A 26-year-old former security guard has been arrested in the beating death of his girlfriend's 4-year-old son, sheriff's officials said today.

Sheriff's officials say little Jahmaurae Allen was beaten to death inside his mother's Foothill Farms apartment in the 4400 block of Oakhollow Drive early Monday.

Deputies and paramedics arrived at the apartment complex off Roseville Road after receiving a 911 call about an unconscious child at 3:41 a.m. Monday, sheriff's Sgt. Tim Curran said.

The boy, who was home with his 18-month-old sister and his mother's boyfriend, 26-year-old Jonathan Lamar Perry, was rushed to Mercy San Juan Hospital with massive head and internal injuries, Curran said.

At 9:30 that night, the boy was transferred to UC Davis Medical Center, where he was pronounced dead at 11:10 p.m.

The boy's mother, 26-year-old Tiffany Lacy, had left the apartment earlier Monday to take her other son, a 3-year-old, to the hospital for an illness, according to sources familiar with the case.

Detectives continued their questioning of Perry and arrested him at 2 p.m. Tuesday at the home of a relative in Antioch, Curran said.

He was being held without bail at the Sacramento County Jail pending his arraignment Thursday on charges of murder and child endangerment.

Tiffany Lacy could not be located for comment today. No one answered the door at her ground-floor apartment, where a child's broken plastic basketball hoop, a plastic baseball bat and a Fisher-Price toy lawnmower sat in the tiny yard.

Neighbors said they did not know the residents of the apartment. Some said they had seen sheriff's cars and ambulances at the scene early Monday but knew nothing about the case.

A relative of Lacy's reached at home in Louisiana said the family had no comment on the case. Efforts to reach Perry's family were unsuccessful.

SACRAMENTO, CA - The social worker assigned to investigate the case of a 4-year-old whose mother's boyfriend is accused of beating him to death has been placed on administrative leave.

Jahmaurae Allen died Monday night after suffering severe head and internal injuries, according to Sacramento County sheriff's investigators. Jonathan Lamar Perry, Jr., 26, who was caring for the boy is accused of murder and assault.

Sacramento County Child Protective Services began an investigation on Allen on June 18. Lynn Frank, Director of the county's Health and Human Services which oversees CPS said in a released statement that an internal preliminary investigation indicates the woman assigned to Allen's case did not follow established department procedures and worked in isolation.

The case worker did not have "required contact with reporting party; required contact with medical personnel; required contact with persons who may have knowledge of the family; and reviewing the case with the supervisor," said Frank.

"Although Child Protective Services intervened in this case and did take some steps to protect Jahmaurae, we could have - and should have - done more," Frank said.

And if THAT is shitty enough, they tried to cover their asses.
In the 16 days between the time 4-year-old Jahmaurae Allen was beaten to death and Sacramento Child Protective Services publicly released portions of its records, the case file was altered to change the original finding in the case.

One early version of the report from the social worker, who began handling an allegation of abuse involving the 4-year-old on June 19, described the allegation as "unfounded".

Another early version described the allegation of abuse of the little boy as "inconclusive."

Jonathan Lamar Perry, 27, faces murder and child endangerment charges in a preliminary hearing today to determine whether there is enough evidence to try him in the beating death of Jahmauare, the son of his live-in girlfriend. Jahmauare died July 21 after what investigators said was a beating that included the little boy being thrown against the wall of the apartment where they lived and punched in the stomach. He suffered a fractured skull, broken ribs, a lacerated spleen and brain damage.

Perry, a 6-foot, 4-inch, 250-pound former security guard, also has been accused of striking Jahmaurae's 3-year-old brother.

The boys' mother, Tiffany Lacy, was later arrested and charged with child endangerment, but court records indicate two counts were dismissed and she pleaded no contest to a third, with a probation hearing on the matter set for September.

Jahmauare's death set off probes of CPS following revelations that a doctor examining him in June reported a fist-sized bruise on the boy's chest to the agency. A CPS worker contacted the family six days later, and determined the allegation of abuse was "unfounded."

After the boy's death, CPS' internal records were changed to say the abuse allegation was "inconclusive" and later that it was "substantiated."

Those alterations and questions about CPS' response to the original report sparked a grand jury investigation and an independent review of the agency by an outside consultant. CPS managers conceded they could have done more to save Jahmaurae.
