Couple Charged After Toddler Found Playing On Railroad TracksLOUISVILLE, Ky — A couple in Kentucky have been arrested after a 3-year-old was found playing on some railroad tracks by herself.

Police received a call from a concerned citizen who reported seeing the 3-year-old daughter of 26-year-old Victoria Carroll, playing on some railroad tracks with no adults in sight.

Officers were able to find the girl, and already knew where she lived. They had been to the child’s home several times in the past on reports of the toddler wandering the streets alone.

When the officers arrived at the house they found the front door open and Carroll’s boyfriend, 34-year-old Joshua Tate, passed out in the bedroom. He had no knowledge that the child was out of the house.

Carroll had left her daughter in the care of Tate, even though CPS had forbid her from doing so on a previous call, while she visited the neighborhood methadone clinic. Both she and Tate were arrested and charged with endangering the welfare of a minor.

Tate, being the absolute winner he is, banged his head on the asphalt as well as the protective screen inside the patrol car during his arrest. This earned him an extra charge of resisting.

Carroll’s daughter was taken to the Home of the Innocents where she will be fed, tagged and then released into the wild where she will have a marginally higher life expectancy.

    Did she at least have a pitbull to pull her off of the tracks in case a train came along? If she did, then they should lay off of these parents, they took the proper precautions. If not, did they train her to lay flat on the tracks and have the deprived her of food to keep her thin enough to stay out of harms way? I NEED to know these things before I can pass judgement on these parents.

    Joshua, dress her in a Super Man outfit before you pass out.  Then, you can claim that’s she’s trying to be “more powerful that a locomotive.”    This works during hunting season, too, ‘cause obviously she trying to be “faster than a speeding bullet.”

    I want to smack her ducklips off.  You don’t leave your kid with the lowest bidder, especially after CPS tells you not to do it.  Kid would have been safer with her at the methadone clinic.

     With two adventurous toddlers and only one of me. I found our alarm system handy. If they managed to get the door unlocked and open, I would’ve known in an instant!

    Sadly they’ll probably just give the kid back to her trashbag mom and boyfriend. That’s how this situation has been handled every other time, why would anything different be done?
