How much of the time since then has he spent in prison, and when he was not in prison, where was he? You cannot tell me he didn't kill anybody else if he was at large for extended periods since 2003 ....

True because the system has too many abilities for delays and appeals.
It needs to be tweaked to eliminate some of them.

Seeing cases drag on for years is inexcusable.
There is no need.
Swifter justice can still be justice.
It saddens me victims and survivors of crime get pulled along with it as well.
