A 31-year-old man was booked into the Utah County Jail on Thursday night after Lehi police said he sexually abused a young relative hundreds of times over a two-year period.

The arrest came after Lehi officers had investigated Clifford James Quinlan for sexual abuse and sodomy, which allegedly began in March 2005 and continued for two years, until March 2007. The child was 10 years old when the alleged abuse began, police said.

Investigators believe the alleged sexual abuse happened about one to two times per day during the two-year period.

Quinlan was arrested at Salt Lake City International Airport on Thursday night when he returned from Florida and was booked on suspicion of 190 counts of sodomy of a child and 290 counts of aggravated sexual abuse of a child, Lehi police said. http://www.sltrib.com/News/ci_12631520

A young relative? If he's not the father, how did he have access to this child to rape him one to two times a day for over two years???? Where the hell were the child's parents?

Lehi man gets 10 consecutive prison terms for child sex abuse


PROVO -- A 4th District Court judge on Friday characterized a man's behavior as particularly egregious, then sentenced him to 10 consecutive prison terms for sexually abusing a young boy.

Clifford Quinlan, 34, received one to 15 years in prison for each of his 10 second-degree felony sexual abuse of a child charges. Quinlan pleaded guilty to the charges in January as part of a deal with prosecutors. In return, prosecutors dropped an additional 17 first-degree felonies charges for sodomy on a child.

Prosecutor Ryan Peters said the actual amount of time Quinlan spends behind bars will depend on evaluations made by the board of pardons.

"The judge gave him the most time in prison she could possibly have given him," Peters added.

Defense attorney Brook Sessions said he and the prosecutors had agreed to recommend concurrent sentences as part of the plea bargain, but Laycock opted to disregard that recommendation.

Peters said that prosecutors also believe Quinlan previously abused a boy in Florida. Though those allegations never resulted in a conviction, at one point Utah County prosecutors flew in that accuser to testify against Quinlan. Peters also said that Judge Claudia Laycock expressed confidence in the alleged Florida victim's account. Peters added that Quinlan allegedly used the same M.O. in both instances, using the mothers to gain access to the young boys he abused.

Quinlan further compounded his case when he posted bail after his initial arrest, then fled from authorities.

Prosecutors have been in contact with Quinlan's Utah victim as the case has moved through the legal system. Peters described the boy as "an extremely strong young man" who was commended by the judge during Quinlan's sentencing.

"He's a great kid who's working on putting this behind him," Peters said.

Sessions -- who took over the case from acclaimed Utah County defense attorney Sheldon Carter after Carter was diagnosed with cancer -- said Quinlan will be housed in a special unit in the prison for sex offenders. Sessions also said Quinlan will undergo treatment during his time behind bars.

Must have been a step-father or mom's boyfriend since according to this article he used the mother's to access the children. I'm guessing mom worked and this douche stayed home to watch the kids. I wonder why the boy waited so long to bring it out though. 2 years is a long time. Someone I know was abused for years by her step-father and I know she never said anything because he threatened to kill her siblings and he was a violent person so she believed him. I wonder if there were other kids in the home.

First off what is with that 3 stooges haircut? Secondly just shoot him and be done with it. I don't think counselling is gonna help. I mean its WRONG to sexually abuse a child period. End of discussion. Why would you need therapy for something that is common sense? Just kill him. He's a predator and he proved it by molesting not one child but two. Worming his way into these women's lives just so he could abuse their children.
