Phillip Albert Richmond, 35, of Huntington was charged with a felony count of child abuse by a parent or guardian on Thursday.

The arrest came after a 14-year-old reported she was hit on the legs several times with a leather dog leash. The teenager was taken to St. Mary's Medical Center for treatment.

Richmond was released from the Western Regional Jail on $50,000 bond Friday morning.

Hmm, she's 14, I want to know what did she do to get the strapping, sounds old school to me...
