Former Teacher Charged After Admitting Rapes, Thinking Statute Of Limitations Had Expired

CLAYTON, MO – If only all criminals were as stupid as Mr. Donald Ingerson. The 67-year-old, long-time St. Louis teacher has been charged with rape and statutory sodomy after he confessed to sexually assaulting two girls, believing that the statute of limitations had expired on the crimes.

Ingerson worked in five or six districts in Missouri County between 1960 and 1990. He called the St Louis County Prosecutors office on June 4 to inform them he had sexually assaulted two high school girls, aged around 15 years old. One of these occurrence happened in 1974, the other in 1995.

‘This is the first time we’ve had someone contact our office and say, `I want to talk about what I did,’ said St. Louis County Prosecutor Bob McCulloch.

What was the motive behind Ingerson confessing to his crimes? Perhaps he felt guilty. Maybe he wanted to make amends before he died. Who knows, really? Whatever the reasons, Ingerson only confessed because the statute of limitations is 30 years and thought he could do so without suffering any legal repercussions. The key word here being “thought.”

McCulloch feels that, from a legal standpoint, the 30 years do not start counting until the victim becomes an adult. So he tracked down the two victims Ingerson confessed to raping, and both of them confirmed the sexual assaults. Armed with the victims’ statements as well as the uncoerced confession from Ingerson himself, the prosecutor called Ingerson in Minnesota and asked him to stop by his St. Louis office to discuss the rapes.

When Ingerson arrived on Monday, he was arrested and charged with rape and statutory sodomy, then jailed on $300,000 cash bond.

Although Ingerson did not admit to any other crimes, authorities are looking into the possibility that there could be additional victims. Police are contacting all school districts where Ingerson worked and are urging any other potential victims to come forward.

Both of the victims have been informed of Ingerson’s arrest. ”Even after all this time, they seemed quite relieved,” McCulloch said.

I’m not 100% sure but since I have never seen that before today in the “contribute” section I’m guessing it’s a fairly new add. I think the admin e-mail listed there will get you Morbid’s attention (unless your name happens to be “pikeman”). So you think it is perfectly OK for some to say “I was raped by 50 years ago by Mr. X” and have that person arrested and charged? Based on what? Rape is hard enough to prove when the perp is arrested a few hours after the assault. If no limitation existed it would open up even more false charges. There was a teacher in PA recently accused of rape by a former student. The crime was suppose to have happened in 1995. He was charged and his name was dragged through the mud, until it came out a week later that the former student and scum boyfriend had called the teacher the month before to try and shake him down for cash. He was lucky because they had evidence of the scam, otherwise this guy would have likely been headed for prison.

Well that’s true. I guess I’ve just watched too much SVU where Stabler and Benson have to race against the clock before the perp gets away forever. At the same time, what if Mr. X did rape someone 50 years ago? What if it took them 50 years to build up the courage to say something about it? I know it’s unrealistic, and the system is flawed enough as it is, I just remember in my college women’s studies class, we had a guest speaker from the police department tell us, “Every year, there are more people who fake their own death than falsely report a rape.” That’s always shaped how I thought about it.

I kind of suspect that’s the same reason behind a lot of deathbed confessions. If you’ve kept some horrible secret for years, possibly standing by while others suffered because of it, the only reason to ‘confess’ at the end is to declare “screw you” one last time. That or to manipulate people into feeling they have to forgive you.

Actually the Innocence Project has recently stated that they believe at least 10% of rape convictions are false. Either the accusation was false, testimony, evidence, or police tampering and prosecutorial misconduct.

Other studies have put the rate false accusations (not necessarily convictions) at over 40%.

That’s 10%. And when you consider that recently the Obama Administration via the “Dear Colleague Letter” made it mandatory that all colleges and universities receiving federal funds adjudicate sexual misconduct claims based on a preponderance of the evidence (lowest standard of 50.00001%) it seems clear that it’s easy to get an accusation to stick. And judging by what happened after the Duke LaCrosse, Hofstra, and others, the penalty for destroying people’s (men’s) lives is trivial.

One recent case at North Dakota University expelled a male student from all state universities even while the female student who made the accusation had a warrant for her arrest for making a false police statement (misdemeanor). Despite this new evidence the university was not interested in re-opening the case or rescinding the expulsion.
