Traffic Stop Leads To Child Abuse Investigation, Meth Lab Find
Meth Lab Could Be Largest Found In Ohio

DILLONVALE, Ohio -- A traffic stop led to the discovery of a meth lab and a case of severe child abuse and landed two people in jail, police in Jefferson County said.
Wells Township police said the investigation started when they pulled over a silver Chevrolet Cavalier Thursday night for a turn signal violation on state Route 7 around 5:10 p.m. Thursday. Inside, police said they discovered 44 grams of crystal meth, marijuana and two handguns.
During the search, the driver, 34-year-old Ryan Neal Custer, told police that there was a child who was in danger.
"After interviewing the subjects in the car, we find out that there is possibly child neglect or child abuse going on in the house this gentleman lives in," said Wells Township Police Chief John Ingram.

Police then headed to a home on Coss Street in Dillonvale. When they arrived, Ingram said they found a 1-year-old girl with "severe burns to its private areas." Officials said the girl was severely injured, dehydrated, filthy and had a fever of 103 degrees.
Furthermore, when K-9 units arrived at the home, one of the police dogs ran to an abandoned house behind the home and found a meth lab.

Ingram said the meth lab could be the largest every found in Jefferson County, and Drug Enforcement Agency officials from Youngstown said it may be one of the biggest in the state.
Custer's girlfriend and the baby's mother, 21-year-old Samantha Burch, was arrested on pending child abuse charges. Custer was arrested pending charges of possessing meth.

Currently, police said their main concern is the baby's condition. She has second- and third-degree burns, but police said they did not know how she was burned. Police said the alleged abuse happened at 821 1/2 Second St. in Brilliant.

The baby was initially transported to East Ohio Regional Hospital then transferred the burn unit at Columbus Children's Hospital, where she remained Friday.
"Just pray for the baby," Ingram said.
On Friday, Wells Township police, Dillonvale police, the Jefferson County Drug Task Force, the Drug Enforcement Agency and Ohio Department of Job & Family Services officials were gathering details. Police said they plan to talk to the Jefferson County prosecutor on Friday and said additional charges and more arrests could be forthcoming.

Baby probobly peed or pooped her pants and the mama put her in scalding water, besides the burns, wonder what this does to a persons mind, one boy posted here that lost his toes refuses to get into a tub now, I cant understand how someone can do this over some poop and pee, it take 2 minutes to clean it up if even that, you know how you have training at the hospital on how to breast feed etc? Father Of Abused Baby Says He's Been Fighting For Custody

The father of a baby who police said was abused and severely burned told NEWS9 he has been fighting for custody of the child.

The 1-year-old girl was found Thursday evening at a home on Coss Street in Dillonvale. Wells Township Police Chief John Ingram said the girl had "severe burns to its private areas," was dehydrated, filthy and had a fever of 103 degrees.

The father said his daughter had to have surgery just months ago after she swallowed a chemical. Since then, he said, he's been trying to get custody of his young daughter.
"Second strike this year. Let's not have a third. Next time I feel like I might be burying her, might not be holding her this time. So let's just hope it comes out better this time," he said.

He said he saw his baby for the first time in months at a local hospital Thursday night and was stunned by her burns and injuries.
"Soon as I got there, they showed me and it was -- you can't describe it. Just melting skin is what it looks like," he said.

He said the hardest part is seeing his baby with tubes and IVs lying in the hospital. He said he hopes now that the child is out of the home, her life can change for the better.
"(Parents are) supposed to be the caregiver and the care provider. You're not supposed to endanger them. Nowhere is that part of being a parent at all," he said. "If she walks out with a smile on her face -- maybe in the arms of people that can really take care of her and care for her and give her a better life -- that enough is a better reward than anything else. As long as she's out of harm's way."

Ok so i live in the same town and i kinda know sam. this is the story. a couple months ago sam let her child drink roofing chemicals out of a gaterade bottle. she claimed she didnt know it was in there. the child was in the icu at a childrens hospital for three months. she was put on dialysis and had to individually clean every organ at once. at first she was given a 10 percent chance to live put pulled through three months later. she has a scar from her chest to the bottom of her abdomen. now her bf was pulled over in a traffic stop and told on sam. when they investigated the house they did find her with a 103 temp and she was filthy. she has second and third degree burns all over her body and bruises from suspected abused. she told them the burns to her privates were from her being raped and the rappist trying to clean her with bleach. no. the doctor did a rape kit on her and it came back negative. the doctor now thinks the burns are chemical burns and her diaper is what they were using to transport the meth. yes this makes me sick to my stomach to know that this little angel has been through so much stuff already and shes not even 2 yet. she needs to die in prison. and the dad has been trying to get custody since the first time that little angel was in the hospital and he will get it if she pulls through this time. pray for that little girl please. she needs everything she can get right now.

thanx for the update DNR....question though: my hub's is a roofer (shingle, torchdown, and the new metal ones) what roofing chemical was she using? the only ones i can think of are glue like substances and the chalk they use to pop the lines to go as a guide for standard shingle roofs

Maybe it was one of those roof cleaning chemicals they use now to get rid of the algae that grows on the roofs? Or, more likely, it was a chemical that is used to make meth.

Ok I know this is gross or whatever, but I know a couple of dudes who would use meth rectally. They swore it was the best high ever. Considering that neither of them ever had to go to the hospital for it I doubt the baby was burned from them stashing dope in her diaper. it's called muriatic acid...it's what he uses to get the tar off his scrapers and shingle shovel....i'll come back when i can get some info on muriatic acid...i dont know exactly what it consists of other than i know any acid can burn! and no, he never kept it in a gatorade or other drinking bottle...parenting 101 says NEVER putcaustic substances be it cleaning products etc in any bottle used for human consumption!

Police and doctors said methamphetamine could have been in the baby's system as well as in the dirty diaper officials found on her. Bitch needs to eat a bullet.
I can't find much on her daughter which isnt surprising seeing as her father wanted to remain anonymous. Smart guy, I wouldnt want to admit to screwing such a worthless bitch, even if our baby was heaven sent perfection. Right, so in September she pled guilty and her lawyer was going for three months, it was more likely she would have got 5 years.

STEUBENVILLE - A woman who's daughter was burned with what authorities say were chemicals used to make crystal methamphetamine pleaded guilty on Monday in Jefferson County Common Pleas Court to a charge of endangering children.

Samantha M. Burch, 21, of Shadyside pleaded guilty to the charge and asked Common Pleas Judge Joseph Bruzzese Jr. to conduct a presentence investigation. Burch faces up to five years in prison.

Burch was arrested after an investigation into a crystal methamphetamine lab in Dillonvale on Nov. 19.

Wells Township Police stopped a vehicle drive by Ryan Neal Custer, 34 of 821 1/2 Second St., Brilliant. The officer called for a drug sniffing dog, which alerted on the vehicle to the presence of drugs. Crystal methamphetamine was found inside the vehicle, along with two handguns, police reported.

Police determined Custer and his girlfriend at the time and her young child had been at a house at 206 Coss St. in Dillionvale.

The Jefferson County Drug Task Force went to the house and discovered a crystal methamphetamine lab about 75 feet from the Coss Street residence.

Officers then found the child, who had severe burns on her body.

County Assistant Prosecutor Jane Hanlin said chemicals used in the manufacturing of crystal methamphetamine and the vapors from the chemicals caused the burns on the child's body.

Burch told Bruzzese that she disagrees with the charge and the harm it caused her daughter.

Defense attorney Eric Reszke is seeking to have Burch sentenced to six months at the Eastern Ohio Correction Center.

Samantha Burch was expected to be sentenced Wednesday by Judge Frank Bruzzese, but changed her mind.

Burch was arrested in November 2010 after police said they found her baby in a Dillonvale home next to a meth lab with severe burns to her private areas.

Jefferson County Prosecutor Jane Hanlin said Burch's move was surprising.

"We never did have an agreement on sentencing. What was supposed to happen today was we were going to argue for the appropriate sentence in this case, which we thought was she should go to prison. She was free to argue for probation or any other community-controlled sanction. So that's what we thought was going to happen today," Hanlin said.

Burch is currently facing one charge of child endangerment, but the state does have the option to file more charges.

ETA- found a link to an obituary for a 22-year-old Samantha Burch. She died in July of 2011. I didn't post the link because of the obvious date discrepancy, but everything else eerily matches.
