A Farrell woman has been charged with endangering welfare of children for subjecting her three daughters to what an investigator called “systematic, bizarre physical and emotional abuse.”
Monica Y. Williams, 52, of 1326 Roemer Blvd., was arrested Wednesday on three counts of child endangerment. District Judge Ronald E. Antos, Farrell, arraigned her and released her after she posted bond. Her preliminary hearing was set for March 5.
An investigator for the Mercer County District Attorney said the alleged abuse occurred between August 2002 and May 2008. According to the investigator:
The girls, ages 16, 13, and 12, ran away from home May 15 to escape a threatened beating. A psychologist examined them and determined they had been abused.
The girls said they were made to hold buckets of water at arms’ lengths for extended periods of time, and to run up and down stairs until they were exhausted.
The 13-year-old said she was forced to drink liquids until she wet herself, and then was sent to school in her wet clothes. This punishment for wetting her bed was imposed in grades three, four and six.
The 12-year-old said she was forced to drink juice and powdered milk until she vomited, and then to drink the vomit as a punishment for drinking juice without permission.
The girls reported being hit repeatedly with a plastic ball bat and wooden implements for minor disciplinary infractions. The girls had told this to Mercer County Children and Youth Services a number of times, but recanted the stories each time.
Ms. Williams admitted hitting the girls with plastic bats, wooden cutting boards and a belt, and making them hold water buckets and run stairs. She denied the wetting and vomit stories, both of which were corroborated by the 16-year-old.
