Dallas police say the children's mothers were smoking marijuana in an apartment when neighbors called to complain.
Police say when 32-year-old Ebony Woods opened her apartment door, they found a strong odor of burnt marijuana and heavy smoke in the air. Police say 18-year-old Destiny Degrate and her one-year-old daughter were also inside the apartment.
The officers' report when they asked Woods if she was smoking marijuana inside the apartment, Woods cursed at them, saying, "Yeah it's my --- apartment. I can do what I want."
Police say Woods then called 911, cursing and demanding a supervisor.
"These mothers were callous about this. They thought it was their right to smoke marijuana, but definitely they were causing a danger to the children," said Dallas Police Sr. Cpl. Janice Crowther. "One of the arrested persons was holding a baby in her arms while smoking marijuana."
Records show Woods has 10 prior arrests on charges of cocaine possession, issuing bad checks, theft and forgery.
Police also found two small plastic bags of marijuana inside the apartment. "There was a bag of marijuana inside the diaper bag for one of the babies," Crowther said.
The two women are in the Dallas County Jail and face child endangerment charges.
Relatives of the children were able to bring them home from the hospital later Wednesday night.
CPS says it can't comment on the families' history because the three children are staying with relatives.
A source tells CBS 11, however, they're concerned about the welfare of Woods' children because they were previously placed with relatives and were not supposed to be with their mother.
