A local dog owner says a seven-year-old boy beat her 20-pound Shih Tzu. Cynthia Carrillo claims the child snuck into the yard of her North Las Vegas home and punched her dog, Wiggles. She questions why no one has been punished for his actions. According to police, the boy can't be charged because under state law, the age of intent is eight-years-old. But, there's a chance the boy's parents may be cited. The dog suffered a broken jaw, popped eye vessels and missing teeth, and his injuries kept him in Craig Road Animal Hospital for two nights. Hospital officials say the dog is on the road to recovery.

A 20-pound dog is allegedly beaten at the hands of a 7-year-old.
The owner of Wiggles the Shih Tzu, says the boy from the neighborhood snuck into her yard in North Las Vegas and treated her dog like a punching bag.
Now, she wants justice for what she says he's responsible for.
"I really want justice to be done and somebody to be punished," said owner Cynthia Carrillo.
Why hasn't anybody been punished for these upsetting allegations?
Police tell Action News the age of intent in Nevada is eight, and because this child is only 7-years-old, he can't be charged.
North Las Vegas Police did respond when this happened and say they're still digging into the case.
They tell us there's a possibility that this child's parents could be cited for what happened to the little dog.
"Somebody needs to be talked to, to find out what is going through this little kid's mind to want to do something like that," added Carrillo.
Several neighbors say they saw the boy walk into the yard and heard the dog screaming in pain.
"To know that he actually beat a dog that bad, it's shocking, because he's a little kid. He's as old as my daughter," said neighbor Becky Rivera.
The dog was reportedly knocked nearly unconscious and spent two nights at the Craig Road Animal Hospital.
He suffered from a partially broken jaw, a number of his teeth were knocked out and his eye vessels were popped out.
At first, the dog's owner, Cynthia Carrillo, was told there was a possibility her dog may not make it.
However, a veterinarian at the Craig Road Animal Hospital tells us the little dog is a fighter and is making quite the recovery.
The Shih Tzu is unable to eat solid food at this point.
There's a possiblity he may have to undergo an expensive surgery to fix his broken jaw.
