Team Xbox has a firstlook (http://previews.teamxbox.com/xbox-360/1603/Crackdown/p1/) at the Crackdown (http://www.xbox.com/en-US/games/c/crackdown/) free updates as well as the updates you will have to pay for.

Gangs reset
Easier orb hunting, you can hear them from farther away once you have 50 percent of the hidden orbs and 80 percent of the agility orbs
Fire hydrants are easier to destroy
Stunt rings are easier to see, explosions are also visible from anywhere this is line of sight
Persisting charges and mines
Camera improvements with vehicles Free for All Pack (Free)
Keys to the City, a cheat mode allowing you to give yourself whatever skills and items you want. No achievements or scoreboards in this mode, but you can play with the physics to your heart's content
Impound cars at the Agency Garage for use whenever you need them Getting Busy Pack (Premium - 800 Microsoft Points)
3 new vehicles
Street racing
4 new weapons, including a minigun and a harpoon gun
Cloaking device
Max Agility Rooftop Races
Stockpile, an orb-hunting game
Checkpoint Chase: a two-player game that requires you to hunt for a point on the map that only pops up on the tracker
Rocket tagNow, I am a fan of the game, even if it did get a bit boring after extended play. Some of these free updates are great and will definitely give the game some legs and will even get me to fire it back up. I may wait to see what the word is on the Premium additions as that comes out to about 10 bucks. But what worries me is that it seems as if some of the achievements can only be had if you buy the Premium content. If that is the case, I will not be a happy camper. Especially since I thought that was not allowed.
