Sandra Cruz-Francisco is Hispanic, 22 inches tall, 10 pounds, with black hair and brown eyes. She was last seen wearing pink pants, a pink shirt and pink socks in the 300 block of North Michigan Avenue in Plant City.
Her mother told police the baby was kidnapped from the Plant City Health Department. The police report was filed about 8:20 p.m.
The child may be with a Hispanic woman about 30 years old possibly named Janet. The woman has black hair, blue eyes and was last seen wearing blue jeans, a long-sleeve black shirt and white shoes.
The two may be traveling in a small four-door, blue car possibly heading toward Miami.

The 2 month old is safe, police say.A woman claiming to be an immigration official convinced the mother of a 2-month-old girl that handing the child over would protect the family from being deported, the mother said today.
Rosa Sirilo-Francisco, 30, of Plant City, said she gave her baby to an immigration official named Janet and only later decided Janet wasn't who she claimed to be.
Authorities have since issued an Amber Alert for the baby, Sandra Cruz-Francisco.
Police say they would like to speak with 43-year-old Amaila Tabata Pereira, who also goes by the names Alalia Rivera, Amalia Segui and Almalia Maldonao.
Sandra is Hispanic, 22 inches tall and 10 pounds, with black hair and brown eyes. She was last seen wearing pink pants, a pink shirt and pink socks in the 300 block of North Michigan Avenue in Plant City.
Plant City police spokesman Cpt. Darrell Wilson said police don't know yet whether the child is in danger.
"But we're using all the available resources we have to make sure we recover the baby as quickly as possible," he said during a news conference this morning.
Sirilo-Francisco said that about 3 p.m. Monday she took her daughter to the Plant City Health Department office at 302 N. Michigan Ave. for a routine checkup.
She said that's when she was approached by Janet, a woman she didn't know. Janet claimed to be an immigration official and said immigration officers were waiting for Sirilo-Francisco and her husband at their home to deport them to Mexico. Janet claimed she wanted to help the couple, but she had to take the baby with her, Sirilo-Francisco said.
Janet and Sirilo-Francisco left in Janet's vehicle, and they rode to a nearby Kash 'n Karry, where they discussed how Janet would help the couple avoid deportation. Sirilo-Francisco, who said she was scared, believed Janet. During the conversation, Sirilo-Francisco also noticed there was a child's car seat in Janet's vehicle.
The two then rode to the farm where the child's father works as a laborer.
Janet told him what she had told Sirilo-Francisco.
Sirilo-Francisco and Janet then went back to the health department, where Sirilo-Francisco had left her own car. She handed over the child there, and Janet said she would give the girl back at 8 a.m. Thursday. Janet told them she was taking the child to Miami.
When Sirilo-Francisco came home and told a relative in Georgia what had happened, the relative told her that what happened isn't how United States government works.
Afraid that her baby had been abducted, Sirilo-Francisco told police what happened. Police told her Janet didn't work with the immigration department, Sirilo-Francisco said.
Sirilo-Francisco is still worried about getting deported, but she said she is more concerned about getting their baby back.
According to police, Janet may be Hispanic and is about 30 years old, thin and about 5 feet, 10 inches tall. She has shoulder-length black hair and blue eyes and was last seen wearing blue jeans, a long-sleeve black shirt and white tennis shoes.
Janet and the child may be traveling in a small, four-door, blue Chrysler, possibly heading toward Miami.
Deputies initially faced a language barrier with the child's mother, but that has since been resolved, he said.
Detectives are at the health center today, trying to gather details and recover video if possible.
"We can't confirm if Janet was a client of the health department, but we can confirm Janet was in the area of the health department yesterday," Wilson said today.
Health department spokesman Steve Huard said the department is concerned for the child's safety and that it is cooperating with police.
"We want to see a successful end," he said.
A law enforcement officer is standing outside Sirilo-Francisco's home this afternoon.
Police are asking anyone who may have encountered Janet to come forward.

PLANT CITY — Safely swaddled in a blanket, 2-month-old Sandra Cruz-Francisco was handed back to her parents by authorities.
She wore the same pink shirt she had on when she was abducted 27 hours earlier. The baby's mother and father cradled her in their arms and left the Plant City Police Department for home, declining to speak to the media.
With the child safe Tuesday night, investigators turned their focus to 43-year-old Amalia Tabata Pereira, the kidnapping suspect. With no apparent motive, it's not clear why the wife of a highly regarded Pittsburgh Pirates minor league outfielder would kidnap the child in the first place.
The bizarre story began Monday afternoon when a woman approached 30-year-old Rosa Sirilo-Francisco as she left the Plant City Health Center with Sandra after a routine baby checkup around 2:30 p.m.
The mother told authorities the woman, who called herself "Janet," posed as an immigration official and said that if Francisco didn't want her family deported, she should give the baby to her.
Six hours later, once she realized that "Janet" was a sham, Francisco contacted police and told them that her daughter had been kidnapped.
By midnight, after overcoming the language barrier between police and Francisco, Plant City officers sent out an Amber Alert for Sandra. The search was on.
Authorities fielded hundreds of tips before an anonymous caller alerted the Manatee County Sheriff's Office that a woman and a baby matching the description of Sandra were in Bradenton around 2 p.m. Tuesday.
By this point, Plant City officers had also pinpointed Pereira as a "person of interest," based on one of those tips. But explanations of how the baby was found differed Tuesday.
According to Manatee sheriff's spokesman Dave Bristow, the anonymous caller told authorities that Pereira would be found standing at the corner of 60th Avenue and 34th Street W with Sandra in her arms.
But Capt. Darrell Wilson, a Plant City spokesman, said Pereira walked into the Sheriff's Office and surrendered.
Bristow said paramedics came to the scene and examined the child before both were taken to Child Protection offices until two Plant City detectives arrived.
Both agencies said that one detective came to take the 10-pound baby girl home. And the other questioned Pereira, who was charged with interference with child custody, kidnapping, false imprisonment and impersonating a social service worker.
She was expected to spend the night in a Manatee County Jail and later be taken to Hillsborough County.
Pereira married 20-year-old Jose Tabata in January 2008, according to Hillsborough County records. A highly regarded outfielder for the Pirates, he is currently on the roster of the Pirates' Double-A affiliate, the Altoona (Pa.) Curve.
A native of Venezuela, Tabata was 16 when he was signed by the New York Yankees. A top prospect for the Yankees, he was traded to the Pirates in 2008.

Pirates president Frank Coonelly released a statement Tuesday night regarding the abduction. With no indication that Jose Tabata was involved in the matter, Coonelly said it would be inappropriate to comment further.
But said that "this is an extremely serious matter and we have given the matter our full attention."
Pereira's family moved from Chicago to Tampa two decades ago, said her brother, Edwin Rivera. The only daughter in a Puerto Rican family, she's served nearly three years in prison on an arson conviction before being released in 2003.
According to authorities, she also goes by the names Alalia Rivera, Amalia Segui and Almalia Maldonado.
At her parents' West Tampa home Tuesday afternoon, Pereira's mother was too distraught to talk to reporters, Rivera said. A church pastor, the mother learned the news from one of the deacons.
Pereira has been estranged from the family for a year, since the death of her father. "She's sort of sequestered herself," Rivera said.
He said that his sister has four children of her own, all teenagers and adults. He also didn't know of any psychological problems that his sister may have had. "I don't know what to say," he said.
It wasn't clear Tuesday night whether Immigration and Customs Enforcement would pursue the case of Sandra's parents, who are both believed to be undocumented residents.
Under privacy policies, ICE does not disclose a person's immigration status, officials said. But the agency said it has launched an investigation into Pereira's alleged impersonation of a federal agent.
Plant City Police Chief Bill McDaniel said that fear of law enforcement in migrant communities often stops them from asking for help. Police also bring a certain skepticism to the situation, he said.
"I'm not going to say that didn't occur," McDaniel said, "but the believability factor was extremely high. We were extremely fortunate, given the delay in reporting the incident."
Tips from the public helped the most, he said.
"She's going home," he said of Rosa Francisco, "and she's got her baby."

Ballplayer 'shocked' and 'hurt' by wife's kidnapping arrest
BRADENTON -- The baseball player husband of a woman accused of posing as an immigration official and kidnapping a baby Monday from a Plant City mother says he is "shocked." Jose Tabata stayed out of sight this morning at Pirate City in Bradenton and did not participate in team drills. He plays for the Altoona Curve, a AA affiliate of the Pittsburgh Pirates.
He issued a statement late Tuesday, after the St. Petersburg Times broke the news on tampabay.com that he was married to Amalia Tabata Pereira, accused of the kidnapping.
"I was shocked to be told today that my wife has been arrested for kidnapping," he said. "I am hurt, frustrated and confused by her actions. I have and will continue to cooperate with law enforcement officials in any way that I can. Until I have all of the facts, I cannot comment any further."
The 43-year-old woman is being transferred to the Hillsborough County jail after a judge set her bail at $775,000.
Meanwhile, a source with the Pittsburgh Pirates says her 20-year-old husband remained in a dorm today while his teammates took to the field. The team is giving him the next couple of days off. He didn't sleep last night.

BRADENTON, Fla. (AP) - Pittsburgh Pirates prospect Jose Tabata is not involved in any wrongdoing in a bizarre case in which his much-older wife is charged with abducting a 2-month-old baby girl from a Florida couple, police told the team.
Tabata, a 20-year-old outfielder who is one of the Pirates' top minor leaguers, said in a statement Wednesday that he is "hurt, frustrated, and confused" that his 43-year-old wife, Amalia Tabata Pereira, is accused of taking the girl from a woman at a health clinic in Plant City, east of Tampa, on Monday night.
Tabata's wife was turned over Wednesday to authorities in Hillsborough County after she was held Tuesday night in a Bradenton jail in lieu of $750,000 bond. She was arrested after handing over the girl to authorities in a Bradenton shopping center parking lot, less than 24 hours after the infant was taken.
Jose Tabata was questioned by Manatee County authorities on Tuesday night following his wife's arrest, but they later told the Pirates the outfielder is not involved in the case.
"Jose was as shocked as the rest of us upon hearing the news and has cooperated fully with law enforcement officials," Pirates president Frank Coonelly said Wednesday in a statement. "The Pirates organization will continue to do anything and everything we can to assist and support Jose during this difficult personal time."
Tabata, who spent part of spring training with the Pirates, did not take part in workouts at their minor league complex Wednesday and declined to talk to reporters.
"I was shocked to be told that my wife was arrested for kidnapping," Tabata said in a statement issued by the team. "I am hurt, frustrated and confused by her actions. I have and will continue to cooperate with law enforcement officials in any way that I can. Until I have all of the facts, I cannot comment any further."
The Pirates also said they could not further discuss the incident.
"Due to the nature of this ongoing investigation, we cannot discuss any specifics of the case, other than to say that, like Jose, we are extremely thankful the young child was safely returned to her family," Coonelly said. "Our hearts go out to her and her family for the pain they must have endured during the hours that she was missing."
The incident probably won't keep Tabata off the field for an extended period. He is expected to begin the season with Double-A Altoona of the Eastern League, where he was optioned last week after hitting .407 in 27 exhibition at-bats with the Pirates.
The infant, Sandra Cruz-Francisco, was taken from her mother, Rosa Sirilo-Francisco, about 3 p.m. Monday by a woman her family only knew as "Janet," according to police in Plant City, about 60 miles from Bradenton. The mother had taken her baby for a checkup at the Plant City Health Department, where she met Janet, who said she was an immigration official. The woman told Sirilo-Francisco there were officers at her home waiting to deport her and the child's father to Mexico.
The woman known as Janet offered to help, but said she had to take the baby. The two women drove with the infant to a farm where the child's father works and Janet told him the same story, and the mother later handed the child over.
Authorities in Manatee County said Pereira was detained after an anonymous tipster called police to report a woman in downtown Bradenton had information about the missing baby. The baby was handed over when police responded to that call.
Tabata was considered one of the New York Yankees' top prospects last year, only to walk out of a game involving their Double-A Trenton farm club early last season. Tabata apparently was frustrated by his slow start.
The incident partly led to the Yankees including Tabata in the July trade in which the Pirates dealt outfielder Xavier Nady and left-hander Damaso Marte to New York for Tabata and right-handers Ross Ohlendorf, Jeff Karstens and Daniel McCutchen.
After the trade, Tabata hit .348 in 22 games with Altoona - or 100 points higher than he hit in 79 games for Trenton - and had three homers and 13 RBIs in 89 at-bats. Tabata, a native of Venezuela, also impressed the Pirates this spring with his line-drive power, throwing arm and ability to learn quickly.
Upon making the trade, the Pirates apparently were unaware that Tabata was married to a woman more than twice his age who, according to the St. Petersburg Times, spent more than two years in a state prison about 10 years ago for an arson case. Family members told the newspaper that Pereira, a native of Puerto Rico, has four children of her own, all of them teenagers or older.
The woman apparently has used at least four names in the past, and the name given to police does not match the one - Mayita - in the Pirates' media guide.
Tabata and the woman were married in January 2008 in Hillsborough County.

The first time he saw the 2-month-old girl, Jose Tabata kissed, hugged and held her all night long.
For months, the minor league baseball player had looked forward to greeting the daughter his wife claimed to have delivered while he was in Venezuela.
But his was a fleeting joy.
Tabata learned within hours that the little girl he knew as Nicole wasn't his. Nor was she his wife's. Authorities said Amalia Tabata Pereira, 43, had stolen the baby from a young Mexican couple in Plant City while posing as an immigration official.
"I held the baby as if it was my daughter," Tabata, 20, told investigators. "Do you understand? I held her all night long as if she was mine."
Those details became public today in more than 100 pages of investigative materials released by the Hillsborough State Attorney's Office.
Pereira has remained in jail — bond set at $750,000 — since her March arrest. The Bradenton woman faces charges of interfering with custody, impersonating a public officer and kidnapping. If convicted, she could face life in prison.

Tabata noticed Pereira at Club Mirage in Tampa in August 2006 and asked her to dance. He was 18 at the time and had recently signed to play baseball with the New York Yankees. They kept in touch by phone and he later invited her to Venezuela to visit.
In November 2007, she gave birth to stillborn twins at a Tampa hospital two days after Tabata returned to Venezuela to play winter baseball, Plant City police reported. The Yankees arranged for Tabata to return to Tampa to be with Pereira.
Pereira announced that she was pregnant again in July 2008, police said. A month later, Tabata was traded to the Pittsburgh Pirates.
He accompanied her to doctor visits and noticed that she gained weight. When the couple traveled to Venezuela together, Tabata took Pereira to two doctor appointments.
She soon returned to the United States and told Tabata that she'd given birth to a little girl named Nicole this past Jan. 21, he told police.
Then this news: Pereira told Tabata she had received death threats against the baby from Venezuela.
He told his wife to hide the child with a nanny until he returned to the United States, police said. Pereira claimed to have followed his instructions.
When Tabata returned to Tampa, Pereira told him the danger wasn't over and that the baby would remain with the nanny while they spent time together alone.
He met the stolen baby on March 23.
Sirilo-Francisco told police about her encounter with a woman matching Pereira's description that same day.
