Los Altos resident James Palmerson, 14, and Saratoga resident Roslyn Marshall, 13, were last seen around 9 a.m. Sunday, police Sgt. John Kurges said.
Palmerson, who lives with his grandparents, apparently took his grandfather's wallet and gray 2005 Honda Civic and went to pick up Marshall, who lives with her parents.
The two are believed to be romantically involved and apparently left town voluntarily, Kurges said.
"We don't think they knew each other more than several weeks," he said.
The teens had never been on a date and neither has a history of running away, but James' friends told police he had been packing things in a duffle bag and apparently planning for the past week or two to leave town, Kurges said.
Friends of the teens told investigators James planned on heading to Utah, Las Vegas or Colorado, and police said his cell phone was used in Utah Sunday night.
A credit card and check card that were inside the grandfather's wallet have been canceled, and police have not been able to track the cell phone since Sunday.
"After that they've gone dark on us," Kurges said.
Kurges said no one has been able to provide police with a reason for the teens to run away.
"We seem to be about two steps behind them," he said.
Palmerson is about 5 feet 9 inches tall, 150 pounds with black hair and green eyes. Marshall is about 5 feet 6 inches tall, 130 pounds with brown hair and brown eyes.
The Honda Civic Palmerson is believed to be driving has California license plate 5NLM445.
