Waterbury, CT – Chloe Ottman, 16, was going to be a junior at Crosby High School … before Francisco Cruz decided he liked her and wanted her. Cruz, 19, developed a crush on Chloe a couple of years ago. They were friends and hung out together. Thursday, they were hanging out together at the Brass Hill Mall. Afterwards, they went to a local abandoned religious park, Holy Land USA, for a few drinks. There Cruz decided he wanted some of that and Chloe refused by elbowing him in the face. Undeterred, Cruz put her in a chokehold. When she started to scream he shoved his thumbs into her throat until she stopped. She was still alive so he raped her twice at the foot of a cross that still stands on the grounds. He then strangled her until she wasn’t alive anymore, then raped her again. Just for good measure, he stabbed her in the throat several times before dumping her body in the woods. Cruz initially denied having any involvement but later confessed to police, telling he killed Chloe to stay out of jail. “I am raping a girl If I let her live, I’m going to jail for a long time I gotta kill her,” Cruz stated. He has been charged with first-degree sexual assault and second-degree strangulation, held on $5 million bond.

The court document details are pretty chilling. This guy is nuts. She was gasping for air while he raped her.

  • Sugarglider1

Not that it matters what she looks like, but Chloe was a very beautiful young woman. I'm so glad this waste of human skin and bone was caught, and I hope he didn't hurt anyone else before this. What I don't understand is why he was only charged with 2nd degree murder, when he made int perfectly clear in his statement that he murdered her on purpose. WTF?

  • boughtthefarm

Wonder how long before he is released back into our society to rape and kill again.

  • http://www.facebook.com/nborreggine Nikki Borreggine

This poor little girl! She looks alot like my friends little sister. I hope he gets what's coming to him when he's in prison. What a sick fuck!

  • Lizard

An abandoned religious theme park is enough to have me freaked out for the rest of the day. And then for Chloe to be raped and murdered at the foot of the cross that is still there…I hope they raze that fucker to the ground. <shudders>

  • Smiley

Wow, Holy Land? At the foot of a cross? This is just too tragic and creepy. What an asshole!! She thought he was her friend….this is just really sad =(

  • silvahalo

What a sick, sick fuck. I hope he is crucified by the law and someone gets the bright idea to cut it off in prison. Every bit of him is useless.

Rest in peace Chloe Ottman, I truly hope you do.

  • Sugarglider1

“CRUZ” means “CROSS” in Spanish…wondering if that's a coincidence, or if it played into things in this rat-bastard's diseased mind.

  • http://twitter.com/soplisako Lisa Sopko

What a dumb ass!! Last I checked you go to jail for much longer if you kill a person.

  • 62julietandvoid

. “I am raping a girl If I let her live, I’m going to jail for a long time I gotta kill her,”… fucking dumbass

  • The_Shadow_Knows

    Give him the needle.

  • Redsaid

I can't even look at his face. This is no way to see the holy land, may whatever god he belives in send him to the hell I believe in. My only solice is that she was unconscious. But then again the worst part about it is the she was uncouncious.

  • The_Shadow_Knows

So this guy freely admitted the rape and the murder, and he had “supporters” sitting behind him? What were they “supporting” exactly – the rape, or the murder?

  • EYESOFLAURAMARS

    'Give him the needle'

Exactly. stab him right in his eyeball with it.

  • EveryVillainIsLemons

I think Chloe's family should get to have an hour alone with him.

  • Guest420

can i give him my version of acupuncture i swear it will fix him.

  • Guest420

they should be able to take as long as they want with him.

  • J Van S

Hmmm… Does anyone remember the scene in IRREVERSIBLE where a guy gets his face smashed in incrementally by repeated blows from a fire extinguisher? Anyone got one of those little FLIP cameras?

  • EYESOFLAURAMARS

2 thumbs up to your version- whatever it is :)

  • Sugarglider1

I decided that was one movie I just didn't need to see… BTW, creepily, I read a lengthy piece about how theaters were getting repeat customers who would pay, come in, watch the rape scene, leave, come back and pay for the next showing, watch the rape scene, leave… In other words, people who thought that shit was enjoyable. That knowledge seriously makes my flesh crawl..

  • Scarlett62

Glad you added the video – I hadn't seen that … chilling. I'm wondering why Cruz's supporters think he's “innocent” when he confessed to everything!? Stupid jackwagons!

  • DogBitez

I don't know that “supporters” was the most accurate word for that article to have used. Obviously, the Cruz family, and his closest friends (I doubt any would consider themselves to be his friends still), would have been in attendance. Doesn't mean they condone what the guy did. I'm sure they're trying to process this in their own minds — is this really the same guy they've known all their lives? What happened? Was some big sign of impending violence missed? Or were the signs always there? I know I'd be questioning myself big time if I suddenly discovered one of my good friends was a serial killer. Imagine being this guy's parents? They'll spend the rest of their lives trying to figure out what went wrong. Was it something they did? Something they didn't do? Something wired wrong in their child that went undetected all these years? What a fucking horrendous guilt this would be on a parent… mixed with the realization that they've just lost the son you thought they knew.

My mama-switch has no “off” mode, it's forever “on”. If my son were being tried for a brutal crime like this, I'd be in that courtroom. That doesn't mean I would in any way support or condone his crimes… I'd might be crying with the victim's family, enraged at my child, in complete agreement with the sentencing… just means that I would be there in that courtroom, seated separately from the victim's family, because I would feel it was my tragic and impossibly sad job to do so. Like having to meet with the principal at your child's school 'cuz he did something stinky… only up it on a very grand scale.

So while I think the idiots that come on here and talk about what a great guy that child molester really is should definitely be ridiculed… I don't think it's the same thing when we're talking about family being in attendance at someone's trial. Unless and until that family goes on camera with the press and talks about what a great guy their killer son is… then they're fair game. :)

  • DogBitez

Because they otherwise have to admit to having been best buddies with a rapist/killer. Kind of a black mark on your Facebook or MySpace profile, don't you think?

  • The_Shadow_Knows

Everyone is entitled to their opinion, but I save my sympathy for the victims. That poor girl died alone, and any family member of mine who committed such a heinous deed would also face the music alone. Or at least without my support.

Let's hope neither of us ever has to put our views to the test.

  • DogBitez

I didn't say that the sympathy wasn't for the victim. I'm saying as a parent, I think I'd have a responsibility to find out what my child did… to hear it all, see it all, bear some of the burden. I think it would be chicken-shit to lay low and not show up in court. The kid wasn't raised in a vacuum, so obviously the parents enabled his violent behavior or encouraged it or ignored it or missed some obvious signs. I'd want to know how I fucked up that badly at being a mother. But again, that's not sympathizing with my murderous child or condoning the crime or showing support… my sympathy would be with the victim's family regardless of where I was seated in the courtroom.

  • VeronicaMarie

I've been agitated all damn day, ever since I read about these stupid fucking charges. 2nd degree strangulation? What the fuck is that? Why not first-degree strangulation? Why not first-degree stabbing? I've never heard of murder charges being specific to the method before. And if that's not “first-degree strangulation,” then what the fuck is? How is this not a capital murder case, or first-degree murder at the very least? HOW? How does it get much more heinous than this? WHAT THE FUCK??? This is pissing me off big time. If anyone can explain why he got these lame-sounding charges, I'd love to hear it.

  • VeronicaMarie

Never mind. After watching the video, I see that those charges are in addition to capital murder charges. *sighs in relief*

  • Newmommy

Not that this would change anything, but I have feeling that it will be revealed that he has had a history of mental problems. The way that he said I am raping this girl and I will go to jail for a long time so I have to kill her, could be used as a diminished capacity defense. They could argue that because a normal functioning person would know they could receive a longer sentence for murder. Maybe the family is in denial that they did not try to help him so to admit he did it would show that. It is just so sad because she probably trusted him and did not think he would hurt if she blew him off. The confusion and fear it unimaginable.

  • Sugarglider1

It was an abandoned religious theme park, no less? How'd I miss that? It creeps me out that anyone would build a religious theme park in the first place, but, yeah, an abandoned one is also creepy.

  • Sugarglider1

“he said I am raping this girl and I will go to jail for a long time so I have to kill her, could be used as a diminished capacity defense. They could argue that because a normal functioning person would know they could receive a longer sentence for murder.”

Killers reason this way all the time. Assuming they actually think they can get away with the crime of murder.

  • Newmommy

A nineteen year-old's brain is not fully formed but they can still make right and wrong decisions. Something appears off about him and I would not be surprised if he was on some form of psychotropic mediciation that should not have been mixed with alcohol.

  • Sugarglider1

“A nineteen year-old's brain is not fully formed”

I don't know what that means, but… Lots of people commit horrible crimes, from rape to torture to murder, and I don't see where all this speculation about psychotropic medication is coming from. In my opinion, anyone who would do such horrible things is mentally diseased, but the LEGAL definition of insanity is that you truly don't know right from wrong. He will never be able to present an insanity defense, as he clearly knew that raping her was wrong…he admitted this when he says he killed her in an attempt to keep her from revealing that he had raped her…

  • Mrssteinbeck

this this this this this this this this this this

This is what my dad always says. Abolish the death penalty. Just give the person life, and let the victim's family have a set amount of time to 'visit' with the criminal and do whatever they hell they'd like.

  • Mrssteinbeck

I don't understand why it isn't first degree murder, either, unless the DA agreed to lower the charges in exchange for his guilty plea. He clearly states that he HAD to kill her because he raped her and he didn't want to go to jail. I don't see how that wouldn't be first-degree murder (then again, I'm not a lawyer, so…).

  • Mrssteinbeck

…and I should really read all comments before making my own remarks!

I don't want to watch the video, but thanks for sharing the good news about the charges.

  • Karibabii10

I swear That boy has problems! He should go DIE IN FCKIN HELL HE COULD ROT IN THERE HE NEEDS TO GO TO DEATH PANELTY SHIT NEEDA GET IN THE ELECTRIC CHAIR HE NEEDS TO BE TORCHEREDD!!!!!!!!!! >=O

  • KAOS

I am 48 years old, and according to my first three ex wives my brain is not fully formed either, no word from the fourth, however, not only have i never raped or killed any of them, although wife #2 might have got me a medal or something, i never laid a hand on them. fuck the brain theories, and psychotropics, fry this fucker, not mad at you though, just saying

  • Newmommy

I guess because I have worked with children that have low IQ's, severe PTSD and have been medicated you can sometimes look at them and see something is off. I am not saying this is the case here, I was just wondering when I commented. If any of the above is true it can be a mitigating factor when he is being charged and/or sentenced.

  • melb1970

I'd hate to think this sicko was my friend and I sure as hell wouldn't admit to even knowing him,.
Maybe the other inmates will have a chance to show him just what rape feels like.

  • Sugarglider1

I see what you mean. Sorry I didn't get it at first. At any rate, the article I read says he was friends with her for years. I'll bet she sure wasn't expecting this to happen.

  • Newmommy

I can share that one child that i fostered appeared to be really wonderful and happy. while he was in my home he did a lot of odd behaviors and was unable to follow simple requests like locking the door when he left the house. He would lose keys to the house and instead of saying something leave the windows wide open. He would say he was mistreated when he wasn't. Finally I told the agency that if he said I treated him bad then I must of. He returned to his previous setting and he would show up to my home from time to time. I would always let him in, give him food and a little money if he asked. His behaviors became very odd and he was arrested by the police for making inappropriate comments to females and stalking them. I was recently informed that he was diagnosed as schizophrenic, all the time that I asked for help his social workers acted like I was the one with the problem. So that being said sometimes mental health issues are hard to see. That young woman probably felt safe with since she knew him for a long time. It is just very sad.

Hmm. Well, you really ARE an extremely compassionate person, and it sounds like the children you have fostered are very lucky to have had your care. But still–rape, murder, child abuse, child molestation, etc, don't always have answers that point to a messed-up brain chemistry. Some people really are just assholes. This guy might be one of them.

  • Deety

I literally lol'd at this… Does that mean something's wrong with me? :-/

  • EYESOFLAURAMARS

    of course not ;)

  • Jgo555

Was I the only one that noticed that Cruz's family at the courthouse was dragging CHILDREN from it !? Who tha hell takes small kids to a courthouse to sit & listen to morbid details of rape & murder!? That's what school's for, to take your kids into daycare instead of court you stupid f*cks! No wonder they think the dude's innocent.

  • The_Shadow_Knows

Maybe they're just trying their best to raise another rapist/killer? After all, they “support” this confessed monster.

  • MapleApe

Newmommy – “It is just very sad”

“Sad” is damned poor adjective to use to describe this monster's heinous and unforgivable brutality. Since he thought the foot of a cross was a good place to viciously rape and murder the poor girl, it only seems fitting that they use crucifixion to execute him and to make those who support him watch. It would be appropriately slow, agonizing and poetic.

  • Angel6201

chloe i love nd miss u r.i.p u waz the best nd i kno for a fact that someone in jail in chesire is taking care of this dude..iam gonna miss all the jokes u told nd all the crazy things u did

    Sorry about your friend! :-(

“Afterwards, they went to a local abandoned religious park, Holy Land USA, for a few drinks. There Cruz decided he wanted some of that and Chloe refused by elbowing him in the face.”

Yeah, I know, “no” means “no,” and no one deserves to be raped, let alone rape-murdered. That is not the point that I’m about to make. Young girls think they can handle situations such as drinking in a deserted place with a drunken young man who has had a longtime “crush” on them. Girls nowadays have been led to believe that talking tough, elbowing drunk rapist-friends in the face, saying “no” is somehow going to be effective against a physical attack.

Parents, teach your daughters how to defend themselves and disable an attacker. Teach them that drinking with a guy alone in a deserted spot is STUPID. Yeah, you have rights and nothing should have happened, but you’d better your chances of growing up if you avoid patently STUPID situations such as the one that led to this girl’s death.

Just a little update on this sick bastard. He plead guilty and was given 55 years. He said nothing at his sentencing. Here’s a link-

  • toplesscorvette

He is definitely someone’s biatch by now. Hopefully he will be banged in the butt by cons in the hell hole he calls home for the next 55 years. Do not let ths turd out on parole EVER!!

  • U.N. Owen

He ‘had to’ because, if he didn’t, he’d ‘go to jail’…for a ‘long time.’

    Hmmm…

Well, I guess, Mr. Cruz will now find ’bout ALL the pleasures of being repeatedly raped & abused – & not by Chloe (alive OR Dead), or ANY other female – e-v-e-r.

The herd of humanity needs some serious culling.’

  • U.N. Owen

My only question to you and Ido know it’s been over 4 years since you wrote this – is…why would you falsely admit/acknowledge YOU had treated him bad – simply because HE said so?

Admitting guilt falsely – especially when it concerns children – is a very bad thing to do – for YOU, as, someone – sooner-or-later – WILL question you, your motives, etc.

If you hadn’t done anything wrong, you should NEVER – E-V-E-R – say otherwise.

It wil not only lead to bad repercussions for you, but, in this case (you said he was later diagnosed with schizophrenia), will take the focus off of him and his (REAL) issues, & put it incorrectly on you.

I’m not saying you’re a ‘bad’ person – I don’t know you – but, you then want to say towards the end how you’d been asking for help from social workers etc, and they really didn’t give much credence to your attempts at getting help.

This is partially due to them not wanting to ‘get involved’ and do the work it would entail, but, also because of your false admission.

I hope if anything you found this experience to be a learning one.

If you’ve either had more foster children in the past four years or your own, you now understand the importance – for both you and the child – of reporting the truth.
