The call came to the Grand Forks dispatch center Monday morning: A little boy was outside alone in 15-below weather.
Five minutes later, officer Wayne Schull found a frantic and freezing 2-year-old wearing only shorts, boots and a long-sleeve shirt on the deck of a mobile home. The toddler was pounding on the door trying to get back inside.
“He had tears frozen on his cheeks and snot frozen on his upper lip,” Schull said. “He was obviously in distress about not being able to get in."
Schull scooped up the boy, put him inside a heated squad car and wrapped him in a blanket. Paramedics took the boy to Altru Hospital, where he was checked over and deemed healthy.
It appears the boy let himself out and wasn’t able to get back in.
Authorities don’t know exactly how long the boy spent outside in a wind chill that felt like 38 below.
“It couldn’t have been too long,” Schull said. “The kid didn’t really have the beginning stages of frostbite.”
Inside the house, the officer said he made another unsettling discovery. The boy’s mother was passed out drunk on her bed, Schull said, oblivious to where her child was.
Jacki Vondal, 35, was charged with misdemeanor reckless endangerment and felony child abuse and neglect. She appeared in court via interactive television Monday afternoon.
“You know you run the risk of losing your children because of this?” asked Judge Lawrence Jahnke of the District Court.
“Yes, I know, I know,” she said. “I know.”
Jahnke set her bail at $3,500. A condition of her release is to abstain from drinking alcohol. Vondal told the judge she intends to take part in a treatment program.
Schull said Vondal’s son and her 5-month-old child, who also lives at the home on the 4800 block of Silvergate Drive, are in the custody of county social services.

Lucky the little boy was found quickly, poor little mite. Could have been another story if he'd been out there much longer.
A very lucky boy, no thanks to his mom!

I don't understand why whoever made the 911 call didn't take this child inside. Kind of odd.
His momma is as worthless as tits on a boar hog. It looks like she's already had tons of chances and just kept fucking up. They need to keep those kids away from her before we have to read about her DEAD child.

I also wonder who called. Some of these articles just say 911 was called but never who and why they didn't do something...kid was freak'n freezing. Lord, how sad. He must have gotten bored went out and couldn't get back in...dressed in shorts, boot and longsleeve shirt, ha, ha, sounds like my 5 yr. old. Never wants to wear his jacket and prefers shorts...loves those rain boots!
Poor little ones...I hope they don't end up back with this useless mother...imagine a crawling baby getting into every thing while she's passed out? yeah, a nightmare for sure.
Be happy little ones.

I don't understand these mothers. So because the weather gets cold to like negative degree weather, it makes it okay to get drunk and pass out while their children are outside? I don't think so. This is fucking retarded. People like this shouldn't be able to reproduce. She needs to stop drinking for one moment and realize how close she could have been to losing one of her children. And one other question, where are the fathers when all of this is happening?

Alcoholics don't think about the consequences of their actions. All they care about is getting their next drink, just like drug addicts only care about getting more drugs. I hope they don't send this child back to her.

I couldn't agree with you more DarkPrincess...it is really ridiculous to think that the state would think that these mothers are capable of taking care of their children after an incodent like this...it's sad

The first word that popped into my head when I saw her pic was HEIFER. She needs to have her uterus sewn shut.

It's been 20-30 below zero here for a couple days. Even my little dog has sled dog boots, insulated jacket & hat to go out & do his business. You can freeze in a couple minutes, especially if it's blowing. I'm layered up inside. What the hell is this little guy doing in shorts in this weather - even inside? Cruel, cruel, cruel - the bitch needs to wait outside in shorts for her next court appearance.
Hope he's somewhere bundled up in warm footie jammies drinking cocoa.

“You know you run the risk of losing your children because of this?” asked Judge Lawrence Jahnke of the District Court.
Judge Jahnke, you suck. First off, let's state the obvious, shall we? And further, this is the best you got for her? It would've been more effective to borrow Taz's language. Here, like this: "Hey, you alcohol burping, gutter slut, CockHole, you think you deserve to keep your children, you pathetic four-eyed heifer?" (I'm a four-eyes, too, so no offense to the visually impaired.)

I have a friend whose father is a judge. While he's admitted to us he would like to use some of the above dialogue, it would most likely result in him being censured. Alas, they have to be professional instead of telling them how they really feel.

Oh, I know--the actual verbiage I used was mainly selected to make me feel better. But to merely ask her a question like that? Weak.

I don't understand why whoever made the 911 call didn't take this child inside. Kind of odd.If the caller would have taken the tot inside to get warm, there would have been no proof that he was left outside freezing once the cops got there. I would have taken the tot inside after pictures were taken as proof. This could be why they left him out in the cold.

it could also have been someone driving past who saw it but wasn't able to stop or turn around - could be that because it was so cold, the roads were iced and they knew they'd have to go down five or ten miles to get to a turnaround, and the cops beat them to the house.
poor kid. he deserves a lot better, and i hope he gets it.

That was my first thought too , I'd have lifted the wee man into my own house . Curious why they didn't ... I think some people just don't wanna get involved .

I'm with Tazzzz, the coke gutter slut thing, yeah that's this bitch!!! I'm also very afraid she'll get these children back. I'm still trying to figure out how the boy got out, well it depends on the type of door hinge or sliding door. He's 2, he put on boots, reached up or did he get a chair, opened a door-got down, said hey "I got my boots on and they're made for walkin!" and he went out and the door slammed shut and that's it....or could he reach the door handle with no problem..."boots for walkin...(out he went), woah, wait, it really is -38..... wait, I can't reach the door handle? I'm stuck.." Or was it a sliding patio door and he just slid it open-went out-slid it shut, "Wait, it's too cold...brrr.ffffrrriooo"!
I have a 2 year old and he's strong, but sliding takes too long-he would know it was too cold and not go out. He can't fully reach the catches to activate the main door..maybe this boy didn't let himself out at all.!!!! Purely speculation.
I'm not saying it couldn't of happened any of those ways, I just believe it as much as much as I believe that 18 month old toddler opened a running dishwasher and crawled in and shut the door and scalded himself to death....yes that was deemed an accident.

When my daughter was around two we lived across the street from my younger sister.
I came home one evening, locked the glass door and the front door (my ex says living with me is like living in Alcatraz. I'm a lock freak) and headed to the bedroom so I could get the dogs and put them out. Seriously, 30 seconds max....
I walked back in to see the front door standing wide open and my little heathen toddling across the yard toward the road. She's short, it's dark and the road is BUSY!
The Princess decided she was going over to visit her aunt. I have to admit I popped her little butt hard. She scared me to death. Next day the locksmith came and put new deadbolts up very high.
Kids are very sneaky little creatures.

Hey but at least you weren't passed out drunk and noticed when your toddler let herself out!

I can surely see that and of course it depends on your doors (ours are very heavy), but in negative degree weather??? and being shut out? I wonder if his boots were on the right feet or not??? I give any parent the benefit of the doubt. This woman doesn't seem like a parent, I say guilty, prove to us your innocent!!!!

I wasn't posting as an attempt to defend his so-called mother. Personlly I don't see anything wrong with locking her outside in freezing weather, at night and after being soaked with fire hose.
My post was more an attempt to say kids do stuff and as parents it's our job to cut them off at the pass and do what is within our power to keep it from happening again.

A Grand Forks mother whose 2-year-old was found outside without a coat in 15-below weather must serve 2˝ months in custody.
Jackie Vondal, 35, intends to spend at least part of that time undergoing chemical-dependency treatment in Belcourt, N.D., said her attorney, Public Defender Daniel Borgen.
[...]
Vondal earlier pleaded not guilty to child neglect, but changed her plea to guilty, striking a deal with the prosecution. The judge said she was accepting the plea agreement “somewhat reluctantly.”
“What concerned me a bit was your trying to minimize what happened here,” the judge said. “The offense itself did have significant potential for harm to your child.”
If Vondal completes the treatment program before fulfilling her sentence, she would serve the balance in jail, on work release or on electronic home monitoring.
Vondal told the judge she is taking parenting classes through Northeast Human Services.
She received credit for almost a month served in jail. Once released, Vondal must serve two years of supervised probation.

I just got a chance to read this. I was disgusted most with the mom being drunk.
I remember when KT was like 3-4 years old she would get out and wander at the ass crack of dawn. I mean like 5am, she was brought home by a neighbor who was on his way to work... and we had locks on the front door, the screen door, and the screened in porch door. Talk about scary.

Sooooooo.....after saying that she was going into treatment (fucking MONTHS ago BITCH!)....she was STILL reluctant to actually take a plea agreement part of which allows her to spend her "jail" time in a treatment center? AND she is already minimizing what happened and her blame for it...and minimizing the fact that her child could be dead right fucking now because of her.
Yeah....we WILL be seeing her again here
