Sheraden couple who helped rescue dogs charged with abuse

A Sheraden couple was arrested today for allowing dogs awaiting adoption to live in filth and failing to turn $2,125 in adoption fees over to a local animal rescue organization, police said.

Troy Jackson and Jessica Kromer had been providing foster care for dogs at their Ladoga Street home since March on behalf of Home Sweet Home Animal Rescue. But last month, members of the rescue group discovered that the home was filled with garbage, while feces covered the floors and walls. A pungent stench was coming from "the dogs, the home and everything in it," according to a police report. Several dogs were underweight.

On another occasion, a rescue group member witnessed Ms. Kromer and her young son repeatedly hitting a dog in their car. At least three times, dogs under the couple's care ended up in dog pounds, costing the rescue group $127 to retrieve them.

Police took the couple into custody at their home today. They face charges of theft and cruelty to animals.

According to police, Ms. Kromer and Mr. Jackson had signed an agreement with Home Sweet Home to provide "humane treatment" for the dogs and take them to meet families considering adoption.

From April to June, the couple completed 15 adoptions and collected fees of more than $2,100, yet they refused to give that money to the rescue group, police said.

The rescue group removed all dogs from the couple's house last month and transferred them to other foster homes.
