A Staten Island family was rocked early yesterday, when two thugs speeding from the police plowed into a car and killed a livery-cab driver and his wife, law-enforcement sources said.
Mohamed Elnahan, 50, was off duty while driving his wife, Mervat Ibrahim, 52, and a friend visiting from Egypt at 12:34 a.m. when they were struck by a Mercedes-Benz driven by Theodore Ricks, 24.
Ricks - driving with a suspended license - had allegedly hit the gas after spotting a patrol car on Cebra Avenue. His passenger, William Knight, allegedly had marijuana on him.
Moments later, Ricks ran a red light at Victory Boulevard and collided with Elnahan's Lincoln, seriously injuring the visiting friend and killing the couple - who left behind twin 12-year-old sons.
Cops said Ricks and Knight, 25, bolted the scene on foot but were apprehended a short distance away.
Ricks was charged with leaving the scene of an accident, Knight with drug possession. The two men, both Staten Islanders, were also hospitalized.

Accident and arrest of suspects
A panicked driver who thought cops were on his tail ran a red light and killed a hardworking Staten Island couple, police said.
Mohamed Elnahal, 50, and wife, Mervat Saad Ibrahim, the parents of twins, were traveling with a family friend when a Mercedes blew through a red light and careened into them.
The driver and passenger of the Mercedes took off on foot after the collision, but cops later nabbed them nearby.
"They didn't even look at the car to see if the people were all right. They didn't think to call 911," said witness Gerrard Santiago, 43. "They just began running."
Theodore Ricks, 24, was charged with leaving the scene of an accident and passenger William Knight was charged with drug possession. More charges are pending.
Police sources said Ricks saw a police vehicle and hit the gas because he knew he had a suspended license and that Knight was carrying marijuana.
Cops said they were not chasing the Mercedes at the time of the crash.
Shocked neighbors said the immigrants from Egypt left behind twins. Elnahal had just started driving his own livery car three days earlier.http://www.nydailynews.com/ny_local/2009/02/14/2009-02-14_livery_cab_driver_passenger_killed_in_hi.html
Two slivers of wood are all they have to remember their parents.
Thirteen-year-old twin brothers Kareem and Omar Elnahal whittled off the pieces of wood from their parents' coffins yesterday during an impromptu ceremony at Kennedy Airport before the Staten Island couple's bodies were shipped to Egypt for burial.
The boys won't be able to attend their parents' funeral in Cairo. Instead, they'll move in with their aunt and uncle in Staten Island and continue to pursue their dreams.
Kareem wants to be a cop or a lawyer. Omar hopes to be a pharmacist or a firefighter.
Ricks, whose left arm was broken in the crash, told cops the victims "should have been wearing seat belts," prosecutors said. It was unclear why his license had been yanked 21 times.
Defense attorney Manuel Ortega said his clients are "distraught." Ortega said Ricks was celebrating his birthday with friends and passed Breathalyzer and field sobriety tests.http://www.nydailynews.com/ny_local/2009/02/15/2009-02-15_staten_island_twins_left_with_nothing_bu.html
