A DISABILITY worker has admitted a 13-year history of sexual abuse against some of the state’s most vulnerable people in a case that has shocked authorities.

Almost of all of Craig Gilbert Handasyde’s victims were unable to communicate, meaning they could never report the abuse.

One of his eight male victims was deaf, blind and mentally impaired.

The men, aged between 25 and 50, were abused between 1998 and 2011 while living in Department of Human Services disability supported accommodation.

Instead he walked around their homes naked, climbed into bed with them at night, and masturbated some of them.

Some tried to ask him to stop by pushing him away, but it didn’t deter him.

.......Mr Handasysde, a devout Christian, handed himself into police late last year because it was important for his faith.

No complaints had been made about him and there were no investigations into any misconduct.

But in a lengthy interview with police he detailed his offending over 13 years that led to his voluntary resignation from DHS in 2013.

Following the confession police charged Mr Handasyde with 19 counts of indecent acts by a carer.

His lawyer told a summary jurisdiction application hearing today that Mr Handasyde’s matter should be dealt with by a magistrate.

He said the offending, while serious, would never have been uncovered if Mr Handsayde didn’t hand himself in, and that a magistrate could impose an appropriate sentence.

But magistrate Anne Collins refused the application and said Mr Handasyde’s case would have to be dealt with by a County Court judge.

Ms Collins said while a magistrate could impose a prison term of five years, and accepted it was unlikely Mr Handasyde’s sentence would exceed that, she said the offending was too serious.

She said the abuse was a serious example of a gross breach of trust against citizens who were “more vulnerable than children”.

They had been “open to exploitation” and Mr Handasyde, who always acted alone, had taken advantage of them.

Mr Handasyde’s lawyer said he would plead guilty over the offending at a hearing next month.

Mr Handasyde, who is on bail, is listed with the Disability Worker Exclusion Scheme, which means he is not permitted to gain further employment in disability supported accommodation.

I'm just absolutely speechless. You would think that it would be mandatory to never be alone with a client. Just so the clients couldn't say he did something he didn't. But I guess if your clients are not able to communicate it doesn't matter then does it. The clients must not matter at all to the people in charge there for it to be able to go on for more than 13 years and no one the wiser.

Why didn't he just become Catholic? That way he wouldn't have to feel bad about it.

DHS worker sexually abused disabled men
A Department of Human Services worker sexually abused eight disabled men in his care while they were residents in state-run care facilities, a court has heard.

Amid a probe into abuse in the disability sector by the Victorian Ombudsman, Melbourne Magistrates Court heard on Friday that Craig Gilbert Handasyde was a disability development services officer when he indecently assaulted the men in four care facilities in Melbourne's eastern suburbs between 1998 and 2004 and in 2010 and 2011.

Handasyde, who has not worked in the disability sector since 2013 and quit the DHS last year, is charged with 19 counts of indecent assault by a disability worker.

The 47-year-old is yet to formally plead guilty, but the court heard he would do so, having approached police in December last year and admitted his offending.

It is understood six of the eight men abused are unable to communicate. The men were aged between 25 and 50 at the time of the offending, the court was told.

Police allege six of the charges relate to Handasyde indecently assaulting the men, while three more charges relate to him cuddling clients while they were in bed. Ten of the charges relate to him appearing naked in clients' bedrooms or in common living areas.

Defence counsel Paul Higham on Friday applied for Handasyde's charges to be heard before a magistrate, where a lower penalty would apply. A magistrate can impose a maximum jail term of two years on a single offence, or a maximum five years for multiple offences.

Mr Higham acknowledged Handasyde's offending was serious, a breach of trust and had objectified the men.

But he said the offending would never have come to light had Handasyde not contacted police and "made a full and frank interview that was punctuated on occasions by his clear distress".

Magistrate Ann Collins said she was concerned about the impact of the abuse on vulnerable members of the community and refused the application. Some family members of some of the men cried when the magistrate announced her decision.

Prosecutor Luisa Di Pietrantonio, in opposing to Handasyde's application, said the offending was serious and that the care worker had been aware of his victims' level of understanding and their vulnerability.

On at least one occasion, Ms Di Pietrantonio said, Handasyde kept abusing a client even when he knew the man wanted him to stop.

During his interview with police he tried to justify some of his offending, the court heard.

The circumstances of why Handasyde abused the men did not emerge, but Mr Higham told the court his client's admissions to police were "important to him and important to his faith".

Handasyde had his bail extended to return to court in May.

I wouldn't call him religious in the least after what he did regardless of him reporting it on his own. He could have felt guilty without involving any religion therories or had other motives as he does seem rather manipulating. He's sick enough to prey on the disabled so I'm sure whatever prison has to offer could be tantalizing to him which is also a very disturbing thought in itself. Maybe he wanted a perverted demented reputation going in which could earn him some special new play mates. I just hope the play mates he attracts are the violent ones who enjoy beating the crap out of POS like this one.

I would like to know why he stopped working in the "disability sector" in 2013. Did someone catch him at it? Was his turning himself in an attempt at preempting them ratting him out?
 
Well this story thoroughly gave me the heebie jeebies.

I think most people attracted to caregiving do it because they have big hearts and want to be of service to others. However, I've heard enough horror stories to know that the "other" kind attracted to this field do it because victims are readily available and can't defend themselves. So sick.

I will never, ever understand the appeal of doing anything sexual against someone else's will. What is alluring about forcing yourself on someone who you know is recoiling in disgust?? :yuck:
 
Thank you for the information @Susan . I agree, having just one person working the night shift is asking for trouble. Amazing really that we do not hear horror-stories like this one more often.

Do you know why Handasyde left his job the year before he turned himself in? Did someone suspect?
 
He does not deserve any justification for his actions. He new what he did was wrong and should be sentenced accordingly.
 
Hey. I work in care, for DHS and have done for over 20 years. I know the house and the staff where some of these crimes happened. ALL the staff there and all the way up to management are very caring and are deeply shocked at what has happened. The Govt are the ones that are constantly cutting funding to these houses reducing the amount of staff available. NOTHING will excuse what has happened, but the way all DHS houses are set up at the moment is they have 2 staff on most of the time but only one staff over night, unless client needs are high. As far a direct care goes this is ok. It is unfortunately easy for someone to take advantage of this situation thought. He is currently going through the process of the courts which takes a very long time. It is likely he will have jail time. Again this doesn't excuse him in one bit, but i know he was extremely abused as a child and teenager himself. The victim become the abuser. I know that what he did he repressed and through his own health issues the memories of what he did have come back to him, which is why he has turned himself in. You can laugh at this but human beings are complicated and some are torchered. Again nothing excuses the actions and he should be punished but he was a victim in the worse way himself. All the parents at the i know house are still a happy with the remaining staff who have looked after their kids long term. Most staff are decent and caring people. Naturally there is due process for all involved to go through.

He had surgery for a heath reasons. Anaesthetia can bring on mental health issues. These health issues triggered the memories. As you can imagine he struggled with remembering what he had done. He took time off work to get well and then resigned and then he reported himself to the police. Why it took a year from the time he became unwell himself to the time he reported himself I don't know. I do know he wasn't himself in the period.

None suspected a thing. I'm friends with some of the staff. He was considered a moral, kind and honest person. He still is, but it really is a case of Jeckle and Hyde. You have to personally be affected by something like this to get the complexaties. As I said, the abused becomes the abuser. His life is one of many atrocities as well. Awful things to him that never went punished. At the very least he turned himself and is taking what comes his way.
Sadley DHS management have said there are a lot of investigations going on at the moment. Not all will prove to be correct, but just the thought of it is awful. Sadly people with disabilities, especially the ones that can't talk will always be vulnerable no matter what you do.

He remembered that he had suffered terrible abuse at the hands of someone when he was helpless, so he dealt with this by performing terrible abuse on someone who was helpless? This excuses him how?

If this is how he deals with his own pain - by torturing helpless people - then he should never again be allowed the opportunity to hurt anyone else. Prison, the death penalty, life on the lockdown ward in a mental hospital - I don't care which, but if he did this horrible thing he should never be unleashed upon society.

They should have held him without bail. He's a big flight risk. Alls he gotta do is wiggle those big ass ears and fly to a country that wouldn't extradite him.

Maybe the system needs a little fixing. All these years and know one check on the welfare of the handicap?
the checks run on people taking care of disabled, elderly and other same types is next to nonexistant versus working with gambling, tobacco, liquor or even firearms, I know this from past jobs. I think I could have made it into the CIA after the casino background check

comeon, allot of people have been put under as well as done copeous amounts of rec drugs without turning perv or abusive, NO EXCUSE
 
I don't know abour australia, but in America they do overnights with one caregiver, typically. At the facility my boyfriend works there is one caregiver for every 4 clients at night. Caregiving is a high demand job with low pay, making companies desperate for workers. This leads to shit like my boyfriend coming home exhausted because two people called In sick, or when he was doing in home caregiving being away from home for 12 to 18 hours so clients wouldnt be left alone instead of being home with us. The clients being alone with this bastard and his taking advantage of their positions doesn't surprise me in the least.

your boyfriend is lucky: only 4 per caregiver is nothing, we had 15-20 per caregiver when I worked in Nev
