Hickman said Tommie J. Barber Sr., 38, and Anna Barber, 54, each face two charges of endangering the welfare of a minor, a Class D felony.

A report filed by Investigator Mark Arnold said authorities got the complaint of child neglect and after investigation allege the Barbers would rarely let their children, ages 8 and 10, outside the residence, keeping them in a small room with the windows boarded shut and doors padlocked from the outside.

They were forced to use a “potty chair,” which was sometimes full, inside the room and also made to eat in the room.

The report said the carpet inside the room was “heavily soiled and saturated with human waste and had a repulsive smell” to which the children were constantly exposed.

When the children were allowed outside, the Barbers would sometimes chain them to a tire.

“The children had never been to public school and were unable to read or write,” the report said. “As a result of the allegations, the children have been removed from the home.”

Why would you not let your children learn to read and write? If nothing else sending your children to school would get rid of for 8 hours at time if you didn't want them around. These kids have not only been abused and neglected they also had their education stolen from them. These kiddos will spend years trying to play catch up

I believe you are correct! Anna would've been 16 when Tommie Sr was born, I'm thinking they are mother and son. Mmmmm, I also wonder, who called or reported the abuse! 10 and 8 year old children, imagine they are somewhat feral like children. I hope they were saved, in time, I'll be praying for you, little ones!

again, it is very seldom i am left speechless, but this is the second time today. if i saw this in a movie i would hoot and laugh at the far-fetched notion that parents would keep their kids locked up/chained to a tire. it's a little too "The Hills Have Eyes" for me; very scary-looking people. i hope with all my heart the kids can be saved.

The stepmother of two children who were the center of a recent Department of Human Services and Boone County Sheriff’s Office investigation told officials that the children were allowed out of the padlocked, boarded-windowed room for six to eight hours every day, an arrest affidavit said.

According to the arrest affidavit, authorities went to their residence in the Olvey area and found the children, ages 10 and 8, were locked in the 10-by-12-foot room with a lock on the outside of the door. Windows were boarded shut.

Investigators noted a “penetrating and repulsive” odor of urine in the room when they entered, the affidavit said, and they noted that the children’s clothing was dirty, stained and smelled of urine.

Investigators noted a portable potty chair in the room, which the children used. The children told investigators that they would “pee and poop” on the floor when the potty chair became full, the affidavit said.

The children slept on makeshift beds made of foam on the floor of the room, which was bare — no toys or play material — save for the potty chair and a tire with a chain.

When asked, the children said they were sometimes chained to it “to keep them safe,” the affidavit said.

Anna Barber, the children’s stepmother, told investigators the children were allowed out of the room for six to eight hours a day, but one of the children said they ate, slept and played in the room, that they were rarely allowed out and were chained to a tree or a dog’s cage when allowed outside.

Besides being physically and emotionally abused from the day they were born, my two foster kids were now age 10 and 12 were never to read or write. Apparently the oldest three (of the nine siblings) learned to read but it caused them to be curious and question their parents. Their numb nuts "father" decided not to let the rest of them learn and their equally fucked up "mother" used her excellent parenting skills and decided this was the best thing for the children.

And, yes, I wish I was making this up.
