Thousands Of California Paroled Sex Offenders Removing Tracking Devices California - Thousands of paroled child molesters and rapists in California are removing court-ordered GPS monitors, aware there’s little risk of serving time for doing so, and some are being charged with new crimes that include sexual battery, kidnapping and attempted manslaughter.

A Times investigation has revealed that since October 2011, when the state began referring parole offenders go to county jails instead overcrowded prisons, more than 3,400 arrest warrants for convicts who tampered with tracking devices. Most of these warrants were for sex offenders, and many were for repeat violations.

“It’s a huge problem,” said Fresno parole agent Matt Hill. “If the public knew, they’d be shocked.”

California has 33 adult prisons designed to hold a maximum of 80,000 prisoners, but currently has 140,000. The Supreme Court declared California prison overcrowding unconstitutional in 2011, stating California cannot imprison more than 109,805 inmates at any time, then ordered 33,000 prisoners be released over two years

To help with this demand, Gov. Jerry Brown introduced a ”realignment” program that would see 52,000 prisoners released, 19,000 more than what was required. This program included immediately putting 30,000 convicted criminals up for early release, or have them transferred from state prisons to county jails.

Now that two-thirds of California’s 58 counties are under some form of mandated early release, 20 complying with maximum population capacity limits and 12 having self-imposed population caps to avoid lawsuits, parolees “certainly are feeling more bold,” said Jack Wallace, an executive at the California Sex Offender Management Board.

For example, 33-year-old Rithy Mam (pictured) is a convicted child stalker who was arrested three times in two months after skipping parole and freed almost immediately each time. After his third release, he removed his GPS device and molested two teen girls in Stockton, California. He was later arrested in a public park and is now in custody on felony child molestation charges.

The Times article is a pretty interesting read and includes some more examples and alarming statistics. California is definitely between a rock and a hard place – adhering to Supreme Court demands while still preserving public safety is probably no simple task. Some are trying to introduce bills that would require anyone who tampers with their GPS device be sent back to prison for three years.

That’s nice, I guess, but doesn’t seem like it addresses California’s current prison population issue. Anyone got any better ideas?

    They just sneak back in. When I was in jail I met this chick that was from Ecuador or something like that. She had been caught in the US illegally and was waiting to be deported back to her country. The amount of time and red tape to send her back was ridiculous. Not to mention this was like her 3rd time getting sent back home. She told me that once she got back to her country, she would be coming back to the US. Or sneaking back I should say.

    This has been going on for quite some time and I’m surprised it’s just being mentioned. My brother works as security/loss prevention and is a bounty hunter has said that the crime rate is through the ceiling. It started back when the state was nearly bankrupt and couldn’t balance the budget. They cut almost 50% of law enforcement.

    He has cases where people have had 3 felony arrests and have never gone to trial because the judicial system is overwhelmed. The perp is arrested, booked and then released – at most, serving maybe a day in jail. He’s had to wait up to 6 hours before police can get to him to arrest a suspect.

    Right now, law enforcement and the judicial system is working under a triage system. The lowest priorities are theft, assaults, and drug offenses. Priority calls are death involvements. It’s a war zone and it’s only going to get worse.

    If the state cannot afford jails/prisons to keep the prisoners, nor people to monitor the ankle devices, they’re in a world of hurt. It would seem that they need to make some choices, whether it’s taking a hard line on repeat offenders, reducing sentences on victimless crimes, sending prisoners to other jurisdictions, or issuing summary justice on the street. If I were a citizen of California, I might find I prefer to take my own chances with the justice system after executing the bastard that raped my child.

    Maybe the tracking devices should be implants that explode if they are tampered with.

    Another solution, as many others have mentioned, would be to release non-violent offenders, such as those who were in possession of marijuana. Legalizing and taxing the hell out of marijuana would also free up jail space while creating revenue for the state.

    But hey, I imagine that there are a lot of fucktards in power who are profiting mightily from the black market drug trade, so its not in their best interests to do something that is beneficial to others.

    I think the sneaking back in thing could be handled like this. If you are caught committing a crime as an illegal alien, then you should be put on a plane, given a knife and a bow and arrows and some flint and steel and then dropped off somewhere in the Arctic or Antarctica. Then no one would be sneaking back to do more crimes. It also would help the polar bears survive.

    There was a family in base housing who had the Active Duty service members brother living with them on a student visa (he was from Africa). The kid got into trouble breaking into homes and the police gave the family to option to either send him back to Africa or leave the state. They sent him to California and a few months later the wife told me they paid someone $3000 to marry him so he can become a citizen. This kid was messed up and a perfect target for Muslim extremists. Angry at the world for not handing him everything on a silver platter and hated women.

    How many claim to be falsely accused then years later it turns out that yes they were in fact guilty and continued to commit assaults? How many are really wrongful convictions? How many were really just released on technicalities or not prosecuted at all because of the unreliable testimony of a minor or better the child was somehow convinced to retract his/her story? I’m thinking about the victims. I’m thinking about justice for them. Their lives are essential over. They may go on to build some semblance of a life and have families, that is if they don’t kill themselves…or at least try…and the likelihood of them at least trying is very high…but they will NEVER have any kind of normalcy or peace. In all honesty, I cannot answer your question because it is very difficult for me to see past their suffering and the fact that those animals spend just a few years in prison (if they are even convicted or even brought to trial) and then are set free and allowed to go on their merry way and destroy more people.

    Oh, I can find .380 & .40 caliber rounds for the handguns all day & night. I can even get hollow-point dual slugs for the .410 shotgun… I’m just having no luck finding quality boxer primed(re-loadable) brass & loaded ammo for my AK-47 & AK-74(new toy) in 7.62X39 & 5.45×39 as are folks trying to find .223′s for their AR-15′s. Reloading units & supplies are difficult, at best, to find at all.

    When the present Federal Administration announced their plans, it created panic buying for anything related to “Big, Scary-looking Guns.” I say it that way because semi-auto rifles aren’t “Assault” weapons even though they use the same ammo. “Assault” weapons are select-fire, from semi-auto to (sometimes) auto to full-auto. Not all have a 3-way selection lever.

    The average person isn’t aware that:

    Semi-auto is: “pull the trigger, fire ONE round.”

    Automatic is: “pull the trigger, fire a 3-4 round burst.”

    Full-Automatic is: “pull the trigger & you can empty the magazine” In other words: “Point & Pray.”

    Illegal aliens make up less than 10% of the entire prison population. It’s about 20 thousand about of 180,000. The largest group of prisoners that make up the body of inmates are those who have commited robbery. Is the problem undocumented people, or a terrible economy?

    I am also a victim which is why I spoke that way…that is how I felt growing up with what was done to me and not having any pay for what they did. Not that that would have made any real difference in the end. Watching them enjoy their lives while I suffered is something I will never get over. So, yeah I do feel my life essentially ended. I never got to be a normal child. I couldn’t let people touch me until I was well into adulthood without panicking or getting violently ill…I mean anyone in any way and even now there are sometimes problems. So, that is what I mean by it being over. No need to appreciate my concern. I wish someone had shown as much concern for me.

    I am speaking from MY OWN experience. My experience that lasted years…all of my childhood. I am speaking how I felt. Then you are better than me. Because I still have yet to deal well with it even though it ended 28 years ago and despite having gone through therapy. I am glad that neither you nor Athena have had the problems i’ve had. That doesn’t make MY feeling that MY life ended as I knew it BS. FOR ME, it was not.

    The money for the legal system (cops, lawyers, alcohol/substance abuse programs, the jail system, ….) is in the drugs and seizing assets. is pot worse than alcohol?–HELL NO but the legal system likes it since it’s an easy target. Shouldn’t cops be focusing on child safety, murder, rape, assault…..yes, but busting some kid with a joint is so much easier.
