WASHINGTON (ABC7) — On Monday morning, DC Police say a man wanted on animal cruelty charges barricaded himself inside his Northwest Washington D.C. home, leading to a police standoff. Officers were able to negotiate with the suspect and by 11:30 a.m., police reported that he had surrendered and been taken into custody.

According to the Humane Rescue Alliance, the investigation started in August of 2019. Officers say a tip from a concerned citizen led them to a home on Iowa Avenue Northwest, where the HRA obtained a search warrant to enter the home. Inside, they say they found unsafe and unsanitary conditions.

"Overall the house was not in good condition. Disheveled. And a pretty strong smell of cat urine and Feces," said HRA Director of Field Services Dan D'Eramo. "There were a number of cats inside, all of which were dealing with varying levels of upper respiratory infections, issues with their eyes, and underweight -- which are indicative of young cats being in an unsanitary house."

D'Eramo said one of the cats was so sick, it had to be euthanized to end its suffering. The other five were in dire need of medical care.

After Monday's arrest and barricade situation, ABC7 wanted to know how the animals are doing today.

"All five have been placed in homes," said D'Eramo, confirming that all five of the cats that were saved have now been adopted into loving new homes.

Back in August, one kitten’s upper respiratory infection was so severe that it caused an ulcer in one of his eyes to develop and rupture. That left the kitten, who rescuers named Marvin, in incredible discomfort. To ensure his comfort and happiness in the long run, HRA’s medical team was forced to remove the eye.

"Marvin was one of the cats in the worst condition," said D'Eramo.

Six months later, he says Martin is happy and healthy in his new home.

"Perfect, happy ending to his story," said D'Eramo. "It's kind of why we do what we do."

Since rescuing the animals in August, the Humane Rescue Alliance has spent the last six months piecing together its investigation. HRA officers then partnered with DC Police on Monday morning to take the suspect into custody.

HRA identified the suspect in the case as Doyle Betters of Washington, D.C. Betters was arrested on Monday and charged with cruelty to animals for failing to provide proper veterinary care resulting in serious bodily injury.
