On May 21, 2008, Sacramento County Sheriff’s Deputies responded to a possible domestic violence situation. The 28-year-old female victim reported she was sexually assaulted and bound by her estranged husband. The suspect also kidnapped the couples’ three-year-old son and told the victim he was leaving the country with the child.
The suspect is David Olteanu (29). He is a white male, 5’ 6” tall, and weighs 196 pounds. He has short brown hair, green eyes and was last seen wearing a white tee shirt and blue jeans. Olteanu was last seen driving a dark blue 2008 Chrysler 300C with California license plate number 6DBR388. The victim’s son, Alexsandr Olteanu, is three-years-old. He is a white male, 3’ tall, and weighs 35 pounds. He has brown hair and brown eyes. The young boy was last seen wearing a yellow tee shirt and underwear.
The suspect reportedly has several firearms in the vehicle, including an assault rifle. He should be considered armed and dangerous. Members of the public should not approach, or attempt to contact Olteanu; if he or his vehicle is seen witnesses are urged to call 911.

Looks like the worst case of ring around the collar I have ever seen. I hope this little angel gets home safely.

Well this guy was down the road from me last night.
He was last seen leaving Oroville, where he picked up some weapons from the home of relatives, Curran said.

Man accused of taking son let go by Romanian officials

Romanian officials have released a Sacramento man accused of abducting his 3-year-old son and sexually assaulting his wife.
David Olteanu, 28, also has had his son, Alexsandr, returned to him by authorities, said Sacramento County Sheriff's Sgt. Tim Curran.
The sheriff's department issued an Amber Alert Wednesday after receiving a report that he had sexually assaulted and tied up his wife and absconded with their son.
Father and son were found and detained Thursday morning in Bucharest, Romania, he said.
"Unfortunately, (Olteanu) has been released by Romanian officials and we're now in the process of obtaining all the necessary warrants to have him arrested," Curran said.
While it was originally reported that the man had last been seen in Oroville, detectives now believe that trip had occurred prior to Wednesday's events.
Detectives also believe that the sexual assault occurred late Tuesday night or early Wednesday morning. Olteanu then immediately headed to San Francisco International Airport with his son, Curran said.
The Department of Homeland Security, which had been notified by the sheriff's department when officials there learned the man threatened to leave the country, began checking flight manifests and notified sheriff's detectives at 1:50 a.m. that Olteanu and his son were on a flight to Bucharest. That flight left San Francisco at 3:45 p.m. Wednesday, Curran said.
The sheriff's department was notified by Romanian officials at 6:30 a.m. Thursday that Olteanu had been detained, but officials there had to release him because "they don't have legal basis to hold him," Curran said.
Further complicating the situation is the fact that Olteanu and his wife are not officially divorced, so there is no official custody dispute in regard to the child.
"He's telling Romanian officials that he's there to visit his ill grandmother," Curran said.
Sheriff's detectives are working with Romanian officials to issue a local warrant, and then will work with the FBI to obtain international warrants, he said.
"Once those have been secured we are confident that he'll be taken into custody," Curran said.
Olteanu's passport also will be flagged once the international warrant is issued, he said.
Olteanu's sister, Diana Winton, said in a phone interview that her family learned her brother was released and his son was returned to him through news reports Wednesday afternoon.
Olteanu did not come to the family's home in Oroville before leaving the country, she said.
Winton confirmed that she and her brother have extended family in Romania. She didn't know whether Olteanu was with them.
"It's a huge misunderstanding," Winton said in a phone interview from her father's Oroville home. "He's a loving father. All he cares about is his son and right now, his son is his main interest."
Authorities do not believe Olteanu's wife was purposely misleading about the time frame in which the events allegedly occurred.
"We don't want to lay blame on her," Curran said. "She had just gone through a traumatic event and wasn't completely trusting of law enforcement. But now she is being completely cooperative."
Olteanu will be extradited back to California once arrested. Curran was unsure how long that process may take.
While Curran said he is unsure of what will become of the boy once the father is arrested, authorities will "make sure that he's safe, whether with family or authorities."
Authorities also have recovered Olteanu's vehicle at the airport, but have yet to search it.
