An Alaska couple face child neglect charges after authorities say their two teenage daughters lived in the basement of a filthy, mold-filled house without heat or power while the couple stayed in a camper in the driveway.

Timothy Hogan and Patricia Haugstad-Hogan of Anchorage are charged with misdemeanor counts of child neglect and contributing to the delinquency of a minor. The two were arrested in March and are out on bail.

Charging documents say the parents were living in a camper in the driveway of their East Anchorage home when the girls ran away Christmas Eve and reported their living conditions. The documents also say the girls had never been to school and told police they felt trapped.

Reached outside the home Wednesday, Haugstad-Hogan said she wasn't at liberty to comment on the case.
 
House was to gross for Mommy and Daddy so they lived in the camper?? Losers. Glad the girls finally told someone so they can get help. They need a clean, warm place to live and I hope they can get their lives back on track.
 
They spent Christmas Eve running away to the police station instead of in a warm home by the tree. That's just sad. The whole thing is sad. How do these people sleep at night?
 
It was sadly...probably the thought that hey its Christmas Eve and we totally aren't living like other families do at holiday time that pushed them to seek help. I'm so happy they sought help and truly hope they are within a loving family and not in a group or foster home that is neglectful.

It's unclear if the girls were forced to stay in the basement under lock and key. Anchorage police are not releasing further information apart from the details in the court papers. Prosecutors did not immediately respond to requests for comment.

Christy Lawton, director of the state Office of Children's Services, said in an email that the two girls did not return to the family's home after they showed up Dec. 24 at Covenant House, which provides services to homeless teens. Lawton said her office worked with police and Covenant House officials during the investigation. Her agency assumed emergency custody of the girls in early January, according to Lawton.

Reached outside the home Wednesday, Haugstad-Hogan said she wasn't at liberty to comment on the case. The couple's attorney, Jon Buchholdt, also declined to discuss it.

In the criminal complaint, Anchorage police Detective Will Cameron wrote that the sisters lived in the basement for about five years and told him they "have no opportunity to meet friends, socialize or contact outside family members within the Anchorage area." The girls said they had not had heat or power since May 2015, according to the detective.

The court documents said police searched the house in late January and found it "in complete filth." Cameron wrote the house was filled with garbage to the point of almost covering it from floor to ceiling. Yellow mold was found along the kitchen ceiling, and black mold was found in each room.

The couple is scheduled to appear in court May 16.

A little bit of new info here, the condition of the house and the ages of the girls at the time they ran away, 16-17, tho recently turned 18.

They sound like class-A hoarders. Probably filled the house to the brim and when they could no longer stand it, they got cozy in the camper and left their kids to wallow thru the freezing, shit-filled mess. (Speaking of shit, I'm really quite surprised the article didn't mention any excrement smeared on the walls. That seems to be par for the course in these stories.)

Gosh, no school... ever. Ever. How can you make up for 12+ years of essential basic education and socialisation? Kept away from society, friends, family, and weren't even given the basics of a humane living environment. So sad. :( I hope someone can get them the counseling they'll need to overcome this treatment and the negative impact it has caused.

Aside from no smeared feces, there is also no mention of sex abuse, which often accompanies this type of story. Thank goodness for small mercies... maybe.

Apparently it is one of the worst kinds of mold. Had never heard of it until this thread. Having had to gut a flooded house, I really thought that I knew all about mold. Nope.

I'd feel better about this story if the parents had lived in the basement and had the daughters live in the camper.

I'm glad I wasn't the only one clueless about it. I knew black mold was really dangerous, but yellow was a new one for me. Thanks for the info!

Home schooled lol... By who... These bastard parents neglected their kids and left them in a nasty ass house to basically die. I highly doubt they have or ever have gave a damn about their kids education. I doubt they were homeschooled...

These pieces of shit need the same treatment they gave their kids.

An Anchorage couple who held their two teenage daughters out of school and kept them in the basement of a squalid house for years will serve about two months in confinement after pleading no contest to neglect and contributing to the delinquency of minor earlier this month.

Patricia Haugstad-Hogan, 56, and Timothy Hogan, 49, will also serve five years' informal probation, meaning no probation officer will be assigned to the case, as part of the sentencing agreement. The couple also agreed to abide by any orders from the state Office of Children's Services as far as contact with their children.

State prosecutors said there wasn't enough evidence in the case to press felony charges against Haugstad-Hogan nor Hogan, as far as signs of severe malnourishment or physical injury. City prosecutors pressed misdemeanor neglect charges instead, which prohibit an adult from allowing a child to live in an unsanitary environment and placing the child in circumstances that posed a "substantial" risk of injury. The insufficient schooling led to charges of contributing to a delinquency of a minor.

Haugstad-Hogan and Hogan each pleaded no contest to a count of each charge, and prosecutors dropped the other two counts. The couple has been ordered to report July 26 to an Anchorage halfway house to start serving the sentence.

Neither Haugstad-Hogan nor Hogan had prior criminal history. An attorney for the couple, Jon Buchholdt, called the sentence a "fair resolution" during the court hearing.
