The parents of five South Carolina children have been charged after their 1-year-old boy starved to death in a Sumter home crawling with rats and roaches, authorities said Tuesday.

The toddler, who has not been named, was found unresponsive Monday at a home that Sumter County Coroner Harvin Bullock described as filthy and unsuitable for living.

The child was taken to a hospital, where he was pronounced dead, Sumter Police Chief Patty Patterson said.

A police report listed the toddler’s weight as 4 pounds.

The boy’s parents have been arrested and charged with homicide by child abuse and unlawful conduct. Kevin Dewayne Isaac, 25, and Marketta Sharnise McCray, 23, were in jail Tuesday awaiting a bond hearing, and it was not immediately clear if they had attorneys, police said.

If convicted on the homicide by child abuse charge, Isaac and McCray could face life in prison, and Patterson said more charges could be forthcoming.

The boy’s twin sister, whose weight was listed as 9 pounds, has been hospitalized for malnutrition, and three other children in the home have been placed in state custody.

Those children -- ages 4, 6, and 9 -- are being checked out by physicians, Patterson said.

4 pounds? I bet some of the rats were bigger.

Starving these babies is what really gets to me. How can anyone look at your child hungry and not give him food? In the western World no child needs to die of starvation - even in case of no funds you can have your child fed. Jeesuschrist, this makes me so so sad and angry.

RIP little man.

This article states the child weighed between 9-10 pounds...

The boy was brought to the hospital after EMS got a 9-1-1 that the child was unresponsive at a home on Carolina Avenue.

The child was pronounced dead shortly after he arrived.

The coroner determined the child died of starvation. He calls the death "senseless," and says it is being investigated as a homicide.

"You'd be shocked to say the least, I was shocked. It was extremely bad, extremely bad," said Sumter County Coroner Harvin Bullock.

Patterson says the child weighed between 9 and 10 pounds.

Patterson says the child was smaller than a normal child that age. She also says the conditions in the home were, in her words, "deplorable," and said it was "filthy." An incident report says there was a "foul odor" in the home, that there was trash throughout, dead rats, and and a dog kept in one room where there was dog feces as well.

I read the incident report , it said the twins were 18 months old and the boy was 4lbs and the girl was 9 lbs. She isnt doing very well and is in critical condition.

An 18-month-old Sumter boy died Monday afternoon of starvation, authorities said. Sumter County Coroner Harvin Bullock said the autopsy results released Tuesday indicated the child died of starvation. He ruled the death a homicide.

Patterson, speaking with reporters about 5:30 p.m., was obviously shaken as she described the filth of the house and how small and frail the little boy was when police officers arrived.

"In my 30 years of being in law enforcement, this is probably one of the most horrific incidences I have witnessed," she said. "The size of the child, an 18-month-old -- there are some newborns who are larger than that child was."

The boy had a twin sister. She is in Palmetto Health Richland in Columbia in serious to critical condition, Patterson said, adding that the little girl also appeared to be severely malnourished.

Three other children, ages 9, 6 and 4, did not have any obvious health problems, Patterson said, but medical personnel will evaluate them and provide whatever treatment they may need. These children were taken into emergency protective custody by the state Department of Social Services.

I can't imagine (nor do I really want to) a 4 pound boy at 18 months. He must have been unable to walk. I would think he was not functioning on a normal level, just left to lay somewhere. I feel nauseated, and to think that other, older children appeared to be ok.

I'm so disturbed I can't get my head straight on this one. How come was his sister twice his size (not that she was big either, nearly same size as my youngest at birth). And how come no-one knew - I mean, a 4 pound child does not happen overnight???? Relatives, neighbors, friends... anyone. Ugh, so very sad.

I am a twin, so there is a interest to me about how the 2 are treated differently. In some cases you have identical twins like I am and in other cases you have paternal twins , useally a boy and a girl. In this case the boy suffered more than the girl did. Was it a biological thing, meaning the one twin could digest what ever food they got better or did she just get fed first and got more food than the other one?? I would guess she got more food and a tiny bit more attention. Probly she just learned to cry harder.

But there was other people there and a 6 and 9 year old should have some kind of idea there was something wrong. Or I would assume so.

baby boys are generally weaker than baby girls, so preemie baby boys usually need more care than girls. Maybe that had something to do with him coping less well than his sister.

But there was other people there and a 6 and 9 year old should have some kind of idea there was something wrong. Or I would assume so.

Sadly, this probalby comes down to survival of the fitest. They were being fed, so didnt want to jeapordise that by saying anything. And from the sound of things, they had a shitty existence, so their baby brother starving before their eyes was maybe just one in a long list of horrors they witnessed.

I just cant get my head around this. An 18mth old baby weighing 4lbs. My nieces son was 4lb 3oz at 7weeks early. He is 8weeks now and 7lb 1oz.

They managed to raise the other 3 children past infancy, so they knew perfectly damn well that kids need food to live and that if you dont feed your kids, bad shit happens. They didnt bother to give these poor babies food, so they are totally guilty of murder. None of this 'neglect' or 'ignorance' shit like we see used as an excuse far too often. MURDER.

I would throw them in a rat infested sewer and let them fucking starve.

That is the worst death that I can honestly imagine. I hate these scum bags and I hope they die in prison by some brutal crule means.

The "home" all 5 children lived in. This site, as Tazz noted, indicates the child was 18 months. This makes me even more ill. My baby boy is 18 months and is considered low on his weight for his age. He is a very, very picky eater and weights 20.4 lbs. today.

The sign should read, "BEWARE CERTAIN DEATH LIVES HERE"...

I want to know how parents could allow their children to suffer so. An 18 month old at 4lbs...(other source now say 8lbs), would have stopped trying to crawl or move long before his death and would have never reached those wondrous moments of his first steps. I try to imagine seeing a baby of this age in that physical state. He must have been put to lay somewhere once he became too week to get around, and literally left him there to die. His cries and whimpers would have become common place, like that of a kitten who makes his own way about the home.

There is no cruelty worse than a slow, agonizing death of a child. It is a heinous, malicious and most unforgivable way to let one die. There is no just punishment other than to inflict the same anguish and pain this poor baby went through..and then, as death approaches them, they should be made to lay feet from food, but with no strength to reach it, die staring at it...smelling it.

To give you an idea, see below the picture of a starving baby in Africa. Now think of the child we read of. His grief, his torment which was worse, as he had no one comforting him...he was ALLOWED to starve and die....my heart is broken once again...I don't know how, as it has broken several times reading this case.
http://i38.tinypic.com/2i8eono.jpg

It's simply deplorable. This should never happen to our children....never. Swift, severe punishment to his tormentors. I pray his sister, Treasure who is barely clinging to life, recovers completely and that his siblings find a loving home out of the hell they were raised. This is simply a disgrace upon humanity.

Bless you Sincere Isaac, that you find comfort, love and peace now in the heavens....kisses wee one.

I just can't get my head around this...I can't fathom ANY of it. WHY? WHY wouldn't you feed the kids? 3 adults in the house (the parents and someone else) and no one thinks there's something wrong with this? Why feed the other kids but not the little ones? How the hell long since they'd been fed? Were their diapers ever changed; were they dressed or cared for at all? Maybe they didn't even need diapers? After a while, would the babies even cry anymore? I can't begin to imagine what those poor babies looked like. I feel sick...

And they called 911? Why? Like they didn't know what the problem was?

The mother is 23 with a 9 yr old kid? I wonder if the older kids were the father's from another relationship & he made sure they were cared for, but didn't want the twins for some reason?

I feel so sorry for those babies, and their siblings who had to watch...I don't understand what the hell is wrong with these people.

I don't know why the damn news people cant get there facts straight about this. This one says they were 17 months old and the boy weighed "8 pounds 14 ounces". Thats still not very much for a 1 1/2 year old.

They did say the girls name was "Treasure" . Who the fuck can starve a baby after naming it Treasure. Should have just named it " Trash" because thats all it was to them.

SUMTER, S.C. (AP) - Police say a 17-month-old boy likely starved to death over a period of months in a vermin-infested South Carolina home.

Sumter Police Chief Patty Patterson said Wednesday an autopsy showed Sincere Isaac died from a lack of nourishment, exhaustion and starvation.

The child weighed 8 pounds 14 ounces when he died Monday. The boy's twin sister, Treasure, has been hospitalized for malnutrition.

Patterson said doctors say the children were healthy at birth. Three siblings have been removed from the home and placed in state custody.

http://www.wistv.com/Global/story.asp?s=9947226
++++++++++++++++++++++++++++++++++++++++++++++++++

SUMTER, SC (WIS) - Bond has been set for the parents accused in the starving death of their 1-year-old son. Officials say bond was set for 25-year-old Kevin Isaac and 23-year-old Marketta McCray at $50,000 surety on the neglect charges.

"I don't want this," wailed McCray.

Paraded into court in a prison jump suit, McCray was overcome with emotion as the father of her children, Kevin Isaac, stood beside her.

Both are charged with child neglect and homicide by child abuse, and Wednesday the two faced a judge for a bond hearing on unlawful conduct of a child charges.

While an investigator went through a list of what police found in the home, Marketta began to break down.

"On March 3, 2009, it was determined Sincere died of exhaustion from the lack of nourishment and starvation," said an investigator as McCray moaned.

Then the investigator asked that McCray remain in jail until her trial.

"Oh Jesus, I need to see my kids! Can I just get out on bond? Oh Jesus!" wailed McCray.

The magistrate then informed McCray she'll have to remain in jail until a circuit court judge can set her bond in the homicide charge,

"Get off me, let me hug my momma please!" responded McCray.

The judge allowed Marketta's mother to comfort her, something not usually allowed for suspects in court.

Kevin Isaac, who at first showed little emotion, began to cry himself.

For now, the mother of five will remain in jail until a circuit court judge can set bond for their other charge of homicide by child abuse.

A circuit court judge could set bond in the homicide case as early as Thursday.

If convicted, the two could face 20 years in prison.

Still confused...what the hell are they crying about? Like they didn't know what was going on???? Crying cuz they're in trouble for starving one baby to death and very nearly killing another? What did they THINK was going to happen when they called 911? OOP, sorry, your kid died - carry on, then.

Im not understanding the exhaustion part of the death

Basically the body start shutting down parts it doesnt need and eating it, muscle mass, bones, organs.... till it runs out of stuff to eat or it eats to much of something it needs. eventually the strain is to much and the body just stops working.

I found the answer I was looking for about why the boy died first. Something I read some were else, said girls had more fat cells, so she had a bit more fat to live off of then he did. I am starting to think that the incident report was wrong and the twins were actually both close to 9lbs. The boy "8 pounds 14 ounces" and the girl was a bit over 9lbs. I believe they didnt feed one twin more than the other, the girl just started out with a tiny bit more than the boy did.

SUMTER, S.C. A 17-month-old boy who weighed less than 9 pounds when he died likely starved for months in a vermin-infested South Carolina home, police said Wednesday.

The boy's twin sister has been hospitalized for malnutrition, weighing about the same as her brother. The boy was found unresponsive Monday and later died at a hospital.

An autopsy showed Sincere Isaac died from a lack of nourishment, exhaustion and starvation. “Basically, the child was starved to death,” said Sumter Police Chief Patty Patterson.

Officers found some food in the house for the older children, but Patterson said there was very little for the twins to eat. She said they had likely gone without food for months.

Doctors have said both children were born healthy, and the parents told police that they thought the children were healthy, Patterson said.

Police had been called to the home, located among a row of mostly dilapidated homes near downtown, for reasons unrelated to the children in recent years. However, there was never anything that led authorities to believe the children were being mistreated.

The drama Queen was in court again today. She said and I quote " “I came to get my babies,” . LoL , Yeah right !!! . Judge said NO!!!, DSS has them till a April 2 hearing.

They said that the twins shared a dirty, filthy crib, The dog has its own dirty filthy, stinky room and the 3 other kids age 9, 6 and 4 shared a mattress in another room.

Three children taken into emergency protective custody on Monday after their 17-month-old sibling died from starvation and his twin sister was hospitalized are to remain in the care of the state Department of Social Services, Family Court Judge Jeffrey Young ruled Thursday afternoon during a probable cause custody hearing.

Marketta Sharnise McCray, 23, and her husband, Kevin DeWayne Isaac, 25, both of 132 Carolina Ave., were charged with homicide by child abuse or neglect and unlawful conduct toward a child on Tuesday after autopsy results showed Sincere Isaac, 17 months, died Monday afternoon from starvation. Officials said he weighed 8 pounds 14 ounces. His sister, Treasure, is in serious but stable condition at Palmetto Health Richland and weighs only 9 pounds.

Judge George Gibson gave McCray and Isaac a $50,000 surety bond on Wednesday for the unlawful conduct charge, but they remain at Sumter-Lee Regional Detention Center pending a hearing before a circuit court judge in General Sessions court for the other charge, which carries a sentence of 20 years to life in prison.

Young said DSS will investigate from now until a merits hearing is held on April 2, the possibility of NaShawn Dwyer, 9, Tanasia Isaac, 6, and Kevin Isaac Jr. 4, staying with McCray and Isaac’s relatives. Until then, the three children [--] even though hospitalized, Treasure is also included [--] will remain in foster care.

Young ordered both parents into a treatment program and they agreed to participate. Marilyn Matheus, DSS spokesperson in Columbia, said later that the program typically involves a series of parenting classes, drug screenings and possibly a mental health evaluation. She also said it was possible they could participate in the program while incarcerated.

“It’s very important you follow this treatment plan, otherwise your parental rights could be terminated,” Young told McCray and Isaac at the hearing.

Young asked the parents if they were under the influence of alcohol or drugs, and they replied they were not. He also asked them if foster care was in the children’s best interest, and they both said, “Yes, sir,” nodding their heads in agreement.

DSS Attorney for Sumter County Deborah Nielsen told Young the children should remain in foster care under DSS supervision until the next hearing and relayed that McCray and Isaac requested court appointed attorneys for the custody matter. Nielsen also said the couple requested an attorney for the criminal matters.

Although several members of McCray’s and Isaac’s families were present during the hearing, they did not speak and declined comment afterward.

“I came to get my babies,” McCray said, turning around to face her mother, Marva McCray, at the outset of the hearing.

Marketta McCray, her red hair now braided into a ponytail, was more composed during Thursday’s hearing than on Wednesday, when she sobbed loudly throughout the proceedings. Her emotions apparently became unbottled afterward as she was heard crying while being escorted out of the courtroom by Sumter County deputies, her shackled feet slowing her departure.

Sumter Police Chief Patty Patterson sat next to police investigators and local DSS officials but did not address the court.

The couple’s children were taken on Monday from a house police described as filthy with roaches, dead vermin, an overflowing trash can and clothing strewn about. One of the rooms in the home was apparently for the family’s dog, which lived on a chewed up mattress amid feces and a foul odor. The two youngest children apparently shared an unclean crib while the other children shared a mattress in one of the rooms.

SUMTER, SC (WIS) - A baby girl who officials say suffered from malnourishment is out of the hospital.

On March 2, officials went to the Sumter home of Marketta McCray and Kevin Isaac and found a baby boy inside, unresponsive.

He later died, and his twin sister was taken to the hospital.

The parents face neglect charges.

Officials say the 17-month-old weighed only nine pounds when she went into the hospital.

Police tell WIS News 10 the girl now weighs 12 pounds and is doing well. She now in state custody, along with her older siblings.

Thanks for the update Jaded, I am so pleased to hear the little girl is doing so well, bless her.

She has gained 3lbs in weight in just 2 weeks away from her fucked up 'parents'. I hope they weren't planning on claiming that she was fed regularly but was just a 'skinny kid' or a 'sicky kid' as their defense, as is so often seen on here!

Excuse me? 'COULD BE'? WTF! I would have thought terminating their 'parental rights' would be a fucking GIVEN! Those babies had a RIGHT to be fed, loved and cared for, but those tards didnt give a damn about that did they?!

And its not a RIGHT to be a parent, its a fucking PRIVELAGE!! One which these fuckers didnt appreciate, and sure as shit dont deserve anymore!

SUMTER, SC (WIS) - A judge has found a Sumter County couple guilty of homicide by child abuse.

Tuesday marks the one-year anniversary since Sumter police uncovered the case, one they call the worst cases of child abuse they've ever seen.

Kevin Isaac and Marketta McCray plead gulty to starving one of their twins to death.

McCray defended her parenting skills to the judge.

"I fed them," said McCray. "They're trying to make it sound like I didn't feed them. My kids ate, they ate and every time somebody was eating something, they wanted something. I mean, they wasn't lacking any meals. They wasn't missing any meals."

The babies father didn't offer a reason, just regret.

"First and foremost, I want to apologize for this tragic situation," said Isaac. "Me as a man, father, never thought I would experience sheer pain of losing my own son, losing my family and losing basically everything I stood for."

Detective Irene Culick worked the scene. She says five kids lived in the home, but for some reason, the twins were being starved. Both weighed under 10 pounds at 16 months of age. One twin was barely alive and the other was dead.

"You could see every rib in his stomach was sunken in all the way," said Culick "You could see his hip bone, there was no fat on his face, no fat on his behind. I've never seen a child like that."

Even the man paid to represent McCray couldn't explain it.

"I was hoping, your honor, she was on drugs, something to truly believe she loved the children," said the lawyer. "But the actions were just the opposite of love."

Isaac got 25 years while McCray got 29. Their four kids are in foster care.

Now a family who used to live together, will spend the next few decades apart.
