WOONSOCKET — A handicapped woman who is permitted to possess medical marijuana was allegedly beaten by her supplier for being delinquent on her bill, according to a police report.
Vanessa A. Armstrong, 22, of 2225 Diamond Hill Road, allegedly forced a 22-year-old neighbor to sign a statement saying she would submit to another beating if she did not pay up by May, the police said. Armstrong was arrested Thursday night on one count of assaulting the woman in the Walnut Hill apartment complex.
Though she is capable of standing with great difficulty, the victim usually uses a wheelchair to get around, police said. When she showed up at Armstrong’s apartment shortly before 7 p.m. Thursday, the woman was having trouble maneuvering the wheelchair through the door so Armstrong helped her.
The woman wheeled herself over into the living room and managed to seat herself on a sofa. At that point, the victim told police, Armstrong ordered her to get on her feet. She complied, at which point Armstrong allegedly punched her in the arm with a closed fist as she rebuked her for failing to pay for marijuana. The force of the blow knocked the victim back onto the couch.
Police were later summoned to the apartment, where they found a note in Armstrong’s handwriting saying the victim agreed to submit to further abuse if she did not pay by the beginning of the month. The note was signed by the victim, police said.
