Indianapolis - Police arrested a man on the city's south side after his one- and three-year-old daughters were found wandering outside their apartment. Charles Reed is facing neglect of dependent charges.
On Thursday, one of Reed's neighbors on Southern Plaza drive found the one-year-old baby lying on the ground in the parking lot between two cars. The neighbor took the baby inside and called police. Then another neighbor found the three-year-old wandering around.
Police knocked on doors until they found Reed. He said he fell asleep and did not know the children got out. Police said he was laughing about the incident while he was being questioned.
