A Florida teacher sprayed disabled students in the mouth with vinegar as the school's principal did little to intervene, according to authorities.

Kenwood Elementary School teacher Marilynn Stillions is accused of abusing Eddie Perillo's 6-year-old son in 2016, but the dad did not find out about the probe until earlier this year, according to the Northwest Florida Daily News.

A total of three people are facing charges ranging from child abuse to failure to report the alleged child abuse, according to the newspaper.

Stillions "inappropriately" sprayed disabled students with vinegar, school district investigator Arden Farley said in a report obtained by the paper.

The teacher is also accused of using her foot to push students down the aisle in the lunchroom. She allegedly denied students their lunches and threw away students' food, the Northwest Florida Daily News reported. At times she ate the food herself.

The school district could not take action against Stillions because union regulations were not adhered to. Stillions ended up moving to a different school after the Northwest Florida Daily News published its findings.

A criminal complaint by Perillo led to the criminal charges, according to the newspaper.

Former principal Angelyn Vaughan and Farley, the investigator, were hit with failure to report charges.

In her arrest report obtained by the Daily News, a witness saw Stillions chase a student and tried to pin him against a wall. Stillions then struck the student in the chin with her knee four times, according to the arrest report. The witness reported the incident to Vaughan and another person.

Investigators found that Vaughan had "reasonable cause" to suspect that the child was being abused by Stillions. The principal did not report the vinegar and other incidents despite having knowledge of them, according to her arrest report. She was required to report the incidents to the Florida Department of Children and Families Abuse Hotline.

Vaughan no longer is employed by the school.

Farley was charged because he also "failed to make a mandatory report" to the hotline.

Perillo has said his son had been acting strange, and did not know why.

"If my child so much as receives a bandage during school, I am notified," Newcomer told the paper. "I find it absurd that if someone witnesses a teacher knock a student down or forces a student to sit in a basket, that no one feels it is their duty to call a parent."
 
Ughh... this kills me. This is where I live. And they are just now doing anything about this. Sad people can't even trust adults at schools.

I am going to post a link that has the father discussing the abuse of his son. The child is very young and nonverbal this is why she probably felt she could get away with it . There is a picture of the boy in the link. I think many people will be angered to know that the Union protected this Savage.

According to a school district investigative document dated June 17, 2016, Kenwood Elementary teacher Marilynn Stillions was accused of abusing 6-year-old Noah Perillo, who was non-verbal at the time.

School district investigator Arden Farley confirmed in his report that Stillions used a spray bottle to “inappropriately” spray disabled students in the mouth with vinegar.

Farley also confirmed Stillions used her foot to push children down the lunchroom aisle, picked up a child by his shirt collar and waistband, denied students their lunches, threw away students’ food when they would not listen to her and stashed food in her classroom, where she ate it herself.

However, Perillo was unaware his son was the subject of the investigation until March 2017, when another parent told him.

The alleged abuse helped Perillo understand his son’s growing aggression and fear of spray bottles used to wash his hair.

The father fought with the school district for over a week to obtain a copy of the investigative report.

Despite the findings of the investigation, Stillions was able to build a successful defense based on specific stipulations in her union contract, according to the report. She cited union regulations that required an employee be notified within five days of the onset of an investigation and also that an employee be given an opportunity to respond when an administrator becomes aware of an alleged incident.

Failure to abide by those union regulations resulted in the school district being unable to take action against an employee, Stillions stated in a letter added to the report.


Stillions said her union rights also stated an investigation must be completed within the 30 calendar days of its initiation.

Her objections were upheld and none of Farley’s recommended disciplinary actions was taken. The investigation also was not added to Stillions’ personnel file.

OKALOOSA COUNTY, Fla. (WEAR) - A former teacher has been found guilty on three counts of child abuse while teaching at an Okaloosa County elementary school.

Marlynn Stillions was found guilty on Saturday after a two-day jury trial.

The charges concerned acts committed by Stillions during the 2015-2015 school year at Kenwood Elementary in Fort Walton Beach. Stillions taught a pre-kindergarten class for children with disabilities.

The victim, a 5-year-old boy with autism, was non-verbal. The State Attorney’s Office said Stillions tripped, kneed, and shoved the boy to the ground.

Sentencing has been scheduled for December 6. State sentencing guidelines call for a 33 month state prison sentence with the maximum of 15 years state prison.

The case was investigated by the Okaloosa County Sheriff’s Office.
