The parents of a 4-year-old girl with cerebral palsy have been charged with felony child neglect after police reported they found the child living in a filthy Oklahoma City apartment overflowing with trash.
A police report indicates the apartment had roaches on kitchen countertops and a dead cat decomposing in a spare bedroom.
Thirty-three-year-old Patrick Aaron Newton and 35-year-old Billijene McBrayer were charged Thursday in Oklahoma County with felony child neglect.
Court records do not indicate if the pair has retained an attorney.
Newton told The Oklahoman Friday the girl is in Department of Human Services Custody, but declined to comment further.

A 4-year-old girl with cerebral palsy was living in an Oklahoma City apartment that was filthy with overflowing trash, roaches on kitchen countertops and a dead cat decomposing in a spare bedroom, police reported.
Patrick Aaron Newton, 33, and Billijene McBrayer, 35, were charged Thursday in Oklahoma County District Court with felony child neglect. They were identified in court papers as the girl’s parents.
Newton refused comment Friday. He ended a phone conversation after a woman in the background told him repeatedly to hang up. He said the girl is in state Department of Human Services custody.
A police officer went to the apartment in January after a DHS worker reported possible child neglect. The officer reported he found the girl asleep in her crib with very dry lips, long, dirty fingernails and a bald spot on her head. He reported the parents said she had cerebral palsy, suffers from seizures and has sight and hearing problems. The officer reported she also has a feeding tube.
The officer reported the girl’s room had an open trash can overflowing with dirty diapers as well as trash and clothing across the floor. He reported the kitchen had many dishes with old food, roaches crawling on the countertops, molded food in the refrigerator and trash throughout the room. He reported finding in a spare bedroom animal feces on the floor, a full litter box and a dead cat in a box.
McBrayer said in March she had slacked off in cleaning, a police investigator wrote. The investigator reported she said the dead cat was not hers and she didn’t know it was there.
Asked in March if the house had been safe for the girl, Newton replied, "Part of me says, ‘Yes,’ and part of me says, ‘No.’ I know the technical answer is no,” the investigator reported.
The investigator reported a urine odor at least 50 feet from the apartment and that the suspects "looked as if they had not bathed in some time.”
