Four boys between the ages of 9 and 14 are in police custody after they allegedly raped an 8-year-old girl.
The boys, ages 9, 10, and 13 are being detained at the Juvenile Corrections Center. The 14-year-old, Steven Tuopeh, has been remanded as an adult.
The rape happened about 5:15 p.m. July 16 in a toolshed near 45th Ave and Thomas. Police say the girl was lured into the shed with the promise of chewing gum. The boys allegedly restrained her while taking turns sexually assaulting her.
Phoenix Police held a press conference 3:30 p.m. Wednesday to announce the arrests. According to police, the victim and the suspects are all from Liberia, west Africa, and appeared to have known each other.
The child is currently in Child Protective Services having been disowned by her parents after the assault. Detectives say her parents blame her for being victimized and bringing shame to their family.
All the suspects have admitted their involvement in the sexual assault. I feel so bad for this little girl, to have that happen and then have her parents pretty much tell her it was her fault.
It sucks. I remember when I finally got the courage to tell my mother what my step-dad was doing to me the first thing she said was, "are you sure you weren't dreaming?" She didn't believe me or my brother. I'm not really sure to this day if she does or not. It's a really crappy feeling.
I hope this young girl can move past this and be placed with a fmaily that actually gives a shit.

The summer scene at a west Phoenix apartment complex was tranquil Wednesday evening. Parents and children chatted on their stoops as the sun set. They bought ice cream from a vendor's push cart.
One week ago, around the same time of day, residents of the complex were startled by the screams of a partially clothed 8-year-old girl who ran screaming from a storage shed at a vacant unit.
Phoenix police on Wednesday announced that they arrested four neighborhood boys in connection with the incident, in which investigators said the group lured the girl into the shed with chewing gum, held her down and sexually assaulted her.
Phoenix police Sgt. Andy Hill, a longtime public-information officer, described the case as "one of the worst crimes we have come across in Phoenix in quite some time," given the ages of the victim and the suspects, as well as the circumstances of the reported attack.
The girl and the four suspects are refugees from the war-torn West African country of Liberia, which, according to investigators, would complicate authenticating names and dates of birth.
Arizona Child Protective Services took custody of the girl after the July 16 incident at the apartment complex after her parents disowned her.
Hill said the parents blamed her for being victimized and bringing shame to the family.
CPS and the families could not be reached for comment.
Phoenix investigators are requesting that the oldest suspect, age 14, be prosecuted as an adult.
He and the three others - ages 9, 10 and 13 - were taken to a Maricopa County juvenile-detention center late Tuesday on charges of sexual assault. Three of the four boys also could be charged with kidnapping, according to police.
Each of the suspects admitted to the assault, according to investigators. Hill said three of the boys lived with their families at the complex.

ITA 100% but I'm worried they'll come after her and try to kill her. I really hope child welfare keeps her hidden and safe. Shes going to need a lot of counseling in order to overcome her "stigma". I think I read somewhere that her father wants her back? God I hope not.

I am just curious to know what charges you expect to be leveled on them. In almost every Dept of Human Services across the country, parents can admit their children into the system if they feel the children are beyond their control. States are adopting safe haven laws for parents to abandon unwanted children at specified, legal locations. As far as I can tell, by telling the officer and the dept to not return the girl, he did not break any laws. If he had dumped her by the roadside, that would be a different matter.
Honestly, by not letting her come back, the father has unwittingly opened the door to a brighter future for this young lady. He has given her the chance to be raised by a decent and loving family. She is better off, and the cycle of insanity within their culture can be broken for one precious little girl.

I was appalled by this story when I read it. Apparently, the girl’s older sister was watching her at the time and said she shouldn’t have gone off with the boys. The innocence of an 8-year-old girl wouldn’t know any better. Unfortunately, this young girl has lost her innocence and will know better now. What a hell of a way to learn though.
She needs a name change, and adoption into a family that will give her the love and guidance that every child deserves. I sure hope she gets this.

Neglect and abandonment would be defined by throwing the girl out into the street or dropping her off out in a forest or desert. The parents did none of these. They essentially released the girl to the state. This action is no different than so many of the young parents we have heard of who take advantage of the safe haven laws hoping the children will be given to better families than what they can provide. Yes, the motivations are different, but the actions are not. If we prosecute, or attempt to prosecute this family, we could ultimately scare off other parents with the fear of prosecution. Is this the kind of precedent we want to set?

When I heard this story I cried. I can't believe parents could do that to their young. Blame her. I understand that is the way it's done in Nigeria that the woman are accused of incitement when raped, but Dayum! This was an 8 year old child. There was no human instinct to protect her. The only good thing about this is no one will be performing a circumcision on her now which would ruin her further and forever. And yeah, they'll do it even in the states if they are sticking with tradition.
I hope they find her a loving home and teach her that she is beautiful and of value. That no one has a right to touch her if she doesn't want them to and that none of this was her fault.

Your culture or how things are done in your country mean JACK. If you don't like it, then don't go to that country. These two useless wastes of space abadoned their daughter to the state - not because they were unable to care for her due to their own physical or mental health, not because she was more than they could handle, but because she brought "shame" on them by being raped according to their culture.

I have an aunt who is unable to bear children, so she adopted two kids, a boy and a girl. They are both family to us and have never been treated any differently. I understand that is a rare occurrence though.

A message seeking comment was left Saturday with the boy's public defender.
Prosecutors have charged the 14-year-old as an adult, while the other boys — ages 9, 10 and 13 — have been charged in juvenile court with sexual assault. The 10- and 13-year-olds also have been charged with kidnapping.
All four boys were arrested July 21. Their identities are being withheld because of their ages.
The girl is now in foster care.
In some parts of Africa, women often are blamed for being raped for enticing men or simply being in the wrong place at the wrong time. Girls who are raped often are shunned by their families.
In recent years, Liberia has made efforts to combat rape under Liberian President Ellen Johnson Sirleaf's leadership. Liberia's deputy ambassador to the U.S. said he tried to console an 8-year-old rape victim in Phoenix with hugs and a teddy bear in a case that has gripped Liberians worldwide.
Deputy Ambassador Edwin Sele said the girl, a Liberian refugee, cried heavily during their meeting on Saturday and that she needs to be reunited with her family to get the best care possible.
"I talked with her and I took her a teddy bear," he said. "She was very distressed, she's really traumatized."
Phoenix police allege four boys, all Liberian refugees ages 9 to 14, lured the girl to an empty storage shed July 16 with the promise of chewing gum, then restrained and raped her.
The case sparked an international outcry after police reported the girl's father said she brought shame on the family and he didn't want her back. Authorities said the comments prompted Child Protective Services to take custody of the girl.
Sele, who met with the girl's parents, said a language barrier had caused a misunderstanding over the comments. Sele also said the parents were desperate to see their daughter again.
"The families are not the criminals," he said.
The girl also wants to see her parents and feels like being kept from them is a punishment, Sele said. "She's feeling like, 'What has happened? What have I done?"
Sele was on his last full day in Phoenix as part of a fact-finding trip. He met with police, child care workers prosecutors and the children's family members at the request of Liberian President Ellen Johnson Sirleaf. Sele also had hoped to meet with the four boys charged with raping the girl, but was stopped by lawyers.
The 14-year-old boy who so far is the only one being charged as an adult in the rape is scheduled for a court hearing Monday. He is charged with one count each of kidnapping, sexual assault and attempted sexual conduct with a minor, and four counts of sexual conduct with a minor.
Prosecutors are seeking adult charges against the 13-year-old accused in the case, while two 10-year-olds are charged in juvenile court with sexual conduct. One of them also is charged with kidnapping. Both boys are scheduled for mental competency hearings Aug. 18.

That's exactly what I'm afraid of too. To say it was all a mistake, that they really didn't want to send her away is trying to save face after they underestimated the amount of support that the little girl would have here in America. Afterwards when all the heat is off that little girl is gonna end up dead or worse. And you know there can be worse.:frustrating:

2 Liberian boys deemed incompetent for rape trial
"I want to go home."
That's what a sobbing 10-year-old boy accused of rape told a Maricopa County Superior Court judge in Juvenile Court on Tuesday before learning he will soon be released from detention.
But he will not be going home to his family.
Instead, he and a 9-year-old boy believed to have participated in a brutal sexual assault on a young girl last month will be released to the custody of state Child Protective Services and placed in separate "therapeutic" foster-care homes until final decisions are made on whether they should be tried.
In the case of the younger boy, a trial appears less likely because he appears unable to grasp the charges facing him.
Juvenile Court judges in separate hearings ordered that the two boys be released from detention by 5 p.m. today.
Both boys underwent mental evaluations that found them to be incompetent to stand trial. The older boy, however, was ordered into "restoration" to educate him on the court system and on what is acceptable for him to talk about. If, within six months, he is re-evaluated and found to be competent, he can enter a plea agreement or be ordered to stand trial.
The younger boy was deemed to be "unrestorable," meaning he should not be tried. But prosecutor Cindi Nannetti asked the court for an evidentiary hearing before the judge considers dropping charges against him altogether.
The boys and two older friends are accused of luring an 8-year-old girl to an empty storage closet at a west Phoenix apartment complex last month. One of the boys held her down while they all took turns assaulting her.
The children all are refugees from the West African nation of Liberia.
The oldest of the suspects, Steven Tuopeh, 14, has been charged as an adult with sexual assault, sexual conduct with a minor and kidnapping.
The Maricopa County Attorney's Office has filed a petition to try a 13-year-old suspect as an adult on the same charges. Mental-competency hearings in his case will be held in September to determine whether he is mature enough to understand the adult-court proceedings and assist his attorney in his defense.
The difference in possible punishments is significant. If adjudicated as a delinquent in Juvenile Court, the boy could not be held in custody beyond his 18th birthday, and there would be no set minimum or maximum confinement.
If convicted in adult court, either boy could spend the rest of his life in prison.
Because the two other boys are so young, Arizona law requires that they undergo mental evaluation to determine if they understand why they would be on trial, even in Juvenile Court. The evaluation takes into account their intelligence, maturity, learning disabilities, language and cultural issues.
As explained in separate court hearings Tuesday, each boy was interviewed by two experts and deemed incompetent to stand trial.
The younger boy was pronounced too immature to grasp the concepts of the justice system. Nannetti asked for the evidentiary hearing so evaluators will have to explain their reasoning. Other adults, including school employees, could be called, as well.
The 10-year-old will see a restoration specialist at least twice a week to try to help him understand the role of judges and lawyers, his own rights, including the right to remain silent, and the implications of plea agreements. If, after six months of restoration, he is still determined to be incompetent, the judge can ask for another two months of restoration sessions or drop the charges.
But even if the charges they face as delinquents are dropped, the boys will be subject to separate dependency proceedings to determine whether they can return to their families or remain wards of the court to be placed in foster care or treatment.
Nannetti had asked the court to keep the boys in custody.
"I don't want there to be a rush to release these boys, because they are a risk to the community," she said.
But the boys' lawyers and their court-appointed guardian lobbied for them to go into foster care. One will be placed with a retired teacher who will home-school him as he undergoes restoration. The other will be placed with the single mother of an older child.
Both will be required to wear electronic-monitoring devices with GPS tracking so the Juvenile Probation Department is assured of their whereabouts.
Neither can have contact with children 7 and younger without adult supervision, and they must turn over their refugee cards to the court to ensure they cannot leave the country. The boys were living with relatives who are not their legal guardians. Their parents are still in Africa.
During the first hearing, one uncle stood up and asked Judge Aimee Anderson, "Is (the boy) guilty?" He objected to the boy being placed in foster care instead of with the family.
When Anderson explained that the boy would go to foster care, the boy's grandmother began shouting in the African language called Krahn, causing the boy to sob bitterly.
She shook her finger at the judge as she was escorted, screaming, out of the courtroom. A Krahn interpreter explained that she was railing against the CPS, saying that they could not take her grandson away from her because he was just a child.

Parents facing charges - The parents of an 8-year-old girl allegedly raped by a group of boys are now facing charges of child abuse.
The four boys accused in her attack are not the only ones facing charges.
Investigators are going after everyone who has allegedly hurt that little girl, including her own parents.
Police have filed child abuse charges with the county attorney's office.
They're not releasing the names of the suspects but we have confirmed they are the parents of the 8-year old victim.
3TV also uncovered new police reports with disturbing descriptions of that alleged abuse.
3TV went to the parent's house to ask the father about the most recent abuse allegations.
The father told us he was unaware of the police investigation against him.
One that started after investigators say four boys ranging in age from 9 to 14 gang raped his eight-year-old daughter in an apartment shed. All of the boys are Liberian refugees.
CPS took the child away after police reports stated the father blamed her for the alleged rape saying it was her fault and that he didn't care if she ever returned.
Officers say the mother tried to drag her inside by the ear.
"We did not arrest them because we believe at this point the child is not in harm's way, she is in a safe place, however based upon the information that we have we will seek the charges," Phoenix police.
Phoenix police tell us they've gone to the apartment complex at least four times before, all from people calling in to say they've seen the young girl wandering the complex, alone. Often times at night and sometimes even begging for food.
In fact, over the last few years we've learned there here have been eight calls to CPS.
We found this Glendale police report where school administrators called saying the child showed up to class with cuts and bruises on her face.
When officers went to the home witnesses told them they had seen the mother hitting the child with a closed fist on the top of the head several times.
Others said the parents used a stick to hit her in the face and the back of the head.
Even beat her with a wire.
CPS took the child away for a weekend, got the family counseling and gave her back.
Police have no information that there was any victimization of the other children at home being in any danger.

The parents don’t want this girl back. They are taking her back because of pr and to ensure they obtain their residency in the US. When refugees enter, they are basically on a “probationary” period for the first 12 months. After 12 months, they make an application for permanent residency. Considering how much publicity this case has gotten, chances are, if they do not take the child back , then the examining Immigration official could find a reason to deny the case (which would place the family in deportation processing and ultimately send them back to Liberia) .
On the other hand, accepting the daughter back into he family will further validate their refugee status and claim because they will cry to the Immigration officer and point to the daughter to validate their claim and show what type of culture they would be going back to if their permanent status is not granted (child getting raped).
I am sure this was all very well explained to them and that’s why the statement that the father made became lost in translation. You know, because saying I don’t want her back really means, I would love to have her back.
As for parents getting arrested for abuse: Why now? It seems they were reported to child services 8 times and it takes a rape for some type of action to happen? I would love to hear an explanation from child services officials.

New Details Emerge In Liberian Girl's Abuse Case: Charges sought against parents

The alleged sexual assault was the ninth incident reported where neighbors felt the child was in danger.
According to a new report issued by Phoenix police, neighbors and concerned adults began reporting incidents of concern with the child as far back as October 2005.
The incidents ranged from the child wandering around her apartment complex unsupervised to stopping adults saying she was lost and could not find her way home, the report said.
In 2007, the child's elementary school reported to authorities the girl had a bloody and bruised cheek.
One neighbor called police to report that the girl's mother had been seen dragging the child through the dirt into their home.
In most of these cases, even though police responded, according to the reports there was insufficient evidence to charge the parents with a crime.
The Maricopa County attorney's office said they are reviewing the cases and are determining whether or not charges will be filed against the parents. Those charges can range from child neglect to child abuse.

CPS investigates it's self and always finds itself innocent of any wrong doing
Reminds me of 99% of those in jail, they also claim to be innocent, the deference is they were judged my an impartial jury and didn't get to investigate and find themselves innocent of any wrong doing.

(CNN) -- Arizona police arrested the parents of an 8-year-old Liberian girl who was allegedly sexually assaulted by four boys in July.
The father, 59, and mother, 47, were arrested Friday in Phoenix on seven counts of child abuse, said police spokesman Sgt. Andy Hill.

The child abuse investigation was based on documented incidents from the Phoenix Police Department and numerous referrals to Arizona Child Protective Services dating to 2005.
Police said the parents, refugees from the West African nation, used sticks, wires and their fists to hit their young daughter.
Witnesses told CNN affiliate KTVK that the parents left their daughter wandering their apartment complex alone at night, begging for food.
Details of the girl's assault last summer shocked the nation. She was allegedly lured to a storage shed, pinned down and gang-raped by four boys, none of them older than 14.
The parents said they felt they had been shamed by their child and blamed her for being victimized. As a result, the girl was taken from her home and placed in state custody.

PHOENIX -- Phoenix police arrested the parents of an 8-year-old Liberian girl who was allegedly gang raped in July.
On Friday police served arrest warrants for Hemie Dio, 59, and Wedeh Dio, 47, for numerous counts of child abuse. Officers waited for them to come home from work and then arrested them as they got out of their car.
Hemie Dio yelled at a 3TV reporter who was there while he was being arrested; Wedeh Dio said nothing.

On two separate occasions, police say child neglect reports were filed against Dio and his wife. The Dios each face eight counts for a series of abuse and neglect incidents dating back to 2005. Not only do they face years in prison -- they could be deported back to Liberia.
An immigration case is immediately opened when a refugee gets arrested.

Ariz. judge tosses rape case against Liberian boy
PHOENIX — Sexual assault charges against a 9-year-old Liberian boy accused in the gang-rape of an 8-year-old girl were dismissed on Wednesday by a juvenile court judge in Phoenix.
The ruling issued by Maricopa County Superior Court Judge Dawn Bergin came after she spent weeks considering if the boy could be made to understand the charges against him. In the seven-page decision, she ruled that the boy could not and is incompetent to stand trial. The charges, sexual assault and sexual contact with a minor, can't be refiled.
Bergin noted in her ruling that because the offense was "serious" the boy is considered a dependent child under Arizona law and programs are available to rehabilitate him and protect the public. He was held in juvenile detention for a month after his arrest and then placed in a Child Protective Services' foster home, where he remains.
His name is being withheld because of his age.
A 14-year-old is charged as an adult in the case. A 13-year-old is undergoing a court-ordered process intended to make him competent to stand trial. Another 9-year-old has been ruled incompetent but is undergoing classes to teach him about the court system and become competent to stand trial.
The girl's 59-year-old father and 47-year-old mother each face eight child abuse counts for a series of abuse and neglect incidents dating back to 2005. Those charges were filed last month.
Two mental health professionals testified during hearings in September and November that the boy whose case was dismissed on Wednesday was incompetent and couldn't be made competent with the eight months required under Arizona law. Competency means he can consult with a lawyer, understand the lawyer's advice and the legal proceedings.
Prosecutors argued at the hearings that the boy had made substantial progress since being placed in foster care and could likely be restored to competency.

I have read all that is said and I have these things to say:
1) I am surprised that their supporters havent come on here and said something.
2) These "people" needed to be shot out of a rocket and into the sun. I don't care if it is their "culture" or "heritage". What they did was reprehensible. When culture/heritage turns your people into sociopaths, you should have the wherewithall to pull away and say "you know, this is a bad idea". As for the egg donor, I would punish her by riping out her uterus and filling it with glass. She should have maternal instinct but apparently she doesn't.

A Liberian teenager charged in the gang-rape of an 8-year-old girl was ordered by a judge Thursday to undergo therapy in the juvenile system.
Maricopa County Superior Court Judge Michael Kemp said the boy, now 15, would be released in less than three years. The teen had faced more than 25 years in prison if convicted as an adult.

A Maricopa County Juvenile Court judge Wednesday placed a 15-year-old refugee from Liberia on probation and sent him to a secure treatment center for his role in the July gang rape of an 8-year-old girl.
"I struggle to figure out how anything like this could have happened," said Judge Samuel Thumma, reflecting on an attack in which the girl was sexually assaulted by four boys close to her own age.
Thumma took the teen to task as the oldest in the incident.
"When someone looks up to you, that's something no money in the world can buy," he said. "But when you lead someone who looks up to you down the wrong path, that's a hard thing to live with."
Thumma deferred whether to require the teen to be labeled a sex offender until the court sees how he responds to treatment.
The teen will remain in treatment for at least a year. Unless a judge rules otherwise, he will remain on probation until he is 18.
In most cases, The Republic does not identify juvenile defendants unless they are charged as an adult. The teen originally was charged as an adult, but after examination by a psychologist, he was sent back to Juvenile Court. Then he pleaded guilty to kidnapping, sexual assault, sexual conduct with a minor and attempted sexual conduct with a minor.

The girl is in foster care. Her parents were charged with child abuse for unrelated incidents but were released from jail last month because the Superior Court was unable to provide interpreters for court appearances.
The youngest of the four boys was found incompetent to stand trial and charges against him were dismissed in December. The second-youngest has also been found incompetent and has a hearing today at which charges will likely be dropped.
The third will be back in court June 14. He has already gone through the maximum number of days allowed to try to educate him so that he can be tried in court.
The court is awaiting a final psychological evaluation to decide whether his case goes forward. .

oh, thanks, but i didn't invent it. it's used by exhausted, burned out psychiatry residents to describe our manipulative patients who learn what to say so they appear to be better in the treatment team interview.
it is VERY descriptive and apt, particularly for sociopathic patients.

A Maricopa County Juvenile Court judge on Monday threw out charges against the lone remaining defendant in the gang rape last July of an 8-year-old girl in west Phoenix.
Judge Bethany Hicks was forced to dismiss the case on a technicality.
The boy, 13, was undergoing "restoration," or schooling to prepare him to understand the court process. An expert deemed him competent to stand trial, but the process was not completed within the time limit set by state law.
Hicks dismissed the case over the objection of Deputy County Attorney Cindi Nannetti, who prosecuted the case. Nannetti said her office will appeal the ruling.
Hicks asked the boy's court-appointed legal guardian to prepare a report as to whether he should remain a ward of the court.

The 13-year-old remained in restoration. When he was last evaluated in March, he was determined to be incompetent but restorable. Court Commissioner Shellie Smith extended his restoration by 60 days and set a court date for June 14, knowing she already would have rotated off the juvenile bench and that Hicks would take over her calendar.
But on May 20, the boy's defense attorney, Robert Jarvis, asked for an emergency hearing before Smith to warn her that the clock was running out on the boy's restoration.
Jarvis pointed out that state law requires that the defendant be restored within 240 days. But the child is supposed to be evaluated and a report issued two weeks before that end date. Jarvis asked Smith to dismiss the charges because the two-week evaluation date had already passed, and the boy was two days away from the end of his restoration. Therefore, he wanted to base the judge's decision on the boy's last evaluation, which found him incompetent.
Nannetti objected, and Smith ordered that the boy be re-examined the next day. The hearing remained scheduled for June 14.
In the expert's final evaluation, the boy was found competent to stand trial, and Nannetti believed the case would go forward.
But Jarvis raised the issue again on Monday. Hicks pointed out that the clear language of the statute left her no choice but to dismiss the case.

But these Liberian immigrants have been lost in translation ever since, unable to go to trial or enter into a plea agreement because their tribal African language does not have words to describe the American justice system.
It is a requirement of due process that defendants understand the charges against them and be able to assist their attorneys with their defense
On Thursday, the couple stood before a Maricopa County Superior Court commissioner tasked with determining whether they are competent to stand trial, a matter that in court parlance is known as a Rule 11 hearing. Competency usually has to do with mental health or intellect, or, in the case of children, whether they are mature enough to comprehend.
These are adults. He is 61; she is 50. Still, the court proceedings are beyond their cultural frame of reference.
"Rule 11 is not for the purpose of educating people from other countries," said the prosecutor, Juli Warzynski. "Because of this, the state does not believe there is reason for the defendant not to stand trial for mental-health reasons."
Indeed, the parents are not mentally ill. But there is still the matter of assisting their attorneys.
"They really don't understand what's going on," said Gerald Gavin, who represents the father.
"There's no way she can help me in a trial," said Sheri Lauritano, who represents the mother.
The Arizona Republic is not publishing the parents' names so as not to identify their child.
They speak an obscure tribal language called Seaside Grebo and come from war-torn Liberia in western Africa. The court has to call an interpreter in Minnesota and put him on speakerphone. But his service does not come close to the level of professionalism provided by the court's Spanish-language interpreters, who understand the workings and terminology of the court.
He sometimes chats with the parents in open court so that no one has any idea of what is being translated.
The gaps in understanding are evident in the simplest questions:
When asked to state their names, both parents responded by saying, "I don't have any other name."
And the cultural divide is enormous. The interpreter cautioned the Rule 11 commissioner that Grebo doesn't even have words for some of the legal concepts.
"How do you translate something there's no word for?" Gavin asked.
During the parents' last court hearing, in December, the mother lashed out verbally at the judge who ordered her to see a psychologist for evaluation.
"What's wrong with me that I have to go to the doctor?" she asked. "I'm not sick."
Then she started clapping her hands and shouting, and her husband joined in shouting as well, reducing the courtroom to chaos.
On Thursday, they were given 45 more days to meet with the attorneys and the evaluators charged with "restoring" them to competency to see what they can do.

The case set off shock waves, not only in Phoenix but across the U.S., prompting a visit from a Liberian ambassador to meet with local law-enforcement and the Liberian community in Phoenix.
But the youths were all adjudicated by June 2010, with little consequence. The oldest was sent to a juvenile treatment facility and will remain on probation at least until he is 18. The others were found incompetent to stand trial.
The charges against the parents came down in November 2009 and are unrelated to the sexual assault, except that they came to light over the course of the rape investigation. They are each charged with seven counts of child abuse, going back to 2007.
The girl was placed in foster care, though her parents are now granted visits with her.

As far as I'm concerned, no one from a 3rd world country, who comes from a place of lawlessness, violence and no understanding of a 1st world should be allowed. I'm not saying all 3rd world countries, but you understand what I mean.
This reminds me of what happened in England not too long.
Immigrants from a war torn place in Africa were blocking off both ends of a street and would gang rape the women who were trapped.
This was something they did back home and thought it was acceptable. I can't remember what it's called, but people were outraged and rightly so.
Their attorneys used the defense that they should not be punished for their behavior since raping women was seen as perfectly normal back home.
Blah, blah, bullshit, bullshit, etc., They were punished but not very harshly.
If you can't function or even understand what the rules of the new society, stay home.
This poor kid was brutally raped and the parents disown her?
Plus, the little bastards weren't even punished? Great!! Let's let them back out so they can ruin someone else's life!
