A Dover area music teacher already facing 661 counts of possessing child pornography now faces charges of sexually assaulting a student for years, according to Northern York County Regional Police.
The girl started taking flute lessons with Matthew Puterbaugh, 46, in fourth grade, and said he was always sitting close to her, according to court documents. The sexual assaults allegedly began when she was in seventh grade and lasted after she left the school district in 10th grade.
The assaults occurred at schools, his house and her house between January 2001 and 2007, police said.
The girl, who is now an adult and lives out of the area, said she told two teachers at the school about the ongoing assaults. She also believed that students started rumors about her and Puterbaugh after a bus trip where he was sitting closely with her under jackets, according to court documents.
Around that time in ninth grade, an investigation at the school began. In the end, she recanted her story and he was told to not have one-on-one contact with her on school property, documents state.
Her music lessons were then moved to Puterbaugh's house, and he would also come to her house when her parents were not home to "check" on her, according to court documents.

The girl's mother told police that she would take her daughter to lessons, but was generally not in the room during them. Her father later told police he remembered coming home one day to find Puterbaugh in the basement with his daughter lying under a "fort" with her.
The father also told police he recalled that his daughter originally was excited about music lessons at Puterbaugh's house, but then she "didn't like going." He "later believed this was because he was having sex with her," according to court documents.
Police also spoke to the girl's brother, who told them that, about 7 or 8 years ago, he once heard Puterbaugh and his sister having sex in her bedroom, according to court documents.

Also on Friday, Northern York County Regional Police charged Puterbaugh with instances of harassment, wiretapping and invasion of privacy related to at least 15 other cases of him videotaping people without their consent, according to court documents.

Police took the videos to school officials, who were able to identify past and present students. Police then took those videos to the students and their families so they could identify themselves, according to court documents.
All of the girls — who ranged in age from seventh to 11th grade when the videos were taken — said they didn't know Puterbaugh had been videotaping them. All of the videos showed the girls' clothed bodies and were filmed in the school, at band camp and on band-related trips.

• 7 invasion of privacy charges for videos taken up the skirts or shorts of girls
• 10 corruption of minors charges in regard to those invasion of privacy allegations as well as other videos taken of students' clothed bodies
• 5 harassment charges for instances when Puterbaugh rubbed the legs and/or inner thighs of students without their consent.
Police said all of these cases happened over the past four years at Dover Intermediate School, the Dover High School band camp and practices, and at Dover Area High School graduation ceremonies.

Charles Rauhauser, a member of the Dover Area School Board, deferred questions to district administrators or police. "... We're not allowed to talk about it," he said. The Dover Area School District said Puterbaugh is on unpaid leave, which he was put before the February charges of child pornography were filed.
