Forty five year old Billy Schoonover, of Cross Lanes is accused of not only kidnapping a woman but also sexually assaulting her.
The victim says Schoonover held a knife to her throat and punched her, forcing her to have sex with him. She says he then cut her hand and cut off some of her hair and according to the criminal complaint he said he "wanted to keep it and braid it in a ponytail." He also kept her bra.
Allegedly the victim says she was picked up when she was walking down the 1200 Block on the west side of Charleston.
But it's here at the 5408 apartments on big tyler road in cross lanes where she says she was raped.
Eyewitness News spoke with Suellen Bottorf, the manager of the apartment complex, on the phone and she said she'd never had any trouble out of Schoonover before. As a matter of fact she said the only time she really interacted with him much was when he and his wife had signed the lease for the apartment.
Schoonover was arrested Tuesday after the victim identified him in a photo line-up. However, many questions still remain unanswered.
The police are still investigating the case and Schoonover is being held in South Central Regional Jail.
