Kansas City, MO - An emaciated, developmentally disabled 17 year old boy was discovered handcuffed to a steel pole in a basement Monday where he had apparently been since being pulled out of school by his father last September.
Police responded to the home on Monday on a tip made from a neighbor on a child abuse hotline. A woman answered the door when police arrived and stated she lived there with her husband and 17 year old stepson. When asked where the stepson was, she said he was downstairs sleeping in his room. She offered to go get him, but the officers requested to go down there themselves.
Their first clue that shit was terribly, terribly wrong was that as soon as their footsteps echoed on the basement stairs, they heard a voice from the basement saying, “I didn’t do anything, I didn’t do anything, I didn’t do anything,” according to Officer Jonathan Stone’s report. The report continues, “. . . I turned on the lights. I then observed a thin frail looking male getting out of the fetal position on the concrete floor around a steal [sic] support pole . . . The vic[tim] was very thin for his height. His face was sunken in on the sides and his eyes had a look of desperation.” A look of desperation in his eyes? That is damn fine report writing, Officer Stone.
The report goes on to describe the boy wearing dirty clothes, shivering and stating he was very cold, with only a few thin blankets to lay on and to cover up while sleeping on the concrete basement floor. The boy told officers that his father would give him a packet of instant oatmeal at 4:30 am, let him go to the bathroom, and then he would stay handcuffed to the pole until the afternoon, when he’d be given another bathroom break, and a packet of Ramen noodles. In the evening, he would be given two bologna sandwiches and water. Other than those breaks, he was handcuffed to the pole. He also told officers that he had made a couple of escapes.
In October, he was “only” locked in the basement, not handcuffed, but he had gotten out of the basement and eaten some food. This angered his father who then handcuffed him to a bed in the basement. The boy managed to take the bed apart and tried to use a rail to break open the door to get food. After that, he was handcuffed to the pole. One adult at the home, (I’m assuming the brother, but only described as “suspect3″ in the report) stated that the boy was, ” . . . locked down stairs because in December they had let him upstairs and he ate almost an entire bowl of fruit at one time.” Oh, my. Fruit? A starving, mentally disabled, teenage boy ate a whole bunch of . . . fruit? Better lock his ass back up!
According to neighbors, the boy is developmentally disabled. Apparently the neighbor’s cousin worked with the boy’s 24 year old brother. The brother told the cousin that the boy wasn’t really out of town as everyone thought, but was on “permanent house arrest.” This prompted the cousin to call it in. The neighbor also reports previously seeing the boy sleeping on the porch because he wasn’t allowed in the house.
No charges against the father and stepmother have been filed as of yet. The victim and a 2 year old grandchild also living at the home were placed in protective custody.
In this video, you can see the victim’s older brother answer the door. He doesn’t say anything, but you do get a pretty sweet shot of his naked FUPA and just a teaser of his butt crack. I’m guessing his disgusting ass had a little more than packets of oatmeal and noodles to eat these past 5 months.
