Twenty-seven-year-old Brandy Lynn Romero and 46-year-old Paul J. Romero, both of Evangeline Parish, are free on a $95,000 bond on charges of aggravated kidnapping.
Police say 51-year-old Donna Louise Greenwell, of Pitkin, also charged with kidnapping, is being held on a $100,000 bond in the Evangeline Parish Jail.
Eunice Police Chief Gary Fontenot said the couple agreed to swap the bird for the children, a 4-year-old girl and a 5-year-old boy.
Fontenot said the case remains under investigation.
Police say the case began with an anonymous tip from a woman who claimed the Romeros had two children with them and she was suspicious of their story.

What a twisted story! One of the comments on the linked article says that Greenwell is a convicted paedo, but it doesnt say that here:
The transaction for the 5-year-old boy and the 4-year-old girl was negotiated by phone after Greenwell spotted a flier posted at a livestock barn selling a cockatoo for $1,500 and called the Romeros on Feb. 18, Dupre said.
Although Paul Romero had three children from a previous marriage, Dupre said, he and Brandy had tried unsuccessfully for years to have a child together.
When they told that to Greenwell, she allegedly offered to hand over the boy and girl for money. When the Romeros said they couldn't meet the price, Dupre said, "Ms. Greenwell agreed to make an even trade: the bird for the kids."
Greenwell showed up with the children at the Romeros' home the next day and said she would also need $175 for an attorney to complete adoption paperwork, Dupre said. But she had no authority to put the children up for adoption.
Greenwell's relationship to the children was unclear. Dupre said the children's father, of Leesville, was being questioned and that authorities were looking for the mother, believed to be somewhere in Texas.

UNICE, LA. — A Louisiana woman is accused of trading two young children in her care for a pet cockatoo and $175 cash from a couple who had been trying for years to have their own child, authorities said Thursday.
Donna Greenwell, 53, a long-haul trucker with an arrest record from Pitkin, is charged with aggravated kidnapping, along with would-be adoptive parents Paul J. Romero, 46, and Brandy Lynn Romero, 27, of Evangeline Parish.
“The Romeros had good intentions from what we see,” said Keith Dupre, a detective with the Evangeline Parish Sheriff’s Office. “They really wanted to take care of the kids. The kids were well-dressed and seemed to be treated good by the Romero family.”
The transaction for the 5-year-old boy and the 4-year-old girl was negotiated by phone after Greenwell spotted a flier posted at a livestock barn selling a cockatoo for $1,500 and called the Romeros on Feb. 18, Dupre said.
Although Paul Romero had three children from a previous marriage, Dupre said, he and Brandy had tried unsuccessfully for years to have a child together.

Everything began to unravel last week when authorities received a phone tip that the Romeros and the children would be at a local fast food restaurant, where authorities approached them. The children are in state custody.
Greenwell’s relationship to the children was unclear. Dupre said the children’s father, of Leesville, was being questioned and that authorities were looking for the mother, believed to be somewhere in Texas.

Paul & Brandy Romero plead guilty.
Paul and Brandy Romero, of Eunice, pleaded guilty to two felony counts of sale of a minor child, Evangeline Parish District Attorney Trent Brignac's office said in a statement. Their five-year prison sentences were suspended in exchange for their testimony against the woman accused of handing over the children, Donna Greenwell of Glenmora, the statement said.
The Romeros traded their cockatoo and $175 for the children in February. Greenwell is not their mother, but the children were living with her. Prosecutors say she "instigated" the transfer when she responded to the Romeros' advertisement for sale of the bird.
Greenwell, who is free on bond, has pleaded not guilty to two felony counts of sale of minor children. Her trial is set for November.

There are "families" that routienly swap kids to obtain public assistance. This is a frequest scam with tweakers, especially with states that to not link up their county public assistance rolls.
As far as the Romero's... Though I wonder why they did not adopt through foster care, this might have just seemed like a dream come true. Hopefully their only mistake was being stupid.

CPS is involved in adoptions, that should say it all right there.
Unless you're totally fucked up, you have to jump through hoops to adopt, not that easy unless you're a nut case than CPS has no problem with the adoption. Never to return for follow up visits. If you're normal and fortunate enough to adopt CPS is there weekly
It's just how they roll.
I'm sure we're all uncomfortable about this whole swap situation, especially involving a convicted pedophile. This case is going to be interesting all that truck driving from state to state, I'd bet all kinds of swaps have been made.

Care to elaborate? Don't you have to show birth certificates to get welfare? I would think it would be difficult to swap kids but hey, junkies are usually resourceful fuckers....

The birth certificate is sometimes included when a kid is handed off to a friend or family member usually a letter stating they have some sort of informal care arrangement. If not welfare will usually help get the birth certificate. You only need to present the kid to social services once in a while, it's not like CPS/DHS.
Someone walks into social services with the kid and documents and says mom is in jail or rehab or shacked up. All long as no one with the same SS# is on the rolls in the county they get aid. How many works do you think bother to verify?
These people really know how to work the system. With some families figuring who belongs were is harder than winning a game of three card monte.
