The New York State Police tell Action News that on Saturday members of the New York State Police, Rome City Police Department and the Oneida County Child Advocacy Center investigated the report of a criminal sexual act that occurred in the City of Rome earlier that date.
State Police say that they subsequently charged 21-year-old Michael S. Scarafile of Rome with criminal sexual act in the first degree and endangering the welfare of a child following an incident in which he was alleged to have had sexual contact with a four-year-old female while in the City of Rome. Scarafile was held at the City of Rome Police Department pending an arraignment in the City of Rome Court.
We are told that the four-year-old victim is currently receiving services thru the Child Advocacy Center.
