A Milford man who allegedly sexually abused two young girls over a five-year period was arrested last week and charged with dozens of counts of unlawful sexual contact, including two counts of second-degree rape and endangering the welfare of a child.
According to documents filed with the Kent County Court of Common Pleas, David Dolan, 36, of Milford, engaged in unlawful sexual contact with the two girls between April 2003 and April 2008.
The court records do not indicate the relationship of Dolan with the two girls and if the two are sisters.
The court records indicate that on, Sunday, April 27, a person reported to a Milford Police Department Officer that “he had just learned” the girls “had both been repeatedly and unlawfully sexually touched by the accused (Dolan).
The court document also reads that Dolan’s wife had confronted him about the abuse and that “he had supposedly fled from the residence and out of state.”
One of the victims reported during an interview with the Kent County Child Advocacy Center in Dover that the abuse had started when she was approximately eight years old and continued until just before her 14th birthday. The other victim reported the abuse began when she was “approximately five years old.”
According to the report, assaults took place “at least every two months” and they allegedly occurred during sleepovers at Dolan’s residence and usually involved him allegedly touching them on their private parts over their clothing.
However, the court record indicates that on two different occasions he touched both victims’ skin with his hand. The two second-degree rape charges stemmed from those incidents.
The younger of the two victims reported that she was about 10 years old when Dolan allegedly touched her with his finger.
The court document reads, “She described that the feeling was horrible and she felt trapped, not knowing what to do or how to tell the accused to stop.”
One of the victims reported during the interview that Dolan “would often tell her that he was sorry for what he did.”
One of the two victims, according to the report, attempted to draft a letter about what had been happening to them because they didn’t know “how to tell her in person.” Dolan allegedly found one of the victims drafting the letter on a home computer and erased it.
Dolan was arraigned at the Justice of the Peace Court 6 in Harrington and committed to Sussex Correctional Institution in lieu of a bond of $121,000.
