The grisly scene played out in the 6000 block of Imperial Dr. at 5 a.m.
"It was a very gruesome scene," sheriff's spokesman Roger Wade said. "A passerby said it was a grass fire, but when they got here the fire was actually on the body."
Wade said the woman is white or Hispanic.
Authorities are investigating the case as a homicide. They are working with the medical examiner to determine who the woman is and how she died.
Traffic along Imperial Drive was diverted in both directions for hours while crime-scene investigators combed for clues and knocked on doors.
"First thing about 7 (a.m.), I saw the policeman over there diverting traffic; they would not let people go through," said Doris Williams, who has lived in the neighborhood for 36 years. "So when I went to pick up my paper I asked what was going on, and the policeman said they'd found a dead body."
