What would you call it in the US?

And in this case, they definitely mean the road, rather than a waterway.
 
I thought that was just the side of the road? Do you use that for custom-made widenings of the road for people to pull into, usually with a rubbish bin and sometimes with a picnic table or two?
That sounds more like our highway "rest stop".
 
And that's sad about the victim. Not that she should be the central theme of this thread or anything. End of sidetrack, back to motorways.
