So people couldn't criticise failure in their work that lead to the death of a baby, the lack of discipline action taken against the employees involved in Poppi's case or so the public wont look into their protocols and procedures that let children slip through the cracks and be painfully neglected and abused.

The baby P situation is similar - it WAS covered up then blame was laid at social workers feet, as much as the social services is in dire shape, the fact little Peter has much hospital contact and police contact was hushed up. He was seen many times over his life by a medical professionals , some did nothing, some who contacted police several times about his injuries but only once did the police act and the agencies concerned did not communicate within each others ranks to come together and put the pieces of the jigsaw together.

Great Ormond Street childrens hospital is very famous for it's good deeds and a heavy invested in establishment - They saw him and did nothing, the hospital close to Peter at north Midd x too -the fact their own Doctor lied and said she saw baby Peter swinging his legs and all he had was a cold, when in reality he was already paralysed and covered in gaping wounds - he had NO fingernails on some hands.. This speaks volumes.

Even down to the very right media in the UK, they pumped out the blame - rightly on some, but neglected to mention certain facts and involvements - which lead to a witch hunt when the higher up in the circle remained in the shadows and came out unscathed.

I have been in the system as a child , I had to work with them in my job and I even have had the system come after me before, I have dealt with social workers and their bosses many times and the system is broken.

When an innocent child like Poppi , Peter, Victoria Climbie etc die, the first thought is not for these beautiful murdered children, but who to blame and who to hide , inquires happen but nothing changes.

Ultimately we all know the true blame lies at the hands of killers, but the failure of services who had much opportunity to act and the high ranking seniors who put the blame on the workers when a lot is their policy and cuts to the service, the targets and under staffed situations, the lack of communication between top agencies etc...they get away with murder. Literally.
 
A second inquest is to be held into the events surrounding the death of a 13-month-old baby from Cumbria.

The first inquest was conducted by Ian Smith, who said he was "satisfied" that the findings of a private family court hearing, which have still to be published, were sufficient.

But lawyers representing several media organisations, including the BBC, argued the first inquest was insufficient and unlawful.

A Cumbria Police investigation into Poppi's death led to the arrested of her 47-year-old father Paul and a 31-year-old woman. In March they were told they would not face criminal action.

The force's inquiry is being probed by the Independent Police Complaints Commission (IPCC) and an officer remains suspended.

Cumbria's Local Safeguarding Children Board is also undertaking a serious case review.

Lord Justice Burnett and Mr Justice Holroyde ruled the initial inquest was "irregular" and must be quashed and a new one held.

The judges said this would not be until at least November, when the medical evidence review is expected to be completed.

A 13-month-old girl was sexually assaulted by her father shortly before her sudden death, a judge has found.

Poppi Worthington was found with serious injuries at her home in Barrow in December 2012.

Her father, Paul Worthington, 47, was arrested on suspicion of sexual assault but not charged with any offence.

He always denied any wrongdoing and issued a statement saying he did not accept the latest findings and had never hurt his daughter.

Fresh evidence would be required to launch a new criminal investigation.

High Court family judge Mr Justice Peter Jackson, sitting at Liverpool Crown Court, ruled that - on the balance of probabilities - Mr Worthington "perpetrated a penetrative ... assault on Poppi".

The death of the toddler had been shrouded in secrecy, with a 2014 fact-finding civil court judgement being kept private so as not to prejudice any criminal proceedings.

Last month, three medical experts gave evidence in open court stating they disagreed with the findings of Home Office pathologist Dr Alison Armour, who believed Poppi was the victim of "a penetrative sexual assault".

In his judgement, Mr Justice Jackson said he could not accept Mr Worthington's evidence relating to the collapse of Poppi at the family home and was "not impressed" with his account of the events leading up to her death.

On 12 December 2012, Poppi awoke screaming at around 05:45 GMT, according to her father, and an ambulance was called.

On admission to hospital and at post-mortem the youngster was found to have an earlier fracture of her right lower leg and other suspected acute injuries.

A police officer involved in the initial investigation into the death of Poppi Worthington has been demoted.

Cumbria Police has now concluded performance proceedings into the competence of an officer involved in the initial investigation.

The BBC understands Det Insp Amanda Sadler admitted gross incompetence and was demoted to the rank of sergeant.

Following Poppi's death a family judge ruled that, on the balance of probabilities, she had been sexually assaulted by her father, Paul Worthington.

He was questioned on suspicion of sexual assault but never charged with any offence. He denies any wrongdoing.

Cumbria Police said performance proceedings were held in front of a panel, which was chaired by an independent senior officer from outside the force.

The officer admitted their actions in relation to the initial investigation into the death of Poppi amounted to gross incompetence.

The panel determined an immediate reduction in rank and the force will now consider the role the officer will undertake.

Lawyers for Paul Worthington, 49, had argued he should be excused attendance at the hearing in Kendal, Cumbria, because he had received death threats and his human rights would be protected by appearing in court via videolink.

However, Worthington, who has always strenuously denied any wrongdoing to his daughter Poppi, is among a list of witnesses called to appear before HM Coroner for Cumbria, David Roberts, from Monday.

The hearing at the town's County Hall is the second inquest into the death of the Barrow-in-Furness youngster - ordered by the High Court after the first in 2014 for 'a child aged 13 months' lasted just seven minutes and called no evidence.

Poppi died in December 2012 after she collapsed suddenly at home.

In January 2016, family court judge Mr Justice Peter Jackson ruled that on the balance of probabilities, Worthington assaulted his daughter before her collapse.

But the Crown Prosecution Service later said there was 'insufficient evidence' to charge the supermarket worker.

In his fact-finding judgment, Mr Justice Jackson said Cumbria Police had conducted no 'real' investigation for nine months, as senior detectives thought a pathologist who examined Poppi's body 'may have jumped to conclusions' that the youngster had been abused.

In March, an Independent Police Complaints Commission (IPCC) report concluded that senior detectives probing Poppi's death were 'unstructured and disorganised', and highlighted the delay into a criminal investigation taking place 'despite there being significant suspicious circumstances from the outset'.

A coroner is due to deliver his conclusion into the 2012 death of toddler Poppi Worthington.

Mr Roberts is expected to take at least three hours to deliver his finding at County Hall in Kendal from noon.

Toddler Poppi Worthington was sexually assaulted by her father before she died, a coroner has ruled, finding her death was caused by asphyxia.

Coroner David Roberts said Paul Worthington assaulted his daughter in his bed, laid a cover over her and went to sleep.

He said she died because her ability to breathe was compromised as a result of "an unsafe sleeping environment."

Mr Roberts said her father's account of events did not "stand up to scrutiny".

Having heard contradictory evidence from expert medical witnesses, Mr Roberts said he believed Mr Worthington sexually assaulted Poppi, probably with a finger, and the assault stopped when the youngster cried out in pain.

He said a conclusion of unlawful killing was not available to him as he was not satisfied beyond reasonable doubt that Poppi died from an act of murder or manslaughter.

He said: "Although I have found, on the balance of probabilities, that Poppi was anally penetrated prior to her death, I have also found that she did not die in the course of or immediately following the penetration and the penetration did not cause her death."

Mr Roberts added Poppi was suffering from an upper respiratory tract infection which, along with being placed in her father's bed, compromised her ability to breathe.

A "short-form accidental death" verdict was also considered but ruled out as inappropriate as he did not conclude the death had resulted from an "unintended act or omission or is the unintended consequence of a deliberate act or omission".

Lawyers acting for Mr Worthington, 50, said he was "considering his options".

The inquest was told an investigation by Cumbria Police was so botched vital evidence was lost and Jerry Graham, Chief Constable of the force, apologised for "deficiencies" in its handling of the case.

He said: "It is clear the initial investigation into Poppi's death launched in 2012 has done little to assist the coroner in coming to a conclusion on how Poppi died. I greatly regret this."

A former neighbour of Poppi Worthington's father has reportedly been arrested over a missing laptop by police investigating her death.

The man, named in several newspapers as Wayne Roebuck, 39, was held on suspicion of assisting an offender and possessing MDMA with intent to supply.

He has been questioned and released while investigations continue.

The inquest [in January] was told Mr Worthington had spent time the night before she died looking at pornography on a laptop which had not been traced.

A coroner ruled 13-month-old Poppi suffocated in her bed after being sexually abused.

The ruling stated she was anally penetrated in her father’s double bed at the family home in Barrow-in-Furness on December 12, 2012.

Paul Worthington's lawyers claimed David Roberts, Senior Coroner for Cumbria, had "overstepped the mark".

But Mrs Justice Farbey, sitting at the High Court in Manchester, ruled the coroner's approach "cannot be faulted" and in a 17-page legal judgement, ordered Mr Worthington – who is on Legal Aid – to pay court costs.

Mr Worthington’s barrister Leslie Thomas QC had argued: “It is perfectly clear this was an asphyxia death… Anal penetration is irrelevant to how she died.”
