Matthew B. Puterbaugh, 46, of the 1000 block of Conewago Road, Dover Township, was arraigned and bail was set at $250,000. He remains in York County Prison.

Police said the investigation began on Feb. 20 after a 12-year-old female student at Dover Intermediate School reported Puterbaugh had inappropriately touched her the day before.

She told police that during the music tech class, he leaned over to explain something to her, and caressed her leg, according to a press release.

The school district immediately called Northern York Regional Police. Puterbaugh was suspended immediately, police said. Police seized Puterbaugh's computers from the school. They took the one assigned to him and the ones used in rooms he used for student instruction.

Puterbaugh also gave police his cellphone and gave them permission to search it.

A search of the phone revealed what police said were numerous video files of school-aged females. The images appeared to be focused on the clothed breast and pubic regions of the girls, police said.

Some of the videos were shot so as to see undergarments under dresses, they added. None of the videos showed the females undressing, and none of the girls seemed to know they were being filmed, police said.

Police obtained a warrant to search his home and seize some additional equipment.

A search of Puterbaugh's home computer revealed 661 images of child pornography downloaded from the Internet, police said.

None of the pornographic images were of Dover Area students, police said.

A school resource officer will be at the school Friday through March 3. The officer will work with the Crisis Response Team to work with students. Police said they will have an increased presence at all district schools through at least Tuesday to give parents peace of mind.

A Dover area music teacher already facing 661 counts of possessing child pornography now faces charges of sexually assaulting a student for years, according to Northern York County Regional Police.

The girl started taking flute lessons with Matthew Puterbaugh, 46, in fourth grade, and said he was always sitting close to her, according to court documents. The sexual assaults allegedly began when she was in seventh grade and lasted after she left the school district in 10th grade.

The assaults occurred at schools, his house and her house between January 2001 and 2007, police said.

The girl, who is now an adult and lives out of the area, said she told two teachers at the school about the ongoing assaults. She also believed that students started rumors about her and Puterbaugh after a bus trip where he was sitting closely with her under jackets, according to court documents.

Around that time in ninth grade, an investigation at the school began. In the end, she recanted her story and he was told to not have one-on-one contact with her on school property, documents state.

Her music lessons were then moved to Puterbaugh's house, and he would also come to her house when her parents were not home to "check" on her, according to court documents.

The girl's mother told police that she would take her daughter to lessons, but was generally not in the room during them. Her father later told police he remembered coming home one day to find Puterbaugh in the basement with his daughter lying under a "fort" with her.

The father also told police he recalled that his daughter originally was excited about music lessons at Puterbaugh's house, but then she "didn't like going." He "later believed this was because he was having sex with her," according to court documents.

Police also spoke to the girl's brother, who told them that, about 7 or 8 years ago, he once heard Puterbaugh and his sister having sex in her bedroom, according to court documents.

Also on Friday, Northern York County Regional Police charged Puterbaugh with instances of harassment, wiretapping and invasion of privacy related to at least 15 other cases of him videotaping people without their consent, according to court documents.

Police took the videos to school officials, who were able to identify past and present students. Police then took those videos to the students and their families so they could identify themselves, according to court documents.

All of the girls — who ranged in age from seventh to 11th grade when the videos were taken — said they didn't know Puterbaugh had been videotaping them. All of the videos showed the girls' clothed bodies and were filmed in the school, at band camp and on band-related trips.

• 10 corruption of minors charges in regard to those invasion of privacy allegations as well as other videos taken of students' clothed bodies

Police said all of these cases happened over the past four years at Dover Intermediate School, the Dover High School band camp and practices, and at Dover Area High School graduation ceremonies.

Charles Rauhauser, a member of the Dover Area School Board, deferred questions to district administrators or police. "... We're not allowed to talk about it," he said. The Dover Area School District said Puterbaugh is on unpaid leave, which he was put before the February charges of child pornography were filed.

Thank god for the girl who reported him for caressing her leg. Some girls could have just looked past that, and thought one time thing, or accident. But she had the courage to report it and catch the sleaze bag

As his family watched, former Dover Intermediate School band director and music teacher Matthew B. Puterbaugh was sentenced Wednesday to 15 years in federal prison in a child pornography case.

U.S. Middle District Senior Judge Sylvia H. Rambo imposed the penalty four months after Puterbaugh, 47, of Dover, pleaded guilty to a child pornography production charge under a deal with prosecutors.

Wednesday's hearing was brief. Neither Assistant U.S. Attorney Meredith Taylor nor defense attorney Robert D. Beyer made any comments. Puterbaugh, standing before Rambo in a yellow prison uniform, merely thanked the judge for reading a letter he sent to her regarding his sentencing.

In addition to the prison term, Rambo fined Puterbaugh $1,100 and ordered him to serve 10 years on probation after his release.

She also imposed more than a dozen conditions, including that he register as a sex offender and undergo counseling that he must pay for himself. He must submit to monitoring of his computer use and is barred from having contact with minors.

Also, Puterbaugh cannot live or loiter within 1,000 feet of any area where children congregate, including parks, schools and playgrounds, and cannot work in any field where he would have contact with children.
