Conivcted child molestor Kenneth Stark has been arrested again. This time for watching children in a Sioux Falls park. Stark is no stranger to South Dakota police.
Authorities have been keeping close tabs on him for over 20 years, because Stark has an extensive history of crimes against children in South Dakota, Iowa, Minnesota, Nebraska and Illinois.
He's been labeled as a child molester who suffers from exhibitionism, who bounces around from town to town and state to state, sometimes failing to register as a convicted sex offender.
In 1992, Stark was convicted of molesting a seven-year-old girl in Nebraska.
In 1998, Mitchell police caught him after neighbors reported him watching young children and became concerned.
"He was wearing gym trunks and inside his car were the rest of his clothes and that type of thing so it led us to believe there's something suspicious going on," Mitchell Police Captain Denny Kaemingk said at the time..
In Vermillion, Stark was caught window peeking and masturbating while watching children play and he was arrested for the same thing in Yankton and twice in Sioux City.
Just two years ago, Stark moved back to Yankton, which prompted police to send out an email with his picture to all schools and every city employee warning them to be on the lookout.
"I don't care if it's fair to him. It's fair to the community we live in. I'm not trying to ruin a man's life, but I'm not going to let some of our kids...I've got to answer to the public. I'm a grandparent and a father, and I want to know what's out there," Yankton Police Chief Duane Heeney said two years ago.
When Stark was arrested in Sioux Falls on Thursday, he was also picked up for his sixth DUI.
