Debra Bowman; James Young
WESTMINSTER — A Westminster woman accused of stealing thousands of dollars worth of tools and equipment from a local man’s storage also faces charges of unlawful neglect of a child, Oconee County Sheriff’s Office documents show.
Debra Bowman was arrested last Friday on charges of burglary and grand larceny for stealing more than $1,000 but less than $5,000 of property.
Her charges accumulated, however, due to a conversation two days prior to the arrest, when her own mother, Diana Bowman, told officers at the Oconee County Law Enforcement Center that her daughter was 22 weeks pregnant and was an habitual crack cocaine user. She has been subsequently charged with unlawful neglect of a child or helpless person against her unborn child.
A similar case also resulted in the arrest of a Seneca man. James Young, a 47-year-old man was arrested Friday and charged with unlawful neglect of a child in connection with an investigation dating back to Oct. 21, 2008. The arrest warrant indicates that a 3-year-old child in Young’s custody had been found to be neglected and tested positive for exposure to crack cocaine.
