Culver City, CA – Last week we reported on Kerry Trotter, the 20-year-old accused of raping an 18-year-old mentally disabled woman on a Los Angeles County transit bus. Yesterday he was charged with forcible rape, rape of an incompetent person, and two counts of sexual penetration by a foreign object.

The victim, a teen with the mental capacities of a 10-year-old, boarded Bus Line 217 last week and made her way to the back of the bus. Trotter got on at the same time and followed the woman and began sexually assaulting the woman almost immediately after they had sat down.

“The suspect followed her to the rear of the bus where she sat down,” sheriff’s officials said. “The suspect, without any warning or provocation, stood and faced her while positioning himself between her legs and sexually assaulted her.”

Even though there were a few other passengers on the bus, and it was in broad daylight, the sexual assault lasted for 10 minutes. This was because the victim didn’t scream or try to alert anyone because, according to police, she was shocked and feared for her safety and for her life. Also, Trotter had positioned himself in such a way that it made it tough for anyone to see exactly what was happening.

“This individual was blocking the view of the victim, and based on people that have analyzed this — my detective — she feels it’s reasonable that there might have been suspicion but not enough to think there was a sexual assault,” said Los Angeles County Sheriff’s Detective Dan Scott..

It wasn’t until after Trotter got off the bus that the victim approached the driver and reported the rape.

Trotter, who was already on probation for grand theft, was identified and apprehended within hours after video surveillance footage was released to the public. He was arraigned on Wednesday where he pleaded not-guilty to the rape charges. Trotter is being held on $285,000 bond and facing up to 20 years in prison if convicted.

It should come as no surprise that Trotter has a history of arrests for sexual assaults, but no convictions. The sheriff’s department says he allegedly rode buses looking for victims.

    Nothing like two years in prison for every minute of his escapade. I’d have looked for a willing participant – even if there was a monetary cost involved. Much cheaper in the long run. Hope she gave him herpes. Wouldn’t that have been a hoot?

    If he is indeed guilty, please leave society immediately. Why wasn’t he charged with some sort of sex with a minor count? There can be no such thing as overkill in something as heinous as this. I am conservative with penalties, but this guy is so bold that he scares me and he needs to go bye bye.

    If this is found to be true (and I wouldn’t at all be surprised if it is), he needs to be taken out of society for good. Either LWOP or being taken back behind the prison and shot is fine by me. People may not think that such a penalty is fair, but I don’t think it’s fucking fair for people who don’t have any other way of getting around to live in fear or be sexually assaulted by some piece of shit who has no respect for other people’s rights.

    The most disturbing part about this story is that he will get 15 to 20 years and will be back on the streets at the age of 35 or 40 which gives him time to repeat this sick act again on someone else….These types of brazen crimes should get the perpetrator life in prison because of his age.

    You really can’t get any more bold when you look at the fact he did this on a public bus he is seriously disturbed.

  • Exactly what I was thinking. The reason charges of statutory rape / sex with minor are so strong is not because of the physical age of the victim, but their mental and emotional capacities are not fully developed. In her case, yes, she’s physically 18 years old, but mentally she’s 10. There should be some kind of provision written into law that accounts for these kinds of situations.

I think they did but were afraid to get involved. Sometimes,to be able to live with yourself,one needs to overcome their fear and do what is right. After all we’re all in this together.

    Rape of an incompetent person, which he was charged with, carries an enhanced sentence due to the victim’s vulnerable status. Maximum penalty for a standard rape charge is 8 years in California. The fact that he is facing substantially more than that is, in part, due to the victim’s disability.

    It really isn’t that hard not to notice, especially if you consider that most people today actually “tune out” whilst on public transport by either playing with their phones, listening to music with their earphones in, or even reading a book or something. And even if you weren’t doing any of those things, unless if there’s some suspicious noise coming from the back of the bus, you really would have no need to look that way.

    he rode the bus looking for victims huh…. based on WHAT knowledge? And how did he know she had the mind of a 5th grader? Was mentally challenged a prerequisite? I do think it’s part of the reason he almost “pulled it off”.
    Furthermore – I am curious to how one is positioned in such a manner as you can rape for 10 minutes without anyone being confident you are actually raping someone in that seat. And lastly, how does one last for 10 minutes – I can’t seem to last past 7.

    Lol, I think he meant a lessor charge. Throwing everything including the kitchen sink in there would not be a bad idea. The more charges he racks up the more time he rots in prison. I would think the jury would enjoy saying the words Guilty as many times as they could for this waste of space.

    Whether you feel that he should get raped in jail, locked up for good, or put to death, you’re all right as far as I am concerned. They are all good options. The least favourable option is locked up for good because it wastes a huge amount of tax dollars, but at least he’d be off the streets.

    What really scares me with this “ahem” person, is the very real possibility that his actions will escalate to murdering his victims. He finds his victims, those that are most vulnerable, by trolling buses.

    So, he gets 10 to 20 years. With good behavior his time is cut in half – out on the streets in 5 to 10 years with plenty of time to commit more crimes.

    Too bad we can’t implant tracking chips in offenders and track them 24/7.
