Officer Zach Jolly pulled over the Chevrolet Impala because it didn't have a light on its rear license plate, according to police.
The driver, John Wesley Aaron, couldn't provide proof of insurance.
Police said he gave Jolly permission to search his vehicle.
Jolly said he opened the trunk and found about 100 pounds of marijuana in large green bags.
Aaron was arrested and charged with felony possession of marijuana. His bond was set at $200,000.
Baytown police said Aaron admitted he was planning to take the marijuana out of state to sell it.
