddler was taken back to the doctor June 17 and again June 19, when he was admitted to Daviess Community Hospital. His doctor wrote in notes that he wondered if Jalen's health problems might be the result of meth withdrawal. Records show Potts visited Jalen and his mother at the hospital June 19.
All the while, there appeared to be no action taken to remove Jalen from the home. Houseworth said the issue was that Potts misled supervisors.
Potts, she said, "had been with the agency for two years and up until that point had done good work. There was no reason to think he was withholding pertinent case information."
Who knew what
But there was one key piece of information that became known. When questioned by The Star, Houseworth acknowledged that Potts' supervisor, Heshelman, was made aware of the failed drug test June 20, a statement that conflicts with the assertion in DCS' investigation into Jalen's death that Potts "did not share results of the drug screen with management."
Still, Jalen was allowed to remain with his mother. He was back at the hospital's emergency room June 23. And then again June 25, when he was scheduled to have a test to check his brain for signs of seizures. That day, he became sick and threw up medicine intended to help him relax during the test. As a result, the test was rescheduled for the next day.
The test was administered June 26. Again, Jalen was allowed to leave with his mother.
At that point, Potts knew of the failed drug test and stress test; Potts' supervisor, Heshelman, knew of the failed drug test; the local director, Berry, knew of the failed stress test and that a drug test had been ordered.
The following day, Vadney Blake later told investigators, she "snapped because her 'old man' had been hounding her that day and that she 'took it all out on' (Jalen)," according to court records.
After the beating, Jalen began to have seizures. His mother took him back to Daviess Community Hospital, but because of the serious nature of his head injuries, he was transferred to Riley Hospital for Children in Indianapolis. He was pronounced dead after being removed from life support June 28.
Attorney Nathan Verkamp, Jasper, a public defender representing Blake, said he couldn't comment on the case. He also said Blake would not respond to questions at this time.
The fallout
Potts resigned two weeks after Jalen's death. Heshelman was demoted to a caseworker, though Houseworth would not comment on whether that was a disciplinary action.
But the fallout was far from over.
On July 14, police were trying to locate Truelove, Blake's ex-boyfriend, as part of the investigation into Jalen's death. Blake had told police she thought he had abused the little boy.
Fleeing from police, Truelove led officers on a five-mile chase. Finally, he pulled off the highway and into a church cemetery. He then fatally shot himself in the head.
Blake is charged in Dubois County -- the fatal beating allegedly occurred at Truelove's home in the community of Haysville -- with battery resulting in death and neglect of a dependent resulting in death, both Class A felonies. Her trial is scheduled to begin Oct. 19.
Justin Blake, Jalen's father, has filed a tort claim notice with the state, the first step in a potential lawsuit against DCS. Justin Blake was in jail on drug charges at the time of his son's death and is now in a work-release program.
"I made a mistake and I'm paying for it," he said. "But they've done something wrong, and they don't want to take accountability for it.
"They did do something wrong, obviously, or my son would be alive."
Houseworth said the death was tragic, but there was little more the agency could do under the circumstances.
"This is a situation where an employee kept vital information from management," she said. "Once an employee commits such an act, regardless of the operation, it is difficult for the employer to learn the entire story."
Robertson, the DCS critic, disagreed. She said regular citizens who know about an endangered child "can be held accountable and prosecuted" for failing to act on such information.
"So, why aren't there any repercussions for the caseworker and supervisor who were clearly negligent?" she said. "They had all the information in front of them. They should be held to a higher standard. It's their job. As far as I'm concerned, they were partners in this horrible crime."

Blake was in court Monday with her attorney, Howard B. Lytton, and agreed to the plea. As part of the plea, she admitted to striking her son on June 27 with a Home Interiors candle.

Jalen Blake tested positive for methamphetamines on June 6. Vadney admitted in an interview with Daviess County Sheriff’s deputies that she and boyfriend Jeff Truelove had been smoking meth in front of Jalen. In the police record, Blake also admitted hitting Jalen with the candle three times.

Dubois County Prosecutor Michael Fritch said if the judge accepts the plea agreement and sentences Blake to the maximum, she would serve 20 years in the state Department of Corrections and 10 years on work release, if she is eligible at the time.

Blake wrote the court on June 7, asking for a counselor or a psychological evaluation.

“I’m just trying to stress the fact that this is really hard on me emotionally and mentally exhausting and I really believe I need some help,” Blake wrote in the letter.

Also in the plea agreement was language about her Daviess County case. Before she was charged in Dubois County for Jalen’s death, she was first charged in Daviess on July 18, 2008, with dealing in a narcotic drug, a Class A felony, and neglect of a dependent resulting in death, a Class C felony.

The agreement said both sentences in Dubois and Daviess counties were to run concurrent, or at the same time. If the sentence in Daviess County is longer, Blake has the option of appealing to the court to reconsider the plea agreement in Dubois County.

JASPER, Ind. — The mother of a 2-year-old Southern Indiana boy who was allowed to remain in her care after he tested positive for methamphetamine has been given a 30-year sentence in his beating death.

A Dubois County judge on Monday ordered that 23-year-old Vadney Michelle Blake of Cannelburg serve 20 years in prison, followed by 10 years on work release. She pleaded guilty last month to a battery charge.

I can not imagine picking up a candle and beating a kid with it. I remember I story from Texas not that long ago (in the last year or two) where a woman beat an armed man with a jar candle and headed off a home invasion. She knocked his ass out cold. Protecting her kids who were home at the time.

This story is so fucked up and this baby didn't have to die. His grandparents did what they should have insisting that they all go to the hospital and even the doctors failed to know for sure the first time he was taken to the ER that he was abused.

I have no idea what happened to the case worker. He started off doing right and then just dropped the ball by leaving the kid with his mom. Do you think maybe she was blowing him or something? She has that slutty look to her. She was also secretly seeing Truelove (puke and gag at the name!!!!) while she was still married to the baby's dad and living with her husband's parents! She needed drugs and I bet Truelove was making them so he was her sugar daddy.

I bet the kid had been present at a cook because I'm not sure what's left in the vapors of that crap after it is exhaled by the person smoking it. They would have had to have done a LOT on the night in the car or done it everyday in a small area with him or he was at the lab.

This whole case is waaaay screwed up and it really emphasizes how bad meth is.

Grah! This just pisses me off. And the whole thing with DFCS or DFS or wtf they're called... this "no comment" "can't comment" "declined to comment" crap that we see all the damn time when the Department of Fuck the Children Services FAILS TO DO THEIR DAMN JOB is bullshit. They shouldn't be allowed to decline comment. They need to be held accountable. In this case, they are just as responsible for the tragic death of Jalen as his cockroach of a mother. The title of this thread should actually be Vadney Blake, her dead penis, Jeffery Truelove, and DFS killed 2 1/2 yr old Jalen Blake.

This is the heartbreaking reality of Indiana DCF. They seem to want to remove kids from good homes and leave the bad ones with the parents. And yet they wonder why the kids turn up dead. Here's a sight to look at. This is the local child abuse awareness group I'm a member of and where my name came from. Please beware that there are pictures and names of babies from this area who have died due to abuse or neglect at the hands of their parents or mom's new penis. Between April 1, 2008 and March 23, 2009, 8 babies were murdered and 1 baby was critically injured.
