Man stabbed his brother in a "domestic incident" earlier this morning then drove into the city and did burnouts/donuts on several streets.

A 26-year-old man has been arrested after a vehicle deliberately struck down a number of pedestrians near Bourke Street Mall in Melbourne's CBD just before 2pm on Friday, police have confirmed.

Victorian Police Chief Commissioner Graham Ashton ...confirmed that a man, a woman in their 30's and a child were killed. More than 20 others have been injured.

Witnesses said on social media they also heard shots being fired and saw emergency services speeding down the streets.

Chief Commissioner Ashton added there was a woman in the vehicle at the time, but that she was believed to be connected to the offender in the vehicle.

The police are still trying to determine whether she was a hostage or why she was in the vehicle.

Police shot the suspect in the arm and the injuries were non-life threatening.

Yeah that was confronting, really hope they pull through the Children's Hospital tweeted 2hrs ago they are treating a 3 month old baby that's critical and a 2yo in serious condition.

Fourth victim dies in hospital

Deputy Commissioner Crisp said a 10-year-old girl was among those who died on the scene, along with a 25-year-old man, a 32-year-old woman and a 33-year-old man who died in hospital yesterday.

He said 30 people were injured in the incident and were taken to The Alfred, St Vincent's, Royal Melbourne and Royal Children's hospitals, with five of them still in a critical condition.

Bail system to be reviewed
Gargasoulas was "well known" to police. He was charged with a crime on January 14 and was granted bail by an after-hours bail justice, despite police opposing it.

The Victorian Government today announced a wide-ranging review of the bail system, and the establishment of a night court so magistrates can preside over bail hearings.
